*JAKARTA* – Ketua MPR RI sekaligus Wakil Ketua Umum Partai Golkar Bambang Soesatyo bersama Menteri Koordinator Bidang Perekonomian Airlangga Hartarto, Menteri PPN/Kepala Bappenas Suharso Monoarfa, Sekretaris Kabinet Pramono Anung, serta PJ Gubernur DKI Jakarta Heru Budi Hartono, mendampingi Presiden Joko Widodo memutar kemudi kapal sebagai simbol peluncuran Rencana Pembangunan Jangka Panjang Nasional (RPJPN) 2025-2045 sebagai visi, misi, arah pembangunan sekaligus pedoman mencapai Visi Indonesia Emas 2045 menuju Negara Nusantara Berdaulat, Maju, dan Berkelanjutan.

Sebagaimana ditegaskan Presiden Joko Widodo, untuk mewujudkan visi Indonesia Emas 2045, ada tiga hal pokok yang perlu diperhatikan. Yakni stabilitas bangsa yang terjaga dengan baik, keberlanjutan dan kesinambungan pembangunan dari satu periode pemerintahan ke periode pemerintahan penggantinya serta pembangunan dengan prinsip Indonesia Sentris.

“Untuk memastikan visi Indonesia Emas 2045 sekaligus tiga hal pokok yang disampaikan Presiden Joko Widodo tersebut bisa terwujud, MPR RI akan menghadirkan Pokok-Pokok Haluan Negara (PPHN) sebagai haluan pembangunan nasional. Menjamin siapapun presiden yang menggantikan Presiden Joko Widodo pada tahun 2024 nanti, maupun presiden pengganti berikutnya di Pemilu selanjutnya, akan tetap menjalankan Visi Indonesia Emas 2045 sebagaimana yang termuat dalam RPJPN 2025-2045. Jangan sampai ganti pemerintahan, ganti haluan pembangunan. Sebagaimana ditegaskan Presiden Joko Widodo, kepemimpinan merupakan tongkat estafet yang harus berkesinambungan, bukan seperti meteran pom bensin yang selalu mulai dari nol,” ujar Bamsoet usai mendampingi Presiden Joko Widodo meluncurkan RPJPN 2025-2045, di Jakarta, Kamis (15/6/23).

Turut hadir antara lain, pimpinan lembaga negara, Gubernur se-Indonesia, kepala lembaga mitra pembangunan Indonesia, KADIN Indonesia, rektor dari berbagai Universitas, budayawan, serta generasi milenial berprestasi.

Ketua DPR RI ke-20 dan mantan Ketua Komisi III DPR RI bidang Hukum, HAM, dan Keamanan ini menjelaskan, dalam visi Indonesia Emas 2045, jumlah penduduk Indonesia pada tahun 2045 diperkirakan mencapai 324 juta jiwa, terbesar ke-6 dunia. Di tahun 2030-an, Indonesia akan menginjak puncak bonus demografi, sebanyak 68,3 persen populasi penduduk Indonesia berusia produktif. Puncak bonus demografi hanya terjadi satu kali dalam peradaban sebuah bangsa, karenanya Indonesia harus bisa memanfaatkannya sebagai salah satu sumber daya dalam mencapai visi Indonesia Emas 2045. Jangan sampai bonus demografi berubah menjadi bencana demografi.

Visi Indonesia Emas 2045 dilaksanakan dalam empat tahapan. Tahap 1 penguatan pondasi transformasi 2025-2029 dengan capaian rata-rata pertumbuhan 5,9 persen, kontribusi sektor pertanian mencapai 11,2 persen, industri pengolahan 21,9 persen, jasa 42,1 persen, dan lainnya 24,8 persen. Tahap 2 akselerasi transformasi 2030-2034 dengan capaian rata-rata pertumbuhan 7,0 persen, kontribusi sektor pertanian mencapai 10,6 persen, industri pengolahan 26,6 persen, jasa 42,6 persen dan lainnya 20,2 persen.

“Tahap 3 ekspansi global 2035-2039 dengan rata-rata pertumbuhan mencapai 8,0 persen, kontribusi pertanian mencapai 9,4 persen, industri pengolahan 30 persen, jasa 43,6 persen, dan lainnya 17 persen. Tahap 4 perwujudan Indonesia Emas 2040-2045 dengan rata-rata pertumbuhan mencapai 7,1 persen, kontribusi sektor pertanian mencapai 7,8 persen, industri pengolahan 28 persen, jasa 45,4 persen dan lainnya 18,8 persen,” jelas Bamsoet.

Ketua Dewan Pembina Depinas SOKSI dan Kepala Badan Hubungan Penegakan Hukum, Pertahanan dan Keamanan KADIN Indonesia ini menerangkan, keberadaan PPHN sangat penting untuk mewujudkan berbagai capaian tersebut. Selain memastikan program pembangunan bisa berkelanjutan dari satu periode pemerintahan ke periode pemerintahan penggantinya, juga untuk memastikan adanya keselarasan antara pembangunan yang dilakukan pemerintah pusat dengan daerah, serta antara pemerintah daerah yang satu dengan pemerintah daerah sekitarnya.

“PPHN akan menjadi payung hukum yang transformatif dalam menjamin keberlangsungan pembangunan, khususnya dalam menghadapi Revolusi Industri 4.0, Society 5.0, dan berbagai tantangan global lainnya. Sehingga bisa mewujudkan Indonesia Emas 2045, dan bukan malah menjadi Indonesia Perunggu, apalagi Indonesia Perak,” pungkas Bamsoet. (*)
