Namun, sistem itu juga berperan dalam proses integrasi e-Database, e-Planning, e-Monev, dan e-Reporting.
Selain itu, peran SIPD juga meliputi seluruh proses, mulai dari perencanaan pembangunan, pengelolaan keuangan daerah, monitoring, evaluasi program dan anggaran daerah, hingga pelaporan.
“SIPD bukan hanya menyangkut pengelolaan keuangan daerah saja. Tetapi integrasi keseluruhan proses mulai dari perencanaan pembangunan daerah di tingkat desa, pengelolaan keuangan, sampai dengan monitoring dan evaluasi, serta pelaporan penyelenggaraan pemerintahan daerah,” kata Fatoni dalam kegiatan Bimbingan Teknis (Bimtek) Pengelolaan Keuangan Daerah Berbasis Sistem Informasi Pemerintahan Daerah Pemerintah Provinsi Maluku Utara (Malut) di Planet Holiday Hotel & Resort Kota Batam. Kegiatan ini berlangsung dari berapa hari yg lalu.
Berkaitan dengan pengelolaan keuangan daerah, diungkapkan Fatoni, meliputi seluruh proses mulai dari perencanaan anggaran daerah, penatausahaan, hingga akuntansi dan pelaporan. Dalam kesempatan itu, dirinya mengapresiasi pelaksanaan Bimtek bagi jajaran Pemerintah Provinsi Malut. Langkah itu diharapkan dapat meningkatkan kapasitas para pegawai yang menangani SIPD.
“Kegiatan Bimtek seperti ini perlu dilakukan agar seluruh pegawai nantinya bisa memahami, mengerti, menguasai, dan bisa mengoperasikan SIPD. Karena sebaik apapun sebuah sistem, tanpa didukung SDM yang memadai, tidak ada gunanya,” jelas Fatoni.
Fatoni menuturkan, selama ini masih ada pihak yang beranggapan bahwa SIPD hanya berkaitan dengan pengelolaan keuangan daerah. Karena itu, pada kesempatan tersebut, dirinya menekankan bahwa SIPD merupakan komitmen pemerintah dalam mendukung program satu data. Di samping itu, langkah tersebut juga untuk menyukseskan penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE), yang dapat menyajikan database secara elektronik dalam proses penyelenggaraan pemerintahan daerah.
“Banyak sekali manfaat yang diperoleh dari penggunaan SIPD, di antaranya, tidak ada lagi duplikasi penganggaran, penyeragaman proses perencanaan dan tata kelola keuangan daerah, mengoptimalkan kegiatan utama, serta mempermudah pengawasan dan audit,” kata dia.
Di lain sisi, melalui SIPD anggaran daerah dapat dihemat. Sebab, daerah tidak perlu lagi menganggarkan aplikasi atau sistem ke dalam pengelolaan keuangan daerah. Dalam sistem tersebut juga, waktu yang diperlukan dalam perencanaan dan pengelolaan keuangan daerah menjadi lebih singkat.
“Tenaga yang diperlukan sangat jauh berkurang, dan jauh lebih hemat karena tidak perlu menggunakan kertas sama sekali,” tandas Fatoni.
