Naskah Perjanjian Kerja Sama tersebut ditandatangani langsung oleh Deputi Rehabilitasi BNN RI, Dra. Riza Sarasvita.,M.Si.,MHS.,Ph.D. dan Kabareskrim Polri, Drs. Agus Andrianto,S.H,M.H. yang disaksikan oleh Kepala BNN RI, Dr. Petrus Reinhard Golose di Gedung Bareskrim Polri,
Dalam kesempatan ini, Kabareskrim Polri mengungkapkan kegiatan Penandatanganan Perjanjian Kerja Sama merupakan momentum luar biasa untuk menyamakan persepsi dalam upaya penanganan kasus penyalahgunaan narkoba. Di samping itu, Kabareskrim juga menilai Perjanjian Kerja Sama ini sangat penting, karena akan menjadi payung hukum bagi para petugas kepolisian di seluruh Indonesia dalam menangani para pecandu dan penyalah guna narkoba.
Kepada seluruh jajarannya di daerah, Kabareskrim menegaskan agar tidak perlu ragu-ragu lagi dalam menerapkan Pasal 127 junto Pasal 54 UU No.35 Tahun 2009 kepada para pecandu dan penyalah guna narkotika.
Upaya penyelamatan penyalah guna narkoba harus dilakukan dengan maksimal. Kabareskrim menyebutkan, angka prevalensi penyalah guna narkoba sebesar 1,95% tidak boleh dibiarkan agar Lapas tidak penuh sesak dengan kasus narkoba.
Oleh karena itulah, melalui sinergi BNN RI dan Bareskrim Polri, pelaksanaan rehabilitasi bagi pecandu dan penyalah guna narkoba tidak hanya menyelamatkan generasi bangsa namun juga mengurangi beban keuangan negara di tengah situasi saat ini.
