BSKDN Gelar Sosialisasi Penilaian Indeks Inovasi Daerah dan Pemberian Penghargaan

Jakarta – Badan Strategi Kebijakan Dalam Negeri (BSKDN) Kementerian Dalam Negeri (Kemendagri) menggelar Sosialisasi Penilaian Indeks Inovasi Daerah dan Pemberian Penghargaan Innovative Government Award (IGA) 2022 secara virtual dari Aula BSKDN, Kamis (21/7/2022). Sosialisasi tersebut dihelat sebagai langkah untuk menyamakan pemahaman mengenai Indeks Inovasi Daerah sekaligus gelaran IGA 2022.

“Selain itu, agenda sosialiasi ini juga dilakukan guna mendorong setiap Pemda untuk berpartisipasi mengikuti penginputan data inovasi daerah award (IGA), dan memastikan Pemda berkomitmen dalam memajukan ekosistem inovasi di daerahnya masing-masing,” ujar Kepala BSKDN Kemendagri Eko Prasetyanto saat menjadi keynote speaker dalam acara tersebut.

Dia menjelaskan, Pemda perlu memahami regulasi yang mengatur penilaian Indeks Inovasi Daerah. Pemahaman ini penting agar inovasi yang dibangun Pemda dapat lebih terasa manfaatnya. Selain itu, Eko menjelaskan, dalam melakukan penilaian terhadap inovasi di daerah, Kemendagri melibatkan berbagai pihak terkait, baik dari unsur tenaga profesional, kementerian/lembaga, dan media massa.

Sejalan dengan itu, Kepala Pusat Penelitian dan Pengembangan (Kapuslitbang) Inovasi Daerah Matheos Tan mengatakan, dalam proses penilaian inovasi daerah, BSKDN Kemendagri akan melibatkan perguruan tinggi. Hal itu seperti dalam tahapan pengukuran inovasi, yang terdiri dari validasi, analisis, hingga quality control.

“Jadi semuanya kami serahkan ke perguruan tinggi. Di mana perguruan tinggi yang kami percayakan adalah Universitas Gadjah Mada dan Universitas Indonesia,” jelasnya.

Di sisi lain, Theo menjelaskan proses penginputan data pada Indeks Inovasi Daerah telah berlangsung dari Juli hingga 3 September 2022 mendatang. Adapun inovasi yang dapat dilaporkan daerah, yakni inovasi yang telah diterapkan sejak 1 Januari 2020 hingga 31 Desember 2021. Sementara itu, proses penginputan data dapat dilakukan oleh perangkat daerah yang membidangi kelitbangan atau inovasi daerah.

Dalam kesempatan itu, Theo juga menyampaikan pengukuran data inovasi tersebut akan dilakukan pada 3 September hingga 4 November 2022. Sedangkan penetapan nilai Indeks Inovasi Daerah akan dilakukan dari 7 hingga 11 November. BSKDN Kemendagri, tambah dia, bakal melakukan validasi lapangan terhadap sejumlah daerah terpilih berdasarkan Indeks Inovasi Daerah, yakni pada 14 hingga 18 November. Selanjutnya, juga akan dilakukan penilaian presentasi daerah yang direncanakan digelar pada 28 hingga 25 November. Sementara ajang penganugerahan IGA rencananya akan berlangsung pada 1 Desember 2022.

Di lain sisi, Theo juga menuturkan perbedaan gelaran IGA tahun ini dengan tahun sebelumnya. Perbedaan tahun ini, kata dia, salah satunya memasukkan inovasi di bidang smart city dan inovasi yang mendukung Pendapatan Asli Daerah (PAD). Karena itu, daerah juga perlu memasukkan inovasi tersebut ke dalam Indeks Inovasi Daerah.

“Jika sebelumnya Bapak/Ibu hanya mengelompokkan inovasi Covid dan non-Covid, kini ada tambahan. Mana yang dimasukkan ke dalam inovasi smart city, mana yang dimasukkan inovasi PAD, inovasi provinsi, kabupaten, kota bersih dan bebas sampah yang mana. Ini harus ditambahkan Bapak/Ibu,” pungkasnya.Puspen Kemendagri)
