Siapapun Anda orangnya, punya duit atau tidak, kalau Anda tergolong orang yang masih normal, pasti tergiur untuk membeli apartemen di Kota Meikarta. Apalagi bagi warga Jakarta dan belum punya tempat tinggal. Yang sudah punya pun, pasti tergiur.
Iklan-iklan Kota Meikarta yang bertebaran di media massa, terutama di televisi, sungguh menggoda. Salah satu iklannya menggambarkan bagaimana frustrasinya warga di sebuah kota besar yang muram (Jakarta), terjebak kemacetan gila-gilaan. Pemukiman padat dan kumuh, banjir, polusi dan ancaman keamanan.
Lewat seorang bocah perempuan di dalam sebuah mobil, kita disuguhi sebuah kontras. Setelah melewati terowongan, tiba-tiba muncul sebuah kota yang sungguh indah, tertata, tidak ada kemacetan, karena tersedia transportasi publik berupa kereta layang ringan (LRT).
Meikarta adalah sebuah kota impian, fasilitas modern, high tech, wajah-wajah penghuni terlihat sangat bahagia. Yang lebih menggoda lagi, ketika anak-anak pulang dari sekolah atau bermain, kedua orang tuanya ada di rumah. Dengan kecanggihan teknologi, mereka cukup bekerja di rumah.
Iklan berdurasi 60 detik dengan judul “Aku ingin pindah ke Meikarta” itu, benar-benar disiapkan sebagai sebuah strategi pemasaran yang bisa menghipnotis alam bawah sadar kita, terutama warga Jakarta.
Iklan itu adalah gambaran nyata kehidupan sehari-hari di Jakarta yang telah didramatisir. Jika hanya dalam beberapa menit –dengan asumsi kereta api cepat Jakarta-Bandung jadi dibangun– ada sebuah kota “impian” seperti itu, mengapa pula kita tidak segera bergegas untuk pindah.
Banyak netizen yang membandingkan iklan Meikarta seperti film Hollywood berjudul Elysium (2013). Film yang dibintangi aktor Matt Damon itu menggambarkan setting bumi pada tahun 2154 yang tidak lagi mampu menampung ledakan populasinya.
Peperangan, polusi udara yang tinggi, penyakit, kemiskinan, kejahatan jadi warna keseharian.
Sejumlah penduduk super kaya memutuskan untuk pindah ke sebuah koloni di luar angkasa bernama Elysium. Koloni yang dikelola oleh seorang wanita bernama Rhodes ini adalah sebuah tempat tinggal impian yang nyaman, tidak ada penyakit dan kejahatan.
Pada iklan lain dengan durasi yang lebih panjang, tersebar di situs berbagi video youtube, kita diajak menikmati kota-kota dunia. Mulai dari London, New York, Paris, sampai Sidney di Australia.
Warga di kota-kota dunia, tampak berbahagia, keluar masuk toko, menenteng produk _branded,_ menikmati jalan kaki di trotoar jalan yang lebar dan bersih, menikmati sore di taman-taman kota yang indah.
Setelah terbuai dan terlena mimpi indah di kota-kota dunia itu, kita dibawa masuk ke Kota Meikarta. Kehidupan warganya persis sama atau malah jauh lebih berbahagia dibanding warga kota dunia tadi. Judul iklan tersebut “The world is ours.”
Tidak perlu jauh-jauh ke London, New York, Paris, Sidney. Semua tersedia di kota bernama Meikarta, yang lokasinya hanya sepelemparan batu dari Jakarta.
Menyaksikan iklan Meikarta, kita seperti dibawa ke sebuah mimpi yang tiba-tiba menjadi nyata. Itu yang menjelaskan mengapa warga berbondong-bondong–kalau benar klaim Meikarta–membeli apartemen di kota yang dibangun oleh kelompok usaha Lippo tersebut.
Sampai _grand launching_ tanggal 17 Agustus lalu, Lippo mengklaim sudah 100 ribu orang yang membeli unit apartemen di kawasan Cikarang, Bekasi itu.
Mereka datang berbondong-bondong memadati sebuah mall di kawasan Cikarang untuk antri. Suasananya hanya kalah dengan antrian warga yang berebut membeli sepatu Nike diskon di Grand Indonesia, Jakarta.
Tak seindah yang dijanjikan
Benarkah Meikarta seindah itu? Tunggu dulu. Jika Anda membaca berbagai brosur maupun pernyataan dari direksi Meikarta, luas kota yang dijanjikan akan menjadi terindah, dengan fasilitas terlengkap di Asia Tenggara itu mencapai 500 hektar.
Luas Meikarta kira-kira sama dengan Matraman yang merupakan kecamatan terkecil di Jakarta Timur seluas 485 hektar, atau sedikit lebih luas dari kampus Universitas Indonesia (UI) di Depok, Jawa Barat, seluas 320 hektar.
Sejauh ini Lippo kabarnya sudah menguasai tanah seluas 360 hektar di kawasan Cikarang, Bekasi. Mereka sudah mengajukan perizinan seluas 140 hektar dan yang diperkenankan untuk pemukiman, hanya 84 hektar. Jadi hanya 16.8{45665f7ba399c739ef45db4b0b7facf8fd556e2bf7e2dcb92040db98cbf17eb2} dari luas lahan yang dijanjikan dalam brosur.
Mulai dari sini sudah terlihat keanehan, lebih tepatnya misteri dari kota Meikarta. Mereka menjual sebuah “kota” yang lahannya saja belum jelas dan izinnya belum ada.
