Dirjen Keuda: Penggunaan DBH-CHT, Dialokasikan Mendanai Program Jaminan Kesehatan Nasional

JAKARTA, – Direktur Jenderal (Dirjen) Bina Keuangan Daerah (Keuda) Kementerian Dalam Negeri (Kemendagri) Agus Fatoni menjelaskan tata cara pengelolaan dan manfaat pengelolaan Dana Bagi Hasil Cukai Hasil Tembakau (DBH-CHT).

Menurutnya, sebagai bentuk akuntabilitas, setiap uang yang dihasilkan termasuk yang bersumber dari pendapatan daerah harus dan dikelola serta dimanfaatkan untuk kepentingan rakyat. Langkah tersebut perlu dilakukan dengan tetap menjaga sinergisitas antara pemerintah pusat dan daerah.

“Pengelolaaan DBH-CHT tidak lepas dari pengelolaan keuangan daerah dalam APBD (Anggaran Pendapatan dan Belanja Daerah). APBD merupakan cerminan dari keseluruhan kegiatan pemerintahan daerah yang meliputi perencanaan, penganggaran, pelaksanaan, penatausahaan, pelaporan pertanggungjawaban dan juga pengawasan terkait pengaturan hak dan kewajiban daerah,” terangnya dalam Webinar Keuda Update Seri ke-11 bertajuk “Optimalisasi Penggunaan DBH-CHT untuk Meningkatkan Kesejahteraan Masyarakat” yang digelar Direktorat Jenderal (Ditjen) Bina Keuda Kemendagri, Rabu (24/3/2022).

Dijelaskannya, secara prinsip pengelolaan DBH dilakukan dengan dua cara. Pertama by origin, yang artinya daerah penghasil mendapatkan persentase lebih besar, dan daerah lainnya di provinsi tersebut memperoleh persentase berdasarkan pemerataan.

“Cara kedua adalah dengan prinsip by actual, yaitu besarnya DBH yang disalurkan kepada daerah, baik penghasil maupun daerah yang mendapat persentase pemerataan, didasarkan atas realisasi penyetoran pajak negara, atau Penerimaan Negara Pajak dan Penerimaan Negara Bukan Pajak tahun anggaran berjalan,” tambah Fatoni.

Di sisi lain, kata Fatoni, penggunaan DBH-CHT, baik bagian provinsi maupun kabupaten/kota dialokasikan untuk mendanai program dengan prioritas di bidang kesehatan. Hal ini untuk mendukung program jaminan kesehatan nasional.

“Kemendagri secara konsisten melakukan pembinaan terhadap pengelolaan DBH-CHT dengan terus memperkuat koordinasi dengan kementerian dan lembaga lain. Kemendagri juga melakukan pemetaan, inventarisasi, kodefikasi, klasifikasi dan nomenklatur perencanaan dan pembangunan daerah terhadap tiga bidang, 10 program, dan 33 kegiatan yang terkait penggunaan DBH-CHT yang tercantum di dalam petunjuk teknis yang disesuaikan dengan Permendagri terkait,” terangnya.

Fatoni menguraikan, pemetaan, inventarisasi, kodefikasi, klasifikasi dan nomenklatur tersebut selanjutnya akan ditetapkan dalam surat dari Kemendagri dan menjadi dasar pengelolaan DBH-CHT dalam APBD tahun 2022.

“Saya berharap fungsi APBD dapat berjalan optimal untuk mendanai pelayanan publik, meningkatkan kesejahteraan masyarakat dan melaksanakan pembangunan. Kualitas pengelolaan belanja daerah harus ditingkatkan agar lebih produktif, fokus pada layanan dasar pada masyarakat, sehingga peningkatan kualitas layanan publik dan kesejahteraan masyarakat dapat terwujud,” tandasnya.

Adapun dalam webinar tersebut turut hadir Gubernur Jawa Timur Khofifah Indar Parawansa, Bupati Kudus H.M. Hartopo, Dirjen Bea dan Cukai Kementerian Keuangan Askolani, dan Pelaksana Tugas (Plt.) Dirjen Perkebunan Kementerian Pertanian Ali Jamil. (Sfn)
