KESBANG.COM, JAKARTA – Paska tindakan anarkis di kantor Kemendagri pada Rabu (19/10/2017) oleh para pendukung calon bupati yang kalah di Kabupataen Tolikara, Papua Barat, Direktur Politik Dalam Negeri (Dirpoldagri) Dr. Bahtiar memberi beberapa catatan penting terkait pelaksanaan Pemilihan Kepala Daerah (Pilkada).

“Siapapun calon kepala daerah, dia harus siap menang dan siap kalah. Paslon harus memiliki moralitas politik termasuk mengingatkan para pendukungnya untuk tidak berbuat anarkis,” ujar Bahtiar di Jakarta, Jumat (13/10/2017).

Kemendagri, melalui Direktur Politik Dalam Negeri memberi beberapa evaluasi dari tindakan anarkis di kantor Kemendagri yang telah menyebabkan beberapa pegawak luka memar dan berdarah.

Pertama, Pilkada adalah mekanisme konstitusional tuk melakukan suksesi kepemimpinan dtingkat lokal, jadi yang hendak dipilih dlm pilkada adalah “pemimpin daerah” bukan sekedar “pimpinan daerah.”

Kedua, ciri pemimpin yang berkualitas tinggi adalah dia dihormati, patuhi, ditaati, bijaksana dan patuh terhadap hukum negara, memiliki etika, budaya dan perilaku sosial yang baik dan selalu dan mampu mengarahkan masyarakat berbuat baik dan berperilaku baik.

Ketiga, peristiwa kemarin menjadi cermin besar bahwa calon kepala daerah tidak mampu mengarahkan pendukung berbuat baik dan tidak mematuhi hukum,  paslon yang kalah memang tidak memenuhi syarat sbg pemimpin dan tidak layak unttuk disebut sebagai pemimpin yang berkualitas tersebut.

Keempat, jika pilkada langsung tidak mampu menghasilkan “pemimpin” lokal yang berkualitas tinggi atau pilkada hanya sekedar menghasilkan pada level kualitas pimpinan/pejabat semata , maka patut proses demokrasi melalui pilkada langsung kepala daerah kita evaluasi secara menyeluruh. Apakah budaya lokal tertentu disebagian wilayah Indonesia memang tidak cocok dengan pilkda langsung misalnya wilayah Papua dan Papua Barat. Sehingga pilkada bupati walikota langsung tidak diberlakukan di seluruh wilayah Indonesia dan daerah tertentu kita berlakukan pilkada tidak langsung.

Keempat, untuk antisipasi pelaksanaan Pilkada Serentak 2018, maka tidak kritis pertama yang harus disiapkan paslon yang lolos adalah memang yang memiliki syarat dan kualifikasi sebagai pemimpin bukan sekedar pimpinan karena gubernur/bupati/walikota sejatinya adalah KepalaNya Daerah artinya dia adalah imam, pemimpin, dan dia adalah manusia yg paling terbaik dan terutama diwilayah tersebut dgn kualitas kepribadian, wawasan, sikap dan perilaku terbaik  diantara manusia lainnya di daerah tersebut.
