Dirjen Zudan: Untuk Pelayanan Kependudukan, Dinas Dukcapil Jemput Bola Bagi Penyandang Disabilitas

JAKARTA, – Dirjen Dukcapil Kemendagri RI, Prof. Dr. Zudan Arif Fakrulloh, SH., MH senantiasa mengingatkan tugas besar Ditjen Dukcapil Kemendagri adalah memastikan semua penduduk tanpa kecuali dan diskriminasi tercatat dalam database penduduk.

Dirjen Zudan menjelaskan, bahwa saat ini pemerintah memberikan prioritas untuk penyandang disabilitas. Hal itu menjawab pertanyaan kepadanya, apakah ada layanan Administrasi Kependudukan (Adminduk) bagi untuk penyandang disabilitas?

Jika di sekitar kita ada penyandang disabilitas, tunarungu, tunadaksa dan disabilitas baik yang sensorik, motorik silahkan lapor ke Dinas Dukcapil.

“Kami memberikan kemudahan pelayanan secara khusus, kami akan jemput bola,” ujar Dirjen Zudan dalam keterangan videonya yang diterima otonominews, Rabu (20/7/2022).

Tahun ini, katanya, seluruh dinas dukcapil seluruh Indonesia memberikan pelayanan jemput bola kemudahan pelayanan bagi penyandang disabilitas.

“Silahkan hubungi dinas dukcapil setempat untuk disabilitas maupun yayasan-yayasan disabilitas. Kami akan datang jemput bola,” katanya.

Sebagaimana diketahui, Dirjen Dukcapil Zudan Arif Fakrulloh mencanangkan Kick-off pertama Gerakan Pendataan dan Perekaman Dokumen Kependudukan bagi Penyandang Disabilitas di Sekolah Luar Biasa Negeri (SLBN) Lebak Bulus, Jakarta, 14 Maret 2022 lalu

“Gerakan ini menjadi momentum untuk memberikan pelayanan yang mudah dan berkualitas bagi penyandang disabilitas khususnya di wilayah Jabar dengan memberikan dokumen Biodata, KTP-el dan KIA,” kata Dirjen Zudan.

Menurut Prof. Zudan, pihaknya akan membuat program jemput bola untuk melayani proses pendataan perekaman dan penerbitan dokumen penduduk bagi kaum difabel yang tidak bisa datang sendiri ke Disdukcapil.

“Disdukcapil tidak bisa tidak harus turun untuk pelayanan jemput bola. Harus jebol melayani anak-anak kita penyandang disabilitas,” kata Dirjen Zudan.

Terkait dengan pencanangan ini, Ditjendukcapil Kementerian Dalam Negeri pun telah mengeluarkan Surat Edaran No. 470/6454/Dukcapil pada tanggal 28 Maret 2022, terkait dengan Tindak Lanjut Gerakan Bersama Pelayanan Adminduk bagi Penyandang Disalibitas.

Surat edaran ini menjelaskan bahwa Layanan Adminduk bagi Penyandang Disabilitas dalam rangka pendataan, perekaman, dan penerbitan dokumen kependudukan (biodata, KTP-el, dan KIA).

Sesuai dengan Undang-Undang Nomor 23 Tahun 2006 tentang Administrasi Kependudukan dan Undang-Undang Nomor 24 Tahun 2013 tentang Perubahan atas Undang – Undang Nomor 23 Tahun 2006 tentang Administrasi Kependudukan, mengamanatkan bahwa “Setiap WNI maupun WNA yang telah berusia 17 tahun atau pernah menikah, wajib memilki KTP,” tidak terkecuali bagi para penyandang disabilitas.
