Dirjen Bahtiar Sayangkan Dukungan Pemda Terhadap Badan Kesbangpol Kurang Maksimal

JAKARTA – Kementerian Dalam Negeri (Kemendagri) melalui Direktorat Jenderal (Ditjen) Politik dan Pemerintahan Umum (Pol & PUM) menggelar Rapat Koordinasi (Rakor) Bidang Politik dan Pemerintah Umum untuk mempersiapkan Pemilu dan Pilkada 2024. Gelaran tersebut berlangsung secara virtual, Selasa (1/3/2022).

Dalam sambutannya, Direktur Jenderal (Dirjen) Pol & PUM Kemendagri Bahtiar mengatakan, selain membangun sinergisitas jelang pelaksanaan pesta demokrasi pada 2024, Rakor juga ditujukan untuk mengevaluasi penyelenggaraan pemerintahan umum.

“Jadi koordinasi hari ini fokusnya adalah bagaimana evaluasi kita dan ke depan untuk penyelenggaraan urusan pemerintahan umum,” kata Bahtiar.

Ia menambahkan, dalam Undang-Undang (UU) Nomor 23 Tahun 2014 tentang Pemerintahan Daerah telah jelas membagi urusan pemerintahan menjadi 3, yakni urusan absolut, konkruen, dan urusan pemerintahan umum.

Sementara itu, dalam UU yang sama, dijelaskan bahwa urusan pemerintahan umum hingga saat ini dilaksanakan kepala daerah dengan dibantu oleh Badan Kesatuan Bangsa dan Politik (Kesbangpol) Provinsi, Kabupaten/Kota. Sehubungan dengan itu, kata Bahtiar, Rakor tersebut menjadi momentum untuk mengulas penyelenggaraan pemerintahan umum yang selama ini hampir tak terevaluasi.

“Selama ini Kesbangpolnya sudah berjalan, namun ada yang berjalan optimum dan ada yang berjalan tidak optimum. Nah oleh karenanya, sengaja kami undang Dirjen Bina Keuangan daerah dan Dirjen Bina Pembangunan Daerah (sebagai narasumber), karena hampir tidak ada evaluasi yang serius terkait pelaksanaan pemerintahan umum ini,” imbuhnya.

Berkaca dari pelaksanaan Pemilu maupun Pilkada sebelumnya, Bahtiar mengakui, dukungan pemerintah daerah (pemda) yang dinilai cukup baik kepada KPU maupun Bawaslu. Namun di sisi lain, ia juga menyayangkan minimnya dukungan pemda terhadap Badan Kesbangpol yang dinilai kurang maksimal.

“Jadi mohon izin ini menjadi perhatian serius bagi Bapak/Ibu di pemda agar dalam penyusunan RKPD 2023 itu bisa direncakan secara baik, jadi jangan hanya memikirkan dukungan pada penyelenggara, tapi juga pikirkan unit yang membantu kepala daerah,” tandasnya.

Guna membangun pemahaman kepada para peserta, gelaran tersebut diisi oleh dua narasumber, yakni Pelaksana Tugas (Plt.) Dirjen Bina Pembangunan Daerah (Bangda) Sugeng Hariyono, dan Direktur Pelaksanaan dan Pertanggungjawaban Keuangan Daerah Ditjen Bina Keuangan Daerah (Keuda) Horas Maurits Panjaitan.

Adapun rapat koordinasi tersebut diikuti oleh Sekda Provinsi, Kabupaten/Kota se-Indonesia; Ketua DPRD Provinsi, Kabupaten/Kota se-Indonesia, Kepala Bappeda Provinsi, Kabupaten/Kota se-Indonesia; Kepala BPKAD Provinsi, Kabupaten/Kota se-Indonesia; serta Kepala Badan Kesbangpol se-Indonesia.
