Ketua DPR RI Puan Maharani menyampaikan sambutan di kegiatan Networking Night dalam rangkaian Youth 20 (Y20) Indonesia 2022 Summit. Di forum dialog dan diskusi bagi para pemuda negara-negara G20 itu, Puan mengajak kaum muda dunia untuk lebih banyak terlibat dalam bidang politik.
“Sangat menyenangkan bagi saya untuk berpidato di KTT Y20 malam ini. Sangat menarik untuk dicatat bahwa lebih dari setengah populasi dunia saat ini adalah pemuda di bawah usia 30 tahun,” kata Puan dalam Networking Night KTT Y20 di Jakarta, Minggu (17/7/2022).

KTT Y20 digelar generasi muda G20 untuk membahas isu-isu global, dari working group hingga menghasilkan komunike untuk direkomendasikan kepada para pemimpin G20. Puan pun menyoroti data dari PBB yang menyebut jumlah pemuda diproyeksikan tumbuh sebesar 7 persen di tahun 2030 dengan jumlah mencapai hampir 1,3 miliar.
“Namun, terlepas dari proporsi yang tinggi ini, kaum muda cenderung kurang terwakili dalam proses pengambilan keputusan politik di mana lebih dari 2,6 persen Anggota Parlemen dunia merupakan kaum muda di bawah 30 tahun,” ucap perempuan pertama yang menjabat sebagai Ketua DPR RI ini.
Menurut Puan, pelibatam kaum muda adalah kunci untuk mempromosikan dan memperkuat demokrasi di seluruh dunia. Selain itu juga untuk memajukan pencapaian Tujuan Pembangunan Berkelanjutan (SDGs).
“Kaum muda adalah mesin pembangunan ekonomi masa depan. Pemuda hari ini adalah pemimpin masa depan. Pemuda diharapkan dapat menghadirkan ide-ide baru untuk memecahkan masalah gobal,” ungkap Puan.

Lebih lanjut, mantan Menko PMK itu menyinggung soal pandemi Covid-19 yang telah menghantam dunia serta perubahan iklim yang telah menyebabkan munculnya ‘new normal´ di banyak negara. Belum lagi, kata Puan, dunia tengah dihadapkan pada kekacauan global akibat perang Rusia dan Ukraina yang mengganggu energi, serta ketahanan pangan.
“Kesulitan ekonomi telah terjadi di negara berkembang dan negara berpenghasilan rendah. Saat kita berusaha untuk memecahkan masalah global ini, kita harus fokus pada proses pemulihan dan membangun kembali dengan lebih baik,” paparnya.
Puan mengatakan, dunia harus memprioritaskan masyarakat yang paling terkena dampak krisis, seperti pemuda dan perempuan. Oleh karena itu, tema Y20 2022: “Dari pemulihan ke ketahanan: membangun kembali agenda pemuda” dinilai sangat relevan dan tepat waktu.
“Saat ini, kita tidak hanya perlu pulih, tetapi kita juga perlu membangun dunia yang tangguh. Menurut saya, ada beberapa cara untuk membangun ketahanan bagi kaum muda,” sebut Puan.
Cara pertama yang dapat dilakukan yakni dengan memberdayakan kaum muda, dan meningkatkan partisipasi mereka dalam proses pengambilan keputusan. Puan melanjutkan, langkah yang bisa dilakukan lainnya adalah dengan memastikan suara generasi muda didengar di tingkat global, nasional, dan lokal.
“Representasi politik pemuda perlu diperkuat untuk membawa kepentingan mereka di lembaga formal seperti parlemen, lembaga pemerintah, dan dewan pemuda,” tegas cucu Proklamator RI Bung Karno tersebut.
“Kaum muda adalah masa depan demokrasi mana pun. Kita harus memberdayakan generasi muda untuk menghidupkan kembali demokrasi,” sambungnya.
Cara kedua yang dapat dilakukan negara-negara dunia, menurut Puan, adalah dengan menyediakan pendidikan yang berkualitas bagi kaum muda. Sebab, pendidikan bisa menjadi game changer yang mengubah kaum muda untuk menjadi kekuatan positif dalam masyarakat.

