KESBANG.COM, JAKARTA – Sebanyak 9 Lembaga Swadaya Masyarakat (LSM) dan Pegiat TKI menggelar Focus Group Discussion (FGD) tentang perbaikan tata kelola penempatan & perlindungan pekerja migran ke Timteng dan Uni Emirat Arab.
“Pemerintah harus memastikan terlebih dahulu adanya perbaikan tata kelola penempatan TKI sektor rumah tangga ke Timur Tengah dan UEA sebelum kembali membuka pengirimanya,” ujar Sekjen Indonesian Fisherman Association (INFISA) di Jakarta, Sabtu (14/10/2017).
Menurut Jamal, meski sudah ditutup selama 6 tahun, tapi tiap tahun ada sekitar 30.000 TKI yang berangkat secara nonprosedural. Hal ini berkiba pada masifnya pengiriman TKI non prosedural (TPPO) yang berangkat secara perorangan, banyaknya kasus-kasus yang akan tereskpos hingga berkurangnya remitansi karena tidak tercatat oleh negara dan meningkatnya angka pengangguran di dalam negeri.
“Karena itu, sebelum dilakukkan pembukaan, pemerintah harus memastikan adanya proses migrasi yang aman di mana di dalamnya ada perbaikan tata kelola Penempatan berbasis perlindungan yang melibatkan stake holder swasta guna menghadirkan layanan satu pintu yang bersih, bebas calo, dan transparan serta guna menciptakan layanan terbaik bagi penempatan kembali TKI ke Timur Tengah,” beber mantan anggota Satgas TKI Terancam Hukuman Mati era Presiden SBY.
FGD, lanjut Jamal, ingin memastikan pemerintah untuk memberlakukan sistem layanan terpadu satu pintu (LTSP) oleh swasta guna menyamakan dengan sistem satu pintu pemerintah sehingga menghadirkan layanan satu pintu yang bersih, bebas calo, dan transparan serta guna menciptakan layanan terbaik bagi penempatan kembali TKI ke Timur Tengah serta meningkatkan perlindungan penempatan TKI ke luar negeri.
Selain itu, pelayanan dokumen TKI berbasis transaksi non tunai (cashless) guna mencegah adanya “meja panas” dalam pelayanan TKI. Mencegah migrasi berulang dengan mengadakan program pemberdayaan TKI Purna dan keluarganya di kantong-kantong TKI.
Point penting lain, memastikan Calon TKI yang akan berangkat sudah memiliki ketrampilan yang tersertifikasi secara ketat. Memastikan adanya layanan advokasi TKI baik di dalam negeri maupun luar negeri.
“Termasuk, peningkatan kualitas dan kualitas Atase Ketenagakerjaan serta memastikan perlunya penguatan status dan kewenangan Atase Ketenagakerjaan di negara-negara penempatan TKI di luar negeri,” ujar Jamal.
