KESBANG.COM, BOGOR – Polemik lahan parkir rumah dan toko (ruko) di Ruko Warung Jambu Dua Blok A yang ada di Kelurahan Bantarjati, Kecamatan Bogor Utara, Kota Bogor, yang dikelola oleh PT Harmoni Trisetiakawan Asia Abadi (TS Parking) masih terus bergulir.

Lahan parkir Ruko tersebut saat ini telah dikelola oleh TS Parking, akan Tetapi Oknum Juru Parkir (jukir) beserta preman-preman yang dulunya mengelola lahan parkir, Tetap bersikukuh ingin mengambil alih kembali.

Menanggapi hal ini, Ketua Ikatan Keluarga Ruko (IKR) Ruko Warung Jambu Dua Blok A Hartono angkat bicara. Ia mengatakan, ditunjuknya TS Parking sebagai pengelola lahan parkir karena pengelolaannya mempunyai manajemen yang baik, dan transparan, serta dikelola dengan sistem yang modern.

“Akibat pengelolaan yang tidak Trasparan selama 3 bulan terhitung dari bulan mei sampai juli, Mereka ( preman) tidak menyetorkan retribusi parkir kepihak IKR, akibatnya IKR yang menanggung kerugian, karena membayar pajak restribusi ke kas daerah melalui kantong sendiri,” terangnya kepada Akuratnews.com Minggu (20/8/17).

Untuk itulah parkir dikelola dengan lebih profesional, dengan menagemet yang lebih baik, sehingga bisa lebih dipertanggung jawabkan.

“Setelah dikelola oleh TS Parking kami selalu mendapatkan laporan pemasukan dan pengeluaran, tidak seperti dahulu yang dikelola secara tradisional, tidak pernah ada laporan pada kami,” ujarnya.

Ia menjelaskan, TS Parking hanya sebagai operator saja, sedangkan peralatan mulai dari mesin, gate, dan peralatan lainnya merupakan aset milik ruko, bukan milik TS Parking.

“Izin pengelolaan parkir itu ada di saya sebagai ketua ruko, mereka (TS Parking. red) hanya sebagai operator saja,” jelasnya.

Menurutnya, sesuai dengan perjanjian yang telah disepakati, TS Parking tetap mempekerjakan jukir yang lama sebagai karyawan, bahkan harus diberikan tunjangan hari raya (THR), dan tunjangan kesehatan agar lebih terjamin.

“Jukir lama sudah bergabung dengan TS Parking,” tuturnya.

Hartono menerangkan, kontribusi dari IKR sudah ada sejak pengelolaan parkir ini dijalankan secara tradisional. Namun, semakin lama semakin tak karuan pengelolaannya, karena retribusi parkir ini disalahgunakan oleh oknum jukir, preman, dan pihak lain yang tak bertanggung jawab.

“Harusnya ada bagi hasil antara jukir dan IKR, namun saat pengelolaan dahulu seringkali disalahgunakan. Bahkan, tiga bulan tidak ada laporan, dan pemasukan dari parkiran pada IKR, karena diambil oleh preman. Fasilitas ruko pun tidak dijaga, sehingga rusak.

Ia berharap, lahan parkir yang dikelola oleh TS Parking ini dapat lebih baik lagi, sehingga hasil dari parkiran ini pun bisa digunakan untuk hal-hal yang lebih bermanfaat, terlebih bisa menjadi pendapan asli daerah (PAD) bagi Kota Bogor, karena dengan manajemen yang baik, tentunya pajaknya pun akan masuk ke kas daerah.
