KESBANG.COM, JAKARTA – Maraknya kepala daerah yang terkena Operasi Tangkap Tangan (OTT) oleh Komisi Pemberantasan Korupsi (KPK) mendapat apresiasi dari Menteri Dalam Negeri (Mendagri), Tjahjo Kumolo.
Mendagri mengatakan sisi positif dari OTT kepala daerah adalah keberhasilan KPK dalam penegakan hukum. “Kita apresiasi, ini guna mewujudkan pemerintahan yang bersih,” kata Mendagri dalam pesan singkatnya kepada wartawan, Sabtu (23/9).
Namun semua ini kata Tjahjo tentu sangat mengecewakan dan ini semua menjadi cambuk bagi Kemendagri untuk bekerja keras dalam membenahi sistem yang ada, mulai dari penerapan e-goverment yang didukung dengan transparansi mulai dari e-planning, e-budgetting, e-procurement, e-permit (perizinan), ketiga mengurangi pilkada yang memakan biaya tinggi serta penguatan inspektorat daerah.
“Restorasi prilaku kepemimpinan kepala daerah untuk orientasi bagi kepala daerah baru dengan membuat komitmen dalam bentuk pakta integritas. Berbagai teguran dan supervisi hingga sanksi yang lebih tegas, kena OTT langsung diganti Plt,” paparnya
Tjahjo juga mengatakan harus membangun budaya organisasi yang anti korupsi dengan menanamkan nilai-nilai malu revatilisasi waskat (pengawasan melekat di birokrasi hingga sanksi yang lebih tegas)
“Inspektorat daerah akan kita terus tata ulang kewenangannya supaya bisa mengamankan sebagai perangkat daerah dan sekaligus perangkat wilayah pusat sesuai saran KPK dan BPKP,” ujarnya.
Kedepan, Tjahjo mengatakan pihaknya tengah membenahi seluruh latihan dan diklat kepemimpinan dengan menambah modul menjadi 50{45665f7ba399c739ef45db4b0b7facf8fd556e2bf7e2dcb92040db98cbf17eb2} berisi substansi Anti Korupsi khususnya pencegahan sebagai bagian dari Gerakan Nasional Revolusi Mental.
“Korupsi sangat kompleks dan menjadi tanggung jawab kita semua dalam pencegahan maupun penanggulangan, termasuk Sekolah, Media, pengusaha, Parpol dan diri saya sendiri sebagai Mendagri,” tegasnya.
Tjahjo menyarankan ke depan dalam pemilihan kepala daerah harus memilih calon yang punya integritas dan komitmen anti korupsi yang kuat. Ini menurutnya agar bisa meminamalisir kasus-kasus OTT.
“Walaupun belum bisa sepenuhnya, tapi ada upaya arah recruitment calon KDH untuk mengedepankan Psicotes, Sekolah-sekolah Partai dan diklat calon KDH. Ini harus berlaku di seluruh partai,” pinta Mendagri.
Terkahir, Mendagri berharap OTT Walikota Cilegon adalah yang terakhir. Secara prinsip, Tjahjo mengajak untuk sama-sama mengawal agar terwujudnya tata kelola pemerintahan yang bersih sesuai nawacita ke dua.
“Kemendagri meminta semua KDH untuk berkomitmen melaksanakan sumpah dan janjinya saat dilantik sebagi KDH secara konsisten,” tutupnya. (Enhar)
