JAKARTA – Sekretaris Ditjen Bina Pembangunan Daerah Kemendagri Sri Purwaningsih mengatakan Ditjen Bina Pembangunan Daerah melakukan pengendalian dalam rangka memastikan implementasi penerapan Standar Pelayanan Minimal (SPM) di daerah dapat berjalan dengan baik sesuai dengan perencanaan dan ketentuan peraturan perundang-undangan.
“Monitoring dan evaluasi terhadap pelaksanaan penerapan SPM di daerah merupakan salah satu upaya yang dilakukan Ditjen Bina Pembangunan Daerah guna memantau efektifitas penyelenggaraan pelayanan dasar di daerah,” kata Sri Purwaningsih atau yang akrab disapa Nining saat membuka rapat evaluasi penerapan SPM pada aplikasi berbasis web (e-SPM) seluruh Indonesia pada triwulan 1 dan 2 tahun 2022, Senin (18/7/2022) di Favehotel PGC Cililitan Jakarta Timur.
Pada kesempatan itu, ada dua hal penting yang disampaikan Nining. Pertama, evaluasi capaian penerapan SPM di daerah tahun 2021. Kedua, evaluasi pelaporan SPM melalui sistem pelaporan SPM.
“Capaian penerapan SPM di daerah tahun 2021, secara umum mengalami peningkatan dibandingkan dengan tahun 2020. Tahun 2020, nilai capaian SPM sebesar 66,05% sedangkan tahun 2021 sebesar 69,56% sehingga kenaikannya adalah sebesar 3,51%,” jelas Nining.
Namun demikian, capaian penerapan SPM di daerah tahun 2021 masih belum optimal lantaran disebabkan daerah belum optimal memenuhi tahapan penerapan SPM serta ketersediaan anggaran pemenuhan penerapan SPM dan terjadinya refocusing anggaran di daerah untuk kebutuhan penanggulangan pandemi Covid-19.
“Ke depan kita berharap capaian penerapan SPM di daerah bisa lebih baik lagi, khususnya tahun 2022,” imbuh Nining.
Nining meminta kepada seluruh Tim Koordinasi Penerapan SPM di tingkat provinsi, kabupaten dan kota untuk dapat berperan aktif dalam mengawal pelaksanaan penerapan SPM di daerah, mulai dari perencanaan sampai dengan penganggaran.
Selain itu, pada saat tahun anggaran pelaksanaan, Tim Koordinasi Penerapan SPM diminta juga melakukan monitoring dan evaluasi secara berkala untuk memastikan pelaksanaan penerapan SPM tersebut sesuai dengan yang telah direncanakan.
Sementara itu, berkaitan dengan evaluasi pelaporan SPM Tahun 2022 melalui sistem pelaporan SPM Bangda Kemendagri (e-SPM), pemerintah diminta untuk melakukan penginputan data capaian SPM setiap triwulan.
Hal tersebut bertujuan untuk melihat progres capaian penerapan SPM di daerah, serta mengidentifikasi permasalahan yang mungkin dihadapi daerah dalam capaian penerapan SPM.
“Sistem ini tidak hanya untuk input data capaian SPM yang dilakukan oleh perangkat daerah atau pemerintah daerah, tetapi sistem ini juga dapat digunakan oleh kepala daerah dalam rangka monitoring dan evaluasi progres capaian SPM,” jelas Nining.
Per 15 Juli 2022, progres penginputan data capaian penerapan SPM di daerah masih sangat rendah. Capaian dari bidang urusan tertinggi pada triwulan 1 rata-rata untuk provinsi dicapai pada bidang Perumahan Rakyat yaitu sebesar 40,14% dan untuk kabupaten/kota dicapai pada bidang Pendidikan yaitu sebesar 22,22%.
Sementara untuk capaian terendah provinsi terdapat pada bidang Trantibumlinmas sebesar 12,56% dan kabupaten/kota pada bidang Perumahan Rakyat yaitu sebesar 10,77%.
“Untuk itu, diharapkan komitmen dan kerja sama kepada seluruh pemerintah daerah agar dapat menginput data capaian tersebut secara berkala dan tepat waktu,” pungkas Nining.
Rapat evaluasi penerapan SPM pada aplikasi berbasis web (e-SPM) seluruh Indonesia pada triwulan 1 dan 2 tahun 2022 dihadiri Kepala Bappeda, Kepala Biro/Bagian Tata Pemerintahan dan Kepala Dinas yang menangani urusan bidang SPM Seluruh Indonesia serta para Tim Sekretariat Bersama SPM di tingkat pusat.
