Atasi Aset Daerah Mangkrak dan Bermasalah, Kemendagri Sampaikan Solusi

Jakarta – Pelaksana Harian (Plh.) Direktur Jenderal (Dirjen) Bina Keuangan Daerah (Keuda) Kementerian Dalam Negeri (Kemendagri) Agus Fatoni menyebut, Pendapatan Asli Daerah (PAD) melalui optimalisasi pemanfaatan aset dapat menjadi salah satu indikator keberhasilan pembangunan suatu daerah.

Fatoni menyampaikan penghargaan yang setinggi-tingginya kepada Komisi Pemberantasan Korupsi (KPK), yang telah bersama-sama Kemendagri dan Badan Pengawasan Keuangan dan Pembangunan (BPKP) untuk memastikan perbaikan tata kelola pemerintahan daerah yang meliputi delapan area intervensi. Salah satunya adalah Manajemen Aset Daerah yang belangsung secara terus menerus, masif, dan terukur.

Ia juga mengapresiasi Kejaksaan Agung melalui Jaksa Pengacara Negara yang senantiasa membantu pemerintah daerah dalam upaya perbaikan dan penyelamatan aset-aset daerah.

“Mengingat masih banyaknya permasalahan aset dan masih kurang optimalnya pemanfaatan barang milik daerah, diharapkan pemerintah daerah mampu melakukan percepatan penyelesaian permasalahan dan meningkatkan PAD,” ujarnya dalam Webinar Series Keuda Update Seri 5 yang digelar Ditjen Bina Keuda Kemendagri, Rabu (9/2/2022). Webinar ini bertajuk “Penyelesaian Permasalahan dan Optimalisasi Pemanfaatan Aset Daerah Untuk Peningkatan Pendapatan Asli Daerah”.

Fatoni mengungkapkan, permasalahan yang sering dihadapi pemerintah daerah dalam upaya pembenahan atas pengelolaan aset daerah dan optimalisasi pemanfaatan aset daerah, antara lain kurang optimalnya pengelolaan aset daerah, belum memadainya kapasitas pengelola aset daerah, dan belum tertibnya penatausahaan aset daerah.

Selain itu terdapat pula beberapa persoalan lainnya. Misalnya, pelaksanaan pemanfaatan cenderung tidak sesuai dengan regulasi, terdapat aset daerah dalam posisi mangkrak (idle) atau tidak dimanfaatkan yang semestinya berpotensi untuk dimanfaatkan, aset daerah yang dikuasai atau dipergunakan oleh pihak lain yang tidak sesuai dengan ketentuan peraturan perundang-undangan, hingga ada aset daerah berupa tanah yang tidak memiliki bukti kepemilikan atau belum bersertifikat.

Fatoni menyebut, untuk mengatasi kondisi-kondisi tersebut, Kemendagri mendorong pemerintah daerah agar segera mengambil langkah-langkah inovatif dan kreatif dengan tetap berpedoman pada peraturan perundang-undangan dan segera menyusun dan menetapkan Peraturan Daerah mengenai pengelolaan Barang Milik Daerah (BMD) bagi daerah yang belum menetapkan.

Selain itu, Fatoni mengatakan, perlu dilakukan pengamanan terhadap BMD dengan cara mensertifikatkan tanah atas nama pemerintah daerah bekerja sama dengan kantor pertanahan setempat, melakukan sosialisasi dan bimbingan teknis pengelolaan BMD di lingkungan pemerintah daerah, dan melakukan inventarisasi BMD secara berkala.

Di sisi lain, pemerintah daerah juga diharapkan melakukan pemanfaatan terhadap BMD yang idle; menertibkan aset daerah, serta menegakkan melalui jalur hukum terhadap pelaksanaan peraturan daerah terhadap barang milik daerah yang dikuasai atau dimanfaatkan oleh pihak lain yang tidak sesuai dengan ketentuan peraturan perundang-undangan.
