KESBANG.COM, JAKARTA – Komitmen pemerintah untuk memerangi narkoba tentu sudah tidak diragukan lagi. Apalagi Presiden Jowowi pun telah menegaskan bahwa peredaran narkoba merupakan kejahatan yang luar biasa (extra ordinary crime) yang sama seperti kejahatan terorisme.
Karena itu, keterlibatan dan peran serta seluruh komponen bangsa termasuk peran masyarakat dan Pelajar sangatlah menentukan keberhasilan upaya Pencegahan dan Pemberantasan, Penyalahgunaan dan Peredaran Gelap Narkoba (P4GN).
Demikian disampaikan Dirjen Politik dan Pemerintahan Umum (Polpum) Kementerian dalam Negeri, Soedarmo dalam Sambutan dan Arahan yang dibacakan oleh Direktur Ketahanan, Ekonomi Sosial dan Budaya Drs. Lutfi TMA, M.Si di Padang, pada kegiatan
Pencegahan dan Pemberantasan, Penyalahgunaan dan Peredaran Gelap Narkoba (P4GN) bagi Masyarakat dan Pelajar di Padang, 11 – 12 September 2017 lalu.
Kegiatan ini dihadiri oleh Kepala Badan Kesbangpol Provinsi Sumatera Barat, dan instansi terkait lainnya.
Lutfi menjelaskan, pada saat ini, tantangan nyata yang harus dihadapi dalam upaya P4GN antara lain:
Pertama, masih adanya perbedaan persepsi dalam penanganan Pencegahan dan Pemberantasan, Penyalahgunaan dan Peredaran Gelap Narkoba (P4GN).
Kedua, belum terbangunnya komitmen bersama dalam mendorong efektivitas kebijakan dan peran serta masayarakat dalam Pencegahan dan Pemberantasan, Penyalahgunaan dan Peredaran Gelap Narkoba (P4GN) di daerah.
Ketiga, kurangnya koordinasi dalam pelaksanaan program dan kegiatan antar Pemerintah, Masyarakat dan Pelajar dalam upaya Pencegahan dan Pemberantasan, Penyalahgunaan dan Peredaran Gelap Narkoba (P4GN).
Masalah narkoba merupakan masalah yang sangat kompleks, maka dalam penanganannya diperlukan upaya-upaya komprehensif, terintegrasi dan berkelanjutan, serta terkoordinasi dengan baik antara Pemerintah, seluruh lapisan masyarakat dan pelajar.
Oleh karena itu, guna efektivitas penanganan masalah Pencegahan dan Pemberantasan, Penyalahgunaan dan Peredaran Gelap Narkoba (P4GN) diperlukan langkah-langkah strategis yang dapat dipertimbangkan oleh semua pihak, antara lain:
Pertama, melakukan perubahan cara pandang dan pendekatan dalam Pencegahan dan Pemberantasan, Penyalahgunaan dan Peredaran Gelap Narkoba (P4GN);
Kedua, mentransformasikan kebijakan agar menjadi lebih komprehensif, sistematis.
Ketiga, memperkuat jaringan kerja dan informasi melalui peningkatan kerjasama, koordinasi dan sinergisitas Pemerintah, Masyarakat dan Pelajar
Keempat, mendayagunakan peran masyarakat dan pelajar seperti forum-forum publik dan Ormas/LSM serta lembaga pendidikan, kampus, sekolah di daerah melalui pendekatan nilai-nilai sosial budaya, agama, dan kearifan lokal.
Kemendagri mengharapkan melalui kegiatan kegiatan Pencegahan dan Pemberantasan, Penyalahgunaan dan Peredaran Gelap Narkoba (P4GN) bagi Masyarakat dan Pelajar, selanjutnya akan terwujud hal-hal sebagai berikut:
Bagi seluruh peserta, diharapkan akan memperoleh pemahaman yang lebih mendalam tentang langkah-langkah dan strategi dalam penanganan masalah Pencegahan dan Pemberantasan, Penyalahgunaan dan Peredaran Gelap Narkoba (P4GN) bagi Masyarakat dan Pelajar, dengan tetap mempertahankan nilai-nilai ketahanan sosial kemasyarakatan dalam rangka memperkokoh persatuan dan kesatuan bangsa.
