KESBANG.COM, SEMARANG – Direktur Jenderal Politik dan Pemerintahan Umum menyampaikan bahwa Camat mempunyai tugas salah satunya mengkoordinasikan upaya penyelenggaraan ketentraman dan ketertiban umum sesuai pasal 225 ayat (1) huruf c Undang-Undang No. 23 tahun 2014 tentang Pemerintah Daerah.
“Camat perlu melakukan pencegahan-pencegahan konflik diantaranya memelihara kondisi damai dalam masyarakat, mengembangkan sistem penyelesaian perselisihan secara damai, meredam potensi konflik dan membangun sistem peringatan dini,” ujar Direktur Jenderal Polpum, Soedarmo pada acara Rapat Koordinasi Nasional Camat di Hotel Crown Plaza, Jl. Pemuda, Semarang, Kamis (12/10/2017).
Menurut Soedarmo, dalam hal terjadi konflik Camat memiliki peran strategis untuk menghentikan konflik, menetapkan status keadaan konflik, tindakan darurat penyelamatan dan perlindungan korban, serta hingga pada hal meminta bantuan penggunaan dan pengerahan kekuatan TNI.
“Peran Camat akan memaknai hadirnya Negara dalam penanganan setiap konflik, dimana masyarakat akan merasa adanya jaminan negara untuk melindungi kehidupan bermasyarakat melalui upaya penciptaan suasana yang aman, tentram, damai dan sejahtera”.
Ia menambahkan, kedepan kita akan menghadapi agenda Pilkada Tahun 2018, dan hampir setiap pelaksanaannya diwarnai munculnya konflik sosial baik itu skala kecil maupun besar.
Dia mencontohkan, di Kemendagri kemarin (11/10/2017) telah terjadi aksi pengrusakan kantor Kementerian Dalam Negeri dan aksi anarkhis dari massa yang mengatasnamakan Barisan Merah Putih Papua, yaitu menuntut untuk membatalkan keputusan Mahkamah Konstitusi untuk Bupati dan Wakil Bupati Kab. Tolikara, Kab. Intan Jaya, dan Kab. Kepulauan Yapen Tahun 2017.
Ditegaskannya, kejadian seperti ini tidak bisa ditolerir, perlu penegakan hukum dalam setiap tindakan yang merusak ketentraman dan ketertiban umum.
“Saya sangat mengharapkan, kepada seluruh Camat agar bersiap menghadapi agenda Pilkada 2018, yaitu menciptakan stabilitas keamanan dan ketertiban wilayahnya masing-masing serta untuk aktif melakukan kegiatan-kegiatan intelijen, deteksi dini, cegah dini dan melaporkan dari setiap informasi dan kejadian yang terjadi di wilayahnya”.