“Pandemi telah mengganggu pendidikan lebih dari 90 persen anak-anak di seluruh dunia. Bagi banyak siswa, gangguan ini mungkin berdampak permanen bagi masa depan mereka,” jelas Puan.
Dalam jangka pendek, prioritas yang perlu dilakukan adalah dengan membantu anak-anak untuk mengejar ketinggalan pembelajaran selama pandemi. Puan menyebut, diperlukan juga sistem pendidikan yang dimodernisasi yang dapat membuat pembelajaran lebih berpusat pada siswa, dinamis, dan kolaboratif.
“Kita perlu mengubah pendidikan sehingga siswa dapat mencapai potensi penuh mereka dengan mempelajari pengetahuan dan teknologi baru. Pendidikan yang berkualitas harus dapat membantu siswa meningkatkan literasi digital dan mengurangi kesenjangan digital,” urainya.
Langkah selanjutnya adalah dengan menciptakan lapangan kerja dan peluang ekonomi yang layak karena pandemi Covid-19 berdampak serius pada pekerja muda. Oleh karenanya, upaya meningkatkan kompetensi pemuda dan menghubungkan mereka dari pembelajaran ke peluang kerja dan kewirausahaan harus dapat dipastikan.
“Ketersediaan pekerjaan yang layak bagi kaum muda juga terkait dengan peluang ekonomi di masa depan, terutama di bidang ekonomi hijau dan digital. Saat kita mengatasi perubahan iklim, kita harus mampu menciptakan pekerjaan yang berhubungan dengan lingkungan seperti di sektor energi terbarukan,” terang Puan.
Pada saat yang sama, meluasnya penggunaan teknologi digital selama pandemi harus dapat dilihat sebagai peluang untuk mempercepat penggunaan teknologi digital bagi generasi muda. Puan pun menilai dibutuhkan pula kontribusi generasi muda dalam menyelesaikan berbagai permasalahan global.
“Kita membutuhkan pemuda sebagai agen pembangunan, sebagai agen untuk mengurangi emisi global dan sebagai pembuat perdamaian. Dengan meningkatnya ketegangan geopolitik, pemuda diharapkan menyebarkan budaya damai dan toleransi,” kata Puan.
Meski begitu, kaum muda harus memiliki pemahaman yang jelas tentang akar penyebab tantangan global untuk dapat melakukannya. Menurut Puan, Y20 cocok untuk membuat rekomendasi tentang bagaimana kaum muda dapat berkontribusi untuk memecahkan tantangan global termasuk untuk pencapaian SDGs yang adalah agenda global di masa depan.
“Ini sebenarnya agenda kaum muda. Kami tidak akan dapat mencapai tujuan kami untuk tidak meninggalkan siapa pun, mengakhiri kemiskinan, dan menyediakan akses ke layanan kesehatan dan pendidikan pada tahun 2030, jika kami tidak memberdayakan kaum muda,” ucapnya.
Puan mendorong agar pemuda menjadi bagian dari proses pencapaian SDG yang membutuhkan bantuan semua elemen, termasuk dari generasi muda. Itu artinya, semua ini adalah proses inklusif dengan tujuan menyelesaikan krisis global.
“Di ruangan ini, Y20 berkumpul. Ini adalah bukti bagaimana suara generasi muda terdengar di panggung global. Saat di jalan, beberapa anak muda melakukan protes untuk menyuarakan keprihatinan mereka. Suara-suara yang diminta anak muda di jalanan juga harus tercermin dalam karya Y20,” tegas Puan.
“Jika pemuda ingin melihat perubahan, reformasi, dan mempengaruhi dunia dengan ide-ide kalian, maka mulailah membuat komitmen yang berani. Dan pemuda perlu mengambil partisipasi aktif dalam proses pengambilan keputusan,” tambahnya.
Puan juga memberikan tantangan kepada pemuda dunia agar bisa menerjemahkan berbagai komitmen dalam tindakan nyata di lapangan. Ia mengajak pemuda bekerja sama untuk menciptakan dunia yang nyaman bagi semua generasi.
“Dunia yang lebih berkelanjutan, damai, dan adil. Sebuah dunia di mana kaum muda mampu memanfaatkan potensi penuh mereka. Dengan demikian, kita akan dapat mengubah proses pemulihan menjadi dunia yang tangguh,” kata Puan.
Hadir dalam acara networking night ini 59 orang yang terdiri dari 17 negara delegasi Y20. Kemudian juga ada perwakilan dari organisasi dunia yakni WTO, ADB, dan ASEAN.
Selain itu ada pula beberapa anggota DPR. Lima Co-chair Y20 Indonesia yakni Michael Victor Sianipar, Rahayu Saraswati Djojohadikusumo, Budy Sugandi, Indra Dwi Prasetyo, dan Nurul Hidayatul Ummah pun turut hadir.
Michael Sianipar yang mewakili Co-chair Y20 Indonesia mengungkapkan, Y20 sudah berlangsung selama 10 tahun dan baru kali ini disambut langsung oleh ketua DPR. Rencanaya perwakilan Y20 Indonesia akan diterima oleh pimpinan DPR di Gedung DPR, kompleks parlemen, Senayan.
“Suatu kehormatan bagi dan pemuda-pemuda seluruh dunia, disambut langsung oleh Bu Puan dan itu menunjukkan kekuatan demokrasi Indonesia dan tadi dikatakan oleh Bu Puan bahwa kita kuat sebagai negara demokrasi dan besok Y20 diterima di gedung DPR,” ungkap Michael Sianipar.
Puncak acara KTT Y20 akan digelar di Jakarta dan Bandung pada 17 hingga 24 Juli 2022 dengan mengambil empat isu prioritas yaitu transformasi digital, ketenagkerjaan pemuda, keragaman dan inklusi, serta keberlanjutan planet dan layak huni. KTT Y20 menjadi salah satu rangkaian dari KTT G20 yang baru akan digelar di Bali pada 14-15 November mendatang.
