Jakarta – Masyarakat Ilmu Pemerintahan Indonesia (MIPI) kembali menggelar webinar untuk sesi ke-3, Sabtu (8/10/2022). Kali ini webinar tersebut mendiskusikan ihwal otonomi Jakarta pasca tidak lagi menjadi Ibu Kota Negara. Adapun webinar itu dibuka langsung oleh Ketua Umum (Ketum) MIPI Bahtiar. Guna memperoleh berbagai masukan dan saran komprehensif, gelaran ini turut mengundang narasumber kompeten di bidangnya.

Narasumber tersebut yakni Wakil Ketua Komisi II DPR RI Junimart Girsang, Anggota Komisi II DPR RI Fraksi Partai Amanat Nasional Guspardi Gaus, Staf Khusus Menteri Dalam Negeri (Mendagri) Bidang Pemerintahan Muchlis Hamdi, Ketua Bidang Pengkajian dan Penelitian MIPI Trubus Rahardiansyah, serta Direktur Eksekutif Lingkar Madani (LIMA) Indonesia Ray Rangkuti.

Dalam pengantarnya, Ketum MIPI Bahtiar menuturkan webinar tersebut sengaja digelar untuk mendiskusikan mengenai rencana revisi Undang-Undang (UU) Nomor 29 Tahun 2007 tentang Pemerintahan Provinsi Daerah Khusus Ibukota Jakarta sebagai Ibukota Negara Kesatuan Republik Indonesia. Upaya tersebut dilakukan mengingat UU Nomor 3 Tahun 2022 tentang Ibu Kota Negara telah terbentuk.

“Saya kira kita (MIPI) salah satu lembaga masyarakat sipil yang concern di bidang itu. Dan MIPI ini adalah organisasi forum akademik tentunya,” terang Bahtiar.

Menurutnya, partisipasi MIPI dalam diskusi tersebut dinilai strategis. Terlebih, sebelumnya MIPI juga pernah memberikan masukan dan dialog terkait dengan adanya UU tentang Otonomi Khusus di Papua. Di lain sisi, dirinya menambahkan, dalam konteks rencana revisi UU Nomor 29 Tahun 2007 pihaknya menyoroti potensi terjadinya masalah bila tidak dilakukan pendalaman dan kajian komprehensif.

Hal ini misalnya terkait rencana pemberian kekhususan Jakarta dalam bidang ekonomi. Instrumen tersebut, tambah Bahtiar, perlu didalami muatan undang-undangnya termasuk kewenangan dan otoritas Jakarta, agar fungsi kekhususan tersebut dapat berjalan dengan baik.

“Jadi tidak sekadar menyebutkan bahwa diberi fungsi baru misalnya khusus dalam bidang ekonomi. Tetapi instrumennya apa? Manajemennya seperti apa? Kalau hanya sekadar menghapus frasa, ini tentu akan menjadi persoalan,” tambahnya.

Sementara itu, Muchlis Hamdi menilai, kekhususan Jakarta pasca tidak lagi menjadi ibu kota negara yakni masih bisa dimungkinkan menjadi pusat perkembangan ekonomi nasional, selain perkembangan kawasan sekitar. Namun kebijakan itu memerlukan tiga aspek penting yakni fasilitasi untuk pengembangan kekhususan, jejaring kota sebagai pusat pertumbuhan ekonomi, dan keseimbangan peran nasional dan daerah.

“Walaupun sebenarnya dalam banyak hal Jakarta bukan wilayah terbaik di Indonesia dalam konteks perkembangan teknologi, tapi dalam banyak hal dia (Jakarta) memberikan inspirasi itu. Dan setidak-tidaknya dia telah memulainya,” jelas Muchlis.

Lebih lanjut, Trubus Rahardiansyah mengatakan kebijakan terkait Jakarta pasca tidak lagi menjadi ibu kota negara memerlukan kajian yang komprehensif dan holistik. Karena itu, pihaknya mendorong adanya pendalaman mengenai substansi aturan dalam revisi UU Nomor 29 Tahun 2007 nantinya.

“Jakarta nanti ke depan seperti apa? Tentu nanti ini harus direvisi disesuaikan ke depannya,” ungkap Trubus.

Di lain sisi, Ray Rangkuti mengatakan, soal kebijakan daerah otonomi khusus sejatinya Indonesia telah memiliki pengalaman tersebut. Namun dia menyoroti, saat ini diskusi tersebut perlu berfokus mengkaji ihwal mencabut kekhususan yang dimiliki suatu daerah menjadi daerah dengan otonomi biasa. Kajian itu perlu mencakup terkait aturan, tata cara, formula, dasar hukum, dan aspek penting terkait lainnya.

“Enggak kebayang kita rumitnya (dengan perubahan kekhususan Jakarta), karena itu membongkar rumah jadi dengan segala pernak-perniknya untuk kemudian dirapikan lebih simple dibandingkan sebelumnya,” pungkasnya.
