Jakarta – Fenomena bisnis digital melalui Non Fungible Token (NFT) di berbagai situs online akhir-akhir ini sedang ramai dibicarakan. Bahkan kian marak utamanya setelah foto selfie seorang WNI yang bernama Ghozali menjual foto selfie-nya melalui media OpenSea, dan dihargai begitu mahal sebagai bentuk apresiasi seni.

Terkait hal ini Dirjen Dukcapil Kementerian Dalam Negeri, Zudan Arif Fakrulloh menyampaikan pendapatnya. Menurut Dirjen Zudan, zaman digital yang semakin berkembang pesat dan maju saat ini, harus terus didukung oleh semua kalangan, untuk menuju Indonesia yang semakin kreatif, inovatif dan hebat.

“Agar Indonesia semakin di depan, terus menuju ekonomi baru yang dapat bersaing dengan negara-negara modern yang juga telah menerapkan digitalisasi dalam layanan publiknya,” kata Dirjen Zudan Arif fakrulloh dalam pernyataan resmi di Jakarta, Ahad (16/1/2022)

Namun, Zudan mengingatkan, terdapat hal penting yang perlu disikapi dalam era ekonomi baru yang serba digital tersebut.

Yaitu, adanya fenomena orang menjual foto dokumen kependudukan, seperti KTP-el, Kartu Keluarga dan Akta Kelahiran. Atau melakukan foto selfie dengan dokumen kependudukan seperti KTP-el di sampingnya yang jelas terlihat/terbaca data diri, dan pribadinya dengan harapan dapat diverifikasi dan divalidasi (verivali) oleh media online tempat transaksi jual beli guna menghasilkan rupiah.

“Menjual foto dokumen kependudukan dan melakukan foto selfie dengan dokumen KTP-el di sampingnya untuk verivali tersebut sangat rentan adanya tindakan fraud/penipuan/kejahatan oleh ‘pemulung data’ atau pihak-pihak tidak bertanggung jawab karena data kependudukan “dapat” dijual kembali di pasar underground atau “digunakan” dalam transaksi ekonomi online seperti pinjaman online,” kata Dirjen Zudan.

Ketidakpahaman penduduk terhadap pentingnya melindungi data diri dan pribadi menjadi isu penting yang harus disikapi bersama-sama oleh semua pihak.

“Oleh karena itu, edukasi kepada seluruh masyarakat oleh kita semua untuk tidak mudah menampilkan data diri dan pribadi di media online apapun sangat perlu dilakukan.”

Berkaitan dengan kegiatan ekonomi online, Zudan mengimbau kepada masyarakat agar lebih selektif dalam memilih pihak-pihak yang dapat dipercaya, terverifikasi dan memberikan jaminan kepastian kerahasiaan data diri, atau pribadi. Sebab masih banyak lembaga keuangan baik perbankan maupun nonperbankan yang sudah terdaftar pada OJK, mensyaratkan foto KTP-el dan foto selfie harus diunggah.

Sanksinya tidak main-main. Bagi pihak-pihak yang mendistribusikan dokumen kependudukan termasuk dirinya sendiri yang memiliki dokumen kependudukan seperti foto KTP-el di media online tanpa hak, maka terdapat ancaman pidana penjara paling lama 10 (sepuluh) tahun dan denda paling banyak Rp. 1.000.000.000 (satu miliar rupiah). “Hal ini diamanatkan dalam Pasal 96 dan Pasal 96A Undang-Undang Nomor 24 Tahun 2013 Tentang Perubahan Undang-Undang Nomor 23 Tahun 2006 Tentang Administrasi Kependudukan,” demikian Zudan Arif Fakrulloh, Dirjen Dukcapil Kemendagri.
