Ketua DPW IP-KI Papua Barat Ayub Msiren, SH mendukung penunjukan Komjen. Pol. Paulus Waterpau sebagai Pejabat Gubernur Papua Barat. Menurutnya hal itu sudah sesuai dengan prosedur atau ketentuan yg ada dan dijamin Undang-Undang, khususnya UU No. 10 Tahun 2016 tentang Pilkada, UU No. 5 Tahun 2014 tentang ASN jelas dalam pasal 20 dan 109 mengatur jabatan pimpinan tinggi utama dan madya dapat diisi oleh Non ASN, juga Prajurit TNI dan POLRI yang di tetapkan dengan Keputusan Presiden.

Lanjutnya, merujuk pada Keppres No. 5 tahun 2017 tentang Susunan Organisasi dan Tata kerja Polri untuk pangkat Komjen atau Bintang Tiga masuk dalam kategori Eselon 1A.

Justru yang tidak di atur dalam undang-undang adalah perpanjangan masa jabatan Gubernur, Bupati dan Wali kota.
Dengan demikian penunjukan Paulus Waterpau sebagai Pejabat Gubernur Papua Barat mempunyai dasar hukum yang kuat.
Terlebih yang bersangkutan juga merupakan putra daerah Asli Papua Barat yang mempunyai rekam jejak yg bersih, tegas dan kariernya cukup cemerlang di lingkungan kepolisian.

“Seharusnya kita bangga kalau pemerintah pusat mempercayakan anak Papua untuk menjadi PJ. Gubernur,” ujar Msiren.
Terkait adanya kelompok tertentu yang menginginkan adanya perpanjangan masa jabatan Gubernur harapan kami, “Mari kita memberikan pembelajaran politik hukum yg benar kepada generasi kita ke depan dengan tidak membenturkan keinginan kita dengan aturan,” ujarnya.

Lebih jauh Msiren menyatakan, “Kami mengapresiasi 5 tahun kerja Gubernur Papua Barat. Bpk Drs. Dominggus Mandacan, M.Si yang sudah memimpin dan memberikan kontribusi besar bagi pembangunan di Papua Barat.”

Selanjutnya kami juga mengajak seluruh Elemen masyarakat untuk mari kita sama-sama mendukung dan mengamankan keputusan yang sudah diambil oleh pemerintah pusat dengan melihat sisi lain dari kemampuan yang di miliki oleh Paulus Waterpau atas kepercayaan yang di berikan oleh pemerintah kepada beliau untuk mempersiapkan pelaksanaan Pileg dan Pilkada di Papua Barat pada bulan Februari dan November 2024 nanti.
“Apabila ada hal-hal penting menyangkut kepentingan orang Asli Papua pada pileg dan pilkada maka kita bisa minta kepada beliau selaku perwakilan atau perpanjangan tangan pemerintah pusat di daerah untuk menyampaikannya kepada pemerintah pusat,” pungkasnya.