Wajar bila kemudian Yayasan Lembaga Konsumen Indonesia (YLKI) mengkhawatirkan nasib konsumen yang sudah terlanjur memesan.
Bagaimana Lippo dapat mewujudkan mimpi-mimpi para pembeli seperti yang mereka janjikan?
Sebagai gambaran, Central Park taman di kota New York yang sering dipakai shooting film Hollywood, luasnya 843 acre, atau sekitar 341 hektar. Hyde Park di London luasnya 140 hektar.
Untuk mewujudkan mimpi menjadi seperti kota-kota dunia tersebut menjadi nyata, Lippo memerlukan tanah ribuan hektar.
Luas lahan yang mereka kuasai saat ini hanya seluas Central Park. Jadi tidak mungkin mampu mewujudkan kota seperti New York atau London. Kalau toh bisa diwujudkan, mungkin hanya dalam bentuk miniatur.
*Wajar jika kemudian muncul kecurigaan terhadap pemerintah Bekasi yang mengajukan Rencana Detil Tata Ruang (RDTR) ke Pemprov Jabar. Dalam RDTR tersebut terdapat rencana alih fungsi lahan pertanian dan sawah irigasi teknis seluas 6.000 hektar.
Untuk apa dan untuk siapa alih fungsi lahan pertanian menjadi lahan pemukiman tersebut. Apa ini ada kaitannya dengan Meikarta yang mau membangun kota “kelas dunia?” Bau permainan kotor sangat menyengat di balik rencana Pemkab Bekasi itu.
RDTR Pemkab Bekasi langsung ditolak oleh Pemprov Jabar. “Apa alasannya. Untuk apa alih fungsi itu dan dimana penggantinya?” tanya Wagub Jabar Deddy Mizwar (Demiz) yang juga Kepala Badan Koordinasi dan Penataan Ruang Daerah (BKPRD).
Pemprov Jabar, tegas Demiz, tidak anti investasi. Namun semua aturan harus ditaati dan ditegakkan. Bila semua pemilik modal dibiarkan membangun tanpa mengindahkan peraturan, maka pembangunan suatu kota atau daerah akan menjadi amburadul.
Sampai tahun 2014 area pertanian di Kabupaten Bekasi tinggal 96.288 hektar. Luas lahan untuk produksi pertanian terus mengalami penurunan seiring terjadinya alih fungsi lahan, yang mengubah sawah menjadi pemukiman, perniagaan, hingga industri.
Dalam kondisi normal, Dinas Pertanian Bekasi mencatat, setiap tahun produksi padi mengalami penurunan sekitar 6,12{45665f7ba399c739ef45db4b0b7facf8fd556e2bf7e2dcb92040db98cbf17eb2}. Penurunan produksi akan meningkat bila terjadi bencana seperti banjir besar atau kemarau panjang.
Kehadiran Kota Meikarta dipastikan akan mengurangi secara signifikan area pertanian di Bekasi.
Masalah Meikarta juga tidak hanya sebatas belum adanya izin dari Pemprov Jabar. Munculnya sebuah kota di kawasan tersebut menyalahi rencana tata ruang metropolitan Bodekarpur (Bogor, Depok, Karawang, Puncak Cianjur).
Bodebekarpur merupakan satu kawasan metropolitan yang titik beratnya adalah kawasan industri. Mayoritas industri manufaktur Indonesia berada di Jabar, sebagian besar berada di Kabupaten Bekasi. Kalau tiba-tiba kemudian menyembul sebuah kota baru di kawasan itu, jelas akan merusak tata ruang. Selain itu dari sisi konsumen juga akan sangat dirugikan.
Kawasan industri punya dampak lingkungan yang serius terhadap kawasan pemukiman di sekitarnya. Implikasinya pada polusi udara, pencemaran air tanah karena limbah industri, tingkat kebisingan suara dan problem transportasi banyaknya kendaraan angkutan berat yang melintas.
Deddy Mizwar ketika bertemu Presiden Komisaris Lippo Theo Sambuga menegaskan pembangunan Meikarta harus disesuaikan dan dilakukan sinkronisasi dengan konsep Metropolitan Bodekarpur. Theo kala itu menyanggupinya.
Artinya kalau Lippo bersedia melakukan penyesuaian dan sinkronisasi, maka Meikarta bukan lagi sebuah kota baru seperti yang dijanjikan. Meikarta menjadi sebuah kota industri, tak beda dengan kota-kota lainnya seperti kawasan Jababeka di Cikarang, kawasan MM2100 di Cibitung Dll.
Kawasan itu dibangun sebagai penunjang pemukiman untuk para pekerja industri yang berdiri disana. Meikarta bukan kota baru sekelas London, New York, Paris maupun Sidney.
Bagi Lippo ada dua pilihan. Pertama, mengubah rencananya membangun sebuah kota impian model Elysium, menjadi kota industri. Kedua, menunggu perubahan kekuasaan di Pemprov Jabar.
Pilkada Jabar akan dilaksanakan 27 Juni 2018. Bila Demiz tidak terpilih kembali, maka terbuka peluang untuk bagi Lippo untuk meneruskan rencananya.
Lippo tinggal memilih siapa lawan Demiz yang bisa dikooptasi atau setidaknya bisa diajak kerjasama.
Arena kontestasi seperti pilkada, menjadi pintu celah yang terbuka bagi para pemodal besar untuk beternak penguasa.
Kota Meikarta mengingatkan kita pada tarik menarik kepentingan bisnis dan politik rezim Ahok yang didukung oleh pemerintah pusat, melawan rakyat kecil, nelayan yang didukung kekuatan masyarakat madani.end
