Demokrasi banyak belakangan ini. Gara-gara ulah penguasa yang tak berbudi, tak pandai berterima kasih alias tak tahu diuntung.

Demokrasi yang telah menolong mengantarkannya ke kursi kekuasaan hendak diperkosanya.

Aturan konstitusi yang membatasi kekuasaan mau dicampakkan.
Suara-suara kritis masyarakat madani dibungkam baik secara koersif ataupun persuasif.

Lawan politiknya yang diperlukan sebagai kompetitor dibikin lumpuh, susah atau malah sekalian dijinakkan.

Cabang kekuasaan legislatif diorder bikin aturan sesuai pesanan.
Jika biasanya bikin undang-undang bisa bertahun-tahun, kini hanya bilangan hari.

Bahkan, dengan kecanggihan operator politiknya, lembaga pengadilanpun tidak berani buat putusan yang berseberangan dengan kemauan kekuasaan.

Para kepala desa yang tak boleh diseret-seret ke ranah politikpun dikumpulkan untuk mendukung libido perpanjangan kekuasaan.

Banyak lagi tindakan tak berakhlak mulia yang dilakukan rezim diseantero dunia, dulu maupun kini. Misalnya, Presiden Filipina Ferdinand Marcos, Presiden Peru Fujimori, dan Presiden Amerika Donald Trump.

Ia ibaratnya telah berubah dari anak yang baik menjadi si Malin Kundang anak durhaka.

Kejadian “memainkan” demokrasi ini sebetulnya sudah lagu lama. Ia dapat dilacak dalam banyak studi Ilmu Politik, misalnya tentang democracy for the few, democracy for sale, dan democracy dies.

Tapi umumnya perilaku rezim yang tak terpuji itu berakhir dengan nestapa dan hina. Memang untuk sementara jika berhasil kelihatannya keren. Waktu kemudian membuktikan, mereka dan antek-anteknya hidup menanggung malu (negative-legacy)

Lalu, apa yang diperlukan agar demokrasi bisa survive dari rezim pengganggu?
Demokrasi punya mekanisme checks and balances, atau kekuatan penyeimbang.
Di situlah eloknya demokrasi.
Selain kekuatan moral para mahasiswa, di Indonesia kita juga punya dua kamar lembaga legislatif, yaitu DPR dan DPD. Keduanya bergabung menjadi satu di dalam lembaga MPR yang berwenang mengubah konstitusi.
Bila DPR dikuasai oleh eksekutif, DPD yang berasal dari kalangan independen bisa jadi kekuatan penyeimbang untuk memblok tindakan ganjil (anomalie) eksekutif dan DPR seperti rencana mengubah masa jabatan presiden dari dua menjadi tiga periode.

DPD di bawah “speaker” LaNyalla Machmud Mattalitti tampak “speak out” dengan tegas dan lugas menolak wacana tak lazim untuk membuka kran pembatasan kekuasaan presiden yang telah diamanahkan oleh reformasi 1998.
Salut tentu kita berikan pada DPD.

Ke depan, DPD baiknya diberi wewenang untuk boleh mengajukan dan membahas UU terkait otonomi daerah, otonomi khusus, dan otonomi desa.
Dengan begitu kehadirannya dalam sistem pemerintahan kita bisa lebih bermakna, bukan sekedar “mentimun bungkuk”, masuk karung tapi tak terhitung.
