Dirjen Bina Bangda: Kemendagri Dukung Pengentasan Kemiskinan Melalui Perhutanan Sosial

JAKARTA – Direktur Jenderal Bina Pembangunan Daerah, Dr. Teguh Setyabudi, M.Pd menyampaikan dukungan Kemendagri dalam pembangunan kehutanan untuk pengentasan kemiskinan dan pemerataan kesejahteraan di daerah.
Hal itu disampaikan Dirjen Bina Bangda Kongres Kehutanan Indonesia VII Tahun 2022 dengan tema Hutan Lestari-Bumi Terjaga-Bangsa Berdaya, di Gedung Manggala Wanabakti pada Selasa (28/6/2022).

Kongres dibuka secara resmi oleh Menteri Koordinator Bidang Perekonomian, dan dihadiri oleh Menteri Lingkungan Hidup dan Kehutanan, Menteri Keuangan, Menteri Koperasi dan UMKM, serta perwakilan dari Komisi IV DPR RI, Kementerian PPN/Bappenas, Kemendagri, Kementerian BUMN, Kementerian Bidang Koordinator Kemaritiman dan Investasi Dewan Kehutanan Nasional, Lembaga Swadaya Masyarakat, Pengusaha dan Akademisi, dan para pemangku kepentingan pembangunan kehutanan.

Tujuan kongres antara lain terdokumentasikannya pandangan para pemangku kepentingan sektor kehutanan terhadap sejumlah isu dan kebijakan kehutanan.

Beberapa isu pengelolaan kehutanan disampaikan oleh masing-masing pemateri mencakup beberapa hal, diantaranya :

a. Potensi usaha kehutanan diperlukan untuk memperkuat perekonomian rakyat;

b. Perlunya kerjasama yang baik dari para pihak dalam pengelolaan kehutanan;

c. Skema pendanaan lingkungan hidup dan kehutanan perlu didorong melalui pendanaan non APBN;

d. Strategi pembangunan kehutanan dalam presidensi G20 dan pencapaian FoLU Netsink 2030;

e. Dukungan sentra bisnis UMKM dalam percepatan perhutanan sosial.

Dalam kesempatan tersebut Dirjen Bangda menyampaikan tema “pembangunan kehutanan untuk pengentasan kemiskinan dan pemerataan kesejahteraan di Daerah”.

Dikatakan, hutan dan kehutanan memainkan peran yang penting dalam upaya pengentasan kemiskinan.

Perhutanan sosial, tambahnya, merupakan salah satu upaya mendukung pengentasan kemiskinan pada masyarakat yang hidup didalam dan tepi hutan yang bergantung pada sumber daya hutan dalam pemenuhan kebutuhan ekonominya.

“Perlu peningkatan kapasitas kelola usaha maupun kelola kelembagaan agar usaha Perhutanan Sosial dapat memberikan manfaat ekonomi yang lebih besar,” jelas Teguh

Strategi Kemendagri dalam Perhutanan Sosial adalah mendukung pencapaian target Perhutanan Sosial sesuai dengan arah kebijakan pada RPJMN 2020-2024.

Selain itu, mengkoordinasikan dan memfasilitasi pemerintah daerah dalam upaya pemberdayaan masyarakat dalam pemanfataan perhutanan sosial; pembinaan umum terhadap pelaksanaan Perhutanan Sosial provinsi dan kabupaten/kota.

Juga memastikan program pemberdayaan Perhutanan Sosial dilaksanakan oleh daerah melalui integrasi kedalam RPJMD, RKPD dan APBD.

Kemendagri juga mendorong pemda untuk mendukung pelaksanaan Perhutanan Sosial.

“Yang utama adalah bagaimana mendorong pemerintah daerah provinsi maupun kabupaten/kota dalam melaksanakan sinkronisasi, harmonisasi dan mem-bridging kepentingan lembaga teknis di tingkat daerah dan agar aspirasinya dapat ditampung di kementerian/lembaga di tingkat pusat,” jelas Teguh

Hal-hal tersebut perlu ditindaklanjuti melalui optimalisasi peran Sekretaris Daerah sebagai fungsi koordinatif dalam percepatan Perhutanan Sosial mengingat Perhutanan Sosial melibatkan lintas urusan, dan percepatan penerbitan Peraturan Presiden yang mengatur tentang perencanaan terpadu percepatan pengelolaan Perhutanan Sosial.
