YOGYAKARTA – Direktur Jenderal Bina Pembangunan Daerah Kementerian Dalam Negeri Teguh Setyabudi mengatakan Permendagri Nomor 59 Tahun 2021 tentang Penerapan Standar Pelayanan Minimal merupakan pengganti dari Permendagri Nomor 100 Tahun 2018.
“Pelaksanaan urusan wajib pelayanan dasar yang dilaksanakan dengan Standar Pelayanan Minimal (SPM) diharapkan dapat menjamin terwujudnya hak-hak individu masyarakat, serta dapat menjamin akses untuk mendapatkan pelayanan dasar yang wajib diselenggarakan oleh pemerintah daerah sesuai ketetapan peraturan perundang-undangan yang berlaku,” kata Teguh saat membuka kegiatan sosialisasi Permendagri Nomor 59 Tahun 2021 tentang Penerapan Standar Pelayanan Minimal Wilayah Sumatera dan Daerah Istimewa Yogyakarta, Rabu (16/6/2022) di Sahid Raya Hotel & Convention Yogyakarta.
Teguh menjelaskan sesuai amanat pasal 4 hingga pasal 12 pada Permendagri Nomor 59 tahun 2021, ada empat tahapan penerapan SPM yang harus dilaksanakan oleh pemerintah daerah yang terdiri dari pengumpulan data; tahapan penghitungan kebutuhan; tahapan penyusunan rencana pemenuhan pelayanan dasar; serta tahapan pelaksanaan pemenuhan.
“Perangkat daerah selaku pelaksana urusan di daerah yang tergabung dalam Tim Penerapan SPM daerah provinsi dan daerah kabupaten/kota, selaku pelaksana urusan wajib pelayanan dasar, memiliki peran yang sangat besar dalam upaya pemenuhan pelayanan dasar,” imbuh Teguh.
Lebih lanjut, Teguh menjelaskan pasal 14 Permendagri Nomor 59 tahun 2021 yang menyebut penghitungan pencapaian SPM dilakukan dengan menggunakan indeks pencapaian SPM yang meliputi capaian mutu pelayanan dasar dan capaian penerima pelayanan dasar.
Capaian mutu pelayanan dasar, kata Teguh, merupakan capaian mutu minimal layanan dasar yang diperoleh dari rata–rata sub indikator kinerja pencapaian mutu minimal barang, jasa, dan SDM sesuai dengan standar teknis yang diberikan bobot sebesar 20%.
Sementara capaian penerima pelayanan dasar merupakan capaian yang diperoleh melalui target dan indikator kinerja yang diberikan bobot 80%.
“Dengan adanya indeks pencapaian ini, memberikan kategori terhadap pencapaian SPM, yaitu: Tuntas Paripurna, Tuntas Utama, Tuntas Madya, Tuntas Pratama, Tuntas Muda dan Belum Tuntas. Ketentuan mengenai penghitungan pencapaian SPM di daerah dijabarkan dalam lampiran Permendagri Nomor 59 tahun 2021,” terang Teguh.
Berkaitan dengan penyampaian laporan penerapan SPM daerah provinsi dan kabupaten/kota, Teguh menyampaikan data daerah yang telah melaporkan pelaksanaan SPM pada 2021 melalui e-book sebanyak 526 (97,05%) dengan rincian sebagai berikut: provinsi 34 (100%), kabupaten 402 (96,87%) dan kota 90 (96,77%). Sementara yang belum menyampaikan laporan adalah 16 (4,43%) dengan rincian kabupaten 13 (3,13%) dan kota 3 (3,23%).
Menurut Teguh, capaian penerapan SPM tahun 2022 secara umum mengalami peningkatan dibandingkan tahun 2021. Namun demikian, capaian penerapan SPM di daerah tahun 2021 masih belum optimal lantaran berbagai faktor seperti daerah belum memenuhi tahapan penerapan SPM; ketersediaan anggaran pemenuhan penerapan SPM; serta terjadinya refocusing anggaran di daerah untuk kebutuhan penanggulangan pandemi Covid-19.
Teguh meminta kepada seluruh Tim Koordinasi Penerapan SPM di tingkat provinsi, kabupaten dan kota untuk dapat berperan aktif dalam mengawal pelaksanaan penerapan SPM di daerah, mulai dari perencanaan hingga penganggaran.
“Kemudian pada saat tahun anggaran pelaksanaan, Tim Koordinasi Penerapan SPM diminta juga melakukan monitoring dan evaluasi secara berkala untuk memastikan pelaksanaan penerapan SPM tersebut sesuai dengan yang telah direncanakan,”.
