Jakarta – Direktur Jenderal (Dirjen) Bina Keuangan Daerah (Keuda) Kementerian Dalam Negeri (Kemendagri) Agus Fatoni menekankan, daerah perlu memaksimalkan kinerja Badan Layanan Umum Daerah (BLUD) dan meningkatkan pelayanan publik. Upaya tersebut dapat dilakukan di beberapa sektor, baik di bidang kesehatan maupun lainnya.

 

“Kita terus mendorong setiap daerah agar mau memaksimalkan kinerja BLUD, baik pada sektor kesehatan, pendidikan, dan sektor lainnya,” kata Fatoni dalam Rapat Koordinasi BLUD Tahun 2023 di Hotel Grand Mercure Kemayoran, Jakarta Pusat, Rabu (8/3/2023).

Fatoni menyampaikan, pada sektor kesehatan, saat ini tercatat jumlah Rumah Sakit Umum Daerah (RSUD) sebanyak 810 unit, dan 577 RSUD di antaranya atau sekitar 71 persen sudah menerapkan BLUD. Sedangkan untuk Puskesmas, dari total 10.292 di Indonesia, sudah 4.412 Puskesmas atau sekitar 43 persen yang menerapkan BLUD.

Sementara itu, pada sektor pendidikan sebanyak 98 Sekolah Menengah Kejuruan (SMK) Negeri di Indonesia telah menerapkan BLUD. Kemudian sejumlah pelayanan lain pada sektor non-kesehatan yang telah menerapkan BLUD sebanyak 91 layanan.

Menurut Fatoni, beberapa upaya yang perlu dilakukan pemerintah daerah (Pemda) untuk meningkatkan kinerja BLUD antara lain menyusun dan menetapkan peraturan mengenai fleksibilitas BLUD. Adapun fleksibilitas pengelolaan keuangan BLUD di antaranya pengelolaan pendapatan dan pengelolaan belanja, baik ambang batas maupun pergeseran.

Selain itu, upaya lainnya yaitu pengelolaan pembiayaan baik utang dan piutang, SILPA dan investasi, serta penyusunan, pengajuan, penetapan, dan perubahan Rencana Bisnis dan Anggaran (RBA) BLUD. Lalu hal tersebut juga berkaitan dengan pelaksanaan dan penatausahaan keuangan BLUD, pelaporan dan pertanggungjawaban keuangan BLUD dan akuntansi. Selanjutnya, sumber daya manusia (SDM) dan remunerasi BLUD, tarif layanan BLUD, pengadaan barang dan/atau jasa BLUD dan kerja sama BLUD.

Fatoni menyampaikan, Kemendagri melalui Direktorat Jenderal (Ditjen) Bina Keuda telah mengeluarkan surat edaran untuk menjadi acuan terutama mengenai tata cara penyusunan dokumen administratif sebagai persyaratan utama penerapan BLUD. Dengan begitu, Pemda dapat menyusun dokumen administratif penerapan BLUD secara lebih mudah.

“Pelaksanaan pembinaan di pemerintah daerah tidak maksimal jika bekerja sendirian. Oleh karenanya dukungan dan kerja sama dari seluruh stakeholder sangat dibutuhkan guna mewujudkan pengelolaan keuangan daerah yang semakin baik, semakin efektif, efisien, akuntabel, dan terpercaya,” ucap Fatoni.

Dirinya menekankan, pelayanan publik saat ini dituntut tidak hanya dapat dijalankan dengan konsep “send”, tetapi juga harus mampu memberikan dampak yang sampai kepada masyarakat atau “deliver”.
