JAKARTA – Pandemi Covid-19 tidak hanya berdampak pada kesehatan masyarakat tetapi juga menyebabkan kondisi perekonomian, pendidikan dan kehidupan sosial masyarakat menurun. Melemahnya tingkat konsumsi rumah tangga atau daya beli masyarakat secara luas dapat menyebabkan kejadian-kejadian seperti banyak UMKM kesulitan melunasi pinjaman dan melakukan PHK, penurunan capaian belajar, dan perlakukan tindak kekerasan pada anak. Kemudian, konflik geopolitik yang disebabkan oleh perang Rusia-Ukraina telah membuat tekanan inflasi global semakin terus menerus terjadi. Terutama didorong oleh lonjakan harga komoditas energi dan pangan serta terjadinya disrupsi suplai.

Ketidakpastian ekonomi global yang meningkat telah menciptakan perlambatan pertumbuhan ekonomi semua negara. Ketahanan ekonomi sebuah negara sangat ditentukan oleh kestabilan capaian PDB (Product Domestic Brutto) dari tahun ke tahun dan kemampuan ekonomi suatu negara dan daerah untuk tetap tumbuh stabil dengan seminimal mungkin bergantung pada perekonomian global atau negara lain. Negara yang perekonomiaannya mandiri bisa bertahan ketika sebagian besar negara lain sedang mengalami kegoncangan perekonomian.

Pilar utama dalam mencapai kemandirian ekonomi nasional adalah tingkat konsumsi publik yang ditentukan oleh daya beli masyarakat. Daya beli masyarakat sangat dipengaruhi oleh ketimpangan pembangunan ekonomi antar wilayah dan tingkat kemiskinan dan tingkat pendapatan masyarakat. Oleh karena itu, perlu dikembangkan strategi dan kebijakan kegiatan ekonomi yang mampu mengurangi ketimpangan antar wilayah, menyerap tenaga kerja, mengurangi angka kemiskinan dan laju angka pengangguran.

Fondasi ekonomi yang kuat akan diperoleh dari upaya pemerintah yang terus mendorong dan menjaga percepatan pemulihan kondisi perekonomian melalui sejumlah strategi dan kebijakan. Diantaranya melalui penguatan pasar domestik dengan mengoptimalkan penggunaan produk dalam negeri dan mendukung pengembangan ekonomi lokal yang telah terbukti mampu menjadi buffer ketahanan ekonomi nasional yang pada akhirnya akan berdampak kepada ketahanan sosial dan politik.

Direktur Jenderal Bina Pembangunan Daerah Kementerian Dalam Negeri, Teguh Setyabudi, dalam kesempatan sebagai Pembicara Kunci pada Simposium dan Lokakarya Nasional Nusantaranomics yang diselenggarakan oleh Institut Pertanian Bogor pada tanggal 27 Februari 2023, menyampaikan bahwa dalam Ekonomi Lokal terdapat tiga dimensi.

“Pertama, peningkatan kandungan komponen lokal dari setiap produk dalam negeri yang diciptakan dan dikembangkan di daerah. Pemerintah melalui program peningkatan penggunaan Produk Dalam Negeri (P3DN) adalah salah satu upaya pemerintah untuk mendorong pemerintah daerah dan masyarakat agar lebih menggunakan produk dalam negeri dibandingkan produk impor.”

Teguh menekankan dengan peningkatan tingkat kandungan lokalnya, produk dalam negeri yang memiliki nilai penjumlahan TKDN dan nilai Bobot Manfaat Perusahaan (BMP) minimal 40% wajib digunakan dalam pengadaan barang dan jasa Pemerintah termasuk pemerintah daerah. Produsen dalam negeri ataupun pejabat pengadaan barang dan jasa didorong untuk mengikuti ketentuan tingkat penggunaan kandungan local atau dalam negeri tersebut. Peningkatan penggunaan komponen lokal tersebut akan menghasikan multiplier effect yang cukup besar dan menimbukan bangkitan ekonomi aras bawah atau kegiatan ekonomi lokal.

