Ditjen Bina Bangda Kemendagri Gelar Lokakarya Penguatan Kapasitas Perkumpulan Petani Pemakai Air

YOGYAKARTA – Direktorat Bina Pembangunan Daerah (Ditjen Bina Bangda), Kementerian Dalam Negeri (Kemendagri) mengadakan Lokakarya Penguatan Kapasitas Perkumpulan Petani Pemakai Air (P3A) Komponen A, Selasa (17/5/2022).

Dalam Kesempatan ini, Direktur Jenderal (Dirjen) Bina Bangda, Teguh Setyabudi menyampaikan, perlunya penguatan kapasitas kelembagaan untuk membantu dalam pembangunan infrastruktur sumber daya air yang ditujukan untuk mewujudkan kedaulatan pangan serta pengentasan kemiskinan di perdesaan.

“Sesuai dengan amanat dalam RPJMN Tahun 2020-2024 Pemerintah telah menetapakan 18 waduk multiguna dan modernisasi irigasi sebagai salah satu Proyek Prioritas Startegis dan diarahkan pada upaya peningkatan efisiensi dan kinerja sistem irigasi, serta penyediaan air untuk komoditas pertani bernilai tinggi,” ujar Teguh.

Dalam proses penerapan modernisasi irigasi dilaksakan melalui pendekatan 5 pilar, yaitu:

1. Meningkatkan keandalan penyediaan air;

2. Prasarana;

3. Manajemen Irigasi;

4. Kelembagaan Pengelolaan Irigasi; dan

5. Sumber daya manusia.

Berdasarkan hasil Profil, Sosial, Ekonomi, Teknis, Kelembagaan dan Lingkungan (PSETKL) yang telah dilakukan ada beberapa permasalahan yang ditemui di lapangan, antara lain:

a. Belum sinerginya jaringan irigasi antara saluran primer, sekunder, dan tersier;

b. Meningkatnya konflik penggunaan air irigasi;

c. Pelaksanaan tata tanam tanpa memperhatikan kondisi pengelolaan air;

d. Hasil konstruksi tidak diikuti manajemen asset karena kurangnya alokasi anggaran; dan

e. Belum optimalnya pemberdayaan, penguatan dan partisipasi P3A.

“Sesuai dengan amanat Undang-Undang (UU) Nomor 23 Tahun 2014 tentang Pemerintahan Daerah, bahwa penyelenggaran pemerintah daerah diarahkan untuk mempercepat terwujudnya kesejahteraan masyarakat melalui peningkatan pelayanan, pemberdayaan dan peran serta masyarakat,” imbuhnya.

Teguh menyampaikan beberapa hal pokok untuk mencapai tujuan dan sasaran, seperti :

1. Untuk meningkatkan kinerja pengelolaan irigasi perlu didukung oleh kelembagaan pengelola irigasi yang handal.

2. Diperlukan peran aktif dari Instansi yang membidangi irigasi di daerah untuk bisa mengkoordinasikan pelaksanaan penguatan kapasitas P3A. dan

3. Meningkatkan sinergitas melalui kolaborasi dengan melibatkan berbagai pihak penerima manfaat air irigasi, sehingga mampu menghasilkan output yang maksimal guna terwujudnya efisiensi dan efektivitas pemanfaatan air irigasi secara berkelanjutan.

“Artinya pemerintah pusat dengan pemerintah daerah harus saling bersinergi dan berkolaborasi dalam meningkatkan kinerja pengelolaan irigasi tersier melalui penguatan kapasitas P3A dengan berbagai pendanaan serta diperlukannya adanya capaian atau realisasi,” tutup Teguh.

Lokakarya ini dihadiri oleh perwakilan dari kementerian/lembaga, pemerintah provinsi dan kabupaten/kota serta P3A. Penyelenggara juga menghadirkan narasumber dari Kementerian Perencanaan Pembangunan Nasional/Badan Perencanaan Pembangunan Nasional (PPN/Bappenas), Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR), Kementerian Pertanian (Kementan), dan Kemendagri. (Ltf)
