BSKDN Kemendagri Gelar Lokakarya, Bahas Kebijakan Pendayagunaan Pegawai Daerah Non-ASN

Semarang – Pascaterbitnya Peraturan Pemerintah Nomor 49 Tahun 2018 tentang Manajemen Pegawai Pemerintah dengan Perjanjian Kerja (PPPK), instansi pemerintah dilarang mengangkat pegawai non-PNS atau non-PPPK untuk mengisi jabatan Aparatur Sipil Negara (ASN). Selanjutnya, pegawai non-PNS yang bertugas di instansi pemerintah dalam jangka waktu paling lama 5 tahun sejak aturan ditetapkan dapat diangkat menjadi PPPK bila memenuhi syarat. Ini berarti menyisakan waktu satu tahun untuk memenuhi mandat tersebut.

Kondisi itulah yang melatarbelakangi Badan Strategi Kebijakan Dalam Negeri (BSKDN) Kementerian Dalam Negeri (Kemendagri) bersama Pemerintah Provinsi Jawa Tengah menggelar lokakarya bertajuk Kesiapan Pemda dalam Kebijakan Pendayagunaan Pegawai Daerah Non-ASN. Acara itu berlangsung di Gedung Gradhika Bhakti Praja Kota Semarang, Kamis (6/10/2022).

“Banyak yang perlu segera kita tindak lanjuti, termasuk klausul dalam Peraturan Pemerintah Nomor 49 Tahun 2018 (tentang Manajemen PPPK). Karena menurut data dari 30 provinsi, 267 kabupaten/kota, kurang lebih ada 1,2 juta pegawai (non-PNS). Jangan berpikir angka 1,2 juta saja. Mereka juga menanggung (hidup) keluarganya. Artinya persoalan ini lebih kompleks. Mari cari solusi bersama,” ujar Kepala BSKDN Kemendagri Eko Prasetyanto dalam sambutannya.

Dalam kesempatan tersebut, Eko juga menyoroti jumlah pegawai non-PNS di Jawa Tengah. Menurutnya Jawa Tengah merupakan provinsi dengan jumlah pegawai non-PNS cukup banyak, yakni 37 ribu pegawai yang tersebar di 29 kabupaten dan 6 kota. Sebab itu, diperlukan beragam upaya kebijakan yang mesti disiapkan untuk meresponsnya.

“Salah satunya, bagaimana mempersiapkan formasi? Ini bukan hal mudah, mengingat belanja pegawai kita cukup tinggi, kurang lebih 400 triliun (rupiah) dan ancaman resesi serta inflasi. Kita harus waspada, bagaimana solusi terbaik sehingga roda ekonomi tetap berjalan,” tutur Eko.

Sementara itu, Wakil Gubernur Jawa Tengah Taj Yasin Maimoen dalam sambutannya mengingatkan jajarannya untuk terus mengikuti perkembangan aturan rekruitmen ASN. Saat ini, imbuh Yasin, pemerintah tengah membenahi kejelasan status kepegawaian non-PNS.

“Yang paling penting adalah komunikasi dan koordinasi. Berapa besar kemampuan keuangan daerah dan disesuaikan dengan kebutuhan. Jangan sampai banyak pegawai (non-PNS) yang diterima tapi gaji masih di bawah UMR. Kita harus hitung betul,” ucap Yasin membuka acara tersebut.

Baik Eko maupun Yasin berharap lokakarya tersebut dapat menjadi sarana untuk berdiskusi dan mencari solusi ihwal pendayagunaan pegawai daerah non-ASN.

*Pendataan Pegawai Non-ASN*

Sementara itu, para narasumber yang hadir dalam lokakarya memaparkan kondisi pegawai non-ASN. Deputi Bidang Sistem Informasi Kepegawaian Badan Kepegawaian Negara (BKN) Suherman menjelaskan, pihaknya telah melakukan pendataan tenaga non-ASN seluruh Indonesia. Upaya ini dilakukan agar memudahkan pemerintah dalam menyusun kebijakan, sehingga tidak terjadi masalah yang berulang terkait pengangkatan tenaga non-ASN.

“Kondisi per 1 Oktober 2022, jumlahnya (pegawai non-ASN) sebanyak 2.216.042 orang. Berasal dari 66 instansi pusat dan 524 pemerintah daerah,” bebernya.

Menanggapi hal itu, Direktur Fasilitasi Kelembagaan dan Kepegawaian Perangkat Daerah Direktorat Jenderal (Ditjen) Otonomi Daerah Kemendagri Cheka Virgowansyah mengingatkan potensi masalah yang bisa muncul terkait pendataan pegawai non-PNS. Dirinya menjelaskan, beberapa daerah diketahui memiliki jumlah tenaga non-PNS lebih banyak ketimbang PNS, utamanya di daerah terpencil.

“Ini bisa menghambat jalannya pelayanan kepada masyarakat, bila mereka tidak terdata di BKN. Bagaimana solusinya? Ini harus diantisipasi,” terang Cheka.

Di sisi lain, Kepala Pusat Litbang Administrasi Kewilayahan, Kependudukan, dan Catatan Sipil Mohammad Noval di akhir acara menyimpulkan bahwa pemerintah pusat dan daerah perlu mempersiapkan kebijakan yang matang, terutama dalam pemutakhiran data. Tak hanya itu, pihak-pihak juga didorong untuk sekaligus melakukan validasi dan proyeksi ke depan terhadap kebutuhan formasi pegawai non-PNS yang akan menjadi PPPK.

“Berapa kebutuhan daerah, beban kerjanya, dan kemampuan pendanaan masing-masing daerah? Ini butuh kolaborasi,” pesannya.

Noval mengatakan, pihaknya bakal menyampaikan hasil masukan dan saran yang terhimpun dalam lokakarya kepada Menteri Dalam Negeri (Mendagri). Upaya tersebut sebagai langkah dalam menyusun kebijakan yang tepat dalam pengalihan pegawai non-PNS menjadi PPPK.