“Kedua, optimalisasi pemanfaatan sumber daya lokal. Dengan optimalisasi tersebut, maka kegiatan ekonomi lokal mulai dari hulu – hilir termasuk industri digital di dalamnya akan berkembang dan dapat menopang kegiatan kelas bawah dan menengah naik kelas menjadi besar dan menjadi pengungkit tingkat kesejahteraan masyarakat,”

Hal tersebut, menurut Teguh, akan terwujud apabila pemerintah daerah dan masyarakat berupaya mengoptimalkan pemanfaatan produk-produk atau sumber daya yang dihasilkan oleh kegiatan ekonomi lokal seperti dari UMKM dan IKM di wilayahnya. UMKM dan IKM yang menghasilkan produk-produk barang dan jasa lokal tersebut berupaya untuk memenuhi kebutuhan pemerintah daerah dan masyarakatnya baik kualitas maupun kuantitasnya.

“Ketiga, optimalisasi kegiatan ekonomi dalam negeri. Semua kegiatan proses produksi dilakukan di dalam negeri, yakni di semua wilayah Indonesia dalam rangka mengurangi disparitas pembangunan ekonomi antar wilayah dan mengsejahterakan sebesar besar kemakmuran rakyat.”

Langkah konkrit Kemendagri untuk mewujudkan optimalisasi penggunaan produk dalam negeri dengan instrumen kebijakan tingkat komponen dalam negeri (TKDN) atau lokal, optimalisasi pemanfaatan sumber daya lokal dan kegiatan ekonomi dalam negeri, sebagai 3 dimensi ekonomi lokal tersebut adalah:
1. Mendorong pemerintah daerah dalam menjalankan peningkatan penggunaan produk dalam negeri (P3DN), mulai dari tahap perencanaan, penganggaran, pelaksanaan, hingga pengawasan di daerah;
2. Melakukan monitoring dan evaluasi pembentukan tim Peningkatan Penggunaan Produk Dalam Negeri (P3DN) di Daerah. Dengan target seluruh Pemda telah membentuk Tim Peningkatan Penggunaan Produk Dalam Negeri (P3DN).
3. Mendapatkan angka komitmen pengadaan barang/ jasa di Pemda (target Rp 200 Triliun). Untuk itu, perlu berkoordinasi dengan Kementerian Perindustrian (Sistem Informasi Peningkatan Penggunaan Produk Dalam Negeri SI/P3DN) untuk memonitor perencanaan, pengalokasian dan realisasi Penggunaan Produk Dalam Negeri PDN), Tingkat Komponen Dalam Negeri (TKDN), peruntukan paket untuk Usaha Mikro, Usaha Kecil dan Koperasi melalui Aplikasi Sistem Informasi Pemerintah Daerah (SIPD).
4. Mendorong Pemda untuk meningkatkan realisasi belanja barang melalui e-purchasing (e-katalog lokal) dan e-kontrak. Selain itu, meminta Pemda untuk menginput SIRUP melalui aplikasi SIPD mencapai 100 persen.
5. Fasilitasi Kemendagri dalam rangka penyelarasan program UMKM melalui RAKORTEKRENBANG sesuai amanah pasal 258 ayat 3 & pasal 259 UU Nomor 23 Tahun 2014

Dengan gerakan kegiatan ekonomi lokal atau Nusantaranomics dari arus bawah dan kemudian menopang kelas menengah tersebut dan naik kelas, maka akan membuka kesempatan berusaha dan bekerja secara luas, serta memiliki daya kekuatan untuk mengatasi penanggulangan kemiskinan, termasuk penganggulangan kemiskinan ekstrim, penurunan pengangguran, penurunan prevalensi stunting, penurunan angka kriminalitas, dan pengurangi konflik sosial.

Dampak gerakan ekonomi lokal tersebut tentunya akan memberikan dampak positif pada ketahanan sosial politik, baik pada aspek stabilitas politik maupun aspek keamanan dan ketertiban negara terjamin. Serta optimisme melalui tekanan ekonomi global secara baik karena memiliki ketahanan ekonomi lokal yang baik.
