Kemendagri Berkonmitmen Dukung Kebijakan Skema Pembangunan Rumah Susun Umum SKBG di Perkotaan

Jakarta – Kementerian Dalam Negeri (Kemendagri) berkomitmen mendukung kebijakan dan skema pembangunan rumah susun umum dengan Sertifikasi Kepemilikan Bangunan Gedung (SKBG) Satuan Rumah Susun (Sarusun) di kawasan perkotaan. Komitmen tersebut disampaikan Kepala Sub-Direktorat (Kasubdit) Perumahan dan Kawasan Permukiman Nitta Rosalin mewakili Direktur Jenderal (Dirjen) Bina Pembangunan Daerah (Bangda) Kemendagri Teguh Setyabudi pada pembukaan Hari Perumahan Nasional 2022 & Seminar Nasional Implementasi (Pilot Project) Penerbitan SKBG Sarusun di Daerah, Kamis (18/8/2022).

 

Kegiatan itu sebagai tindak lanjut ditetapkannya Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat (PermenPUPR) Nomor 17 Tahun 2021 tentang Bentuk dan Tata Cara Penerbitan SKBG Sarusun. Adapun acara tersebut dibuka langsung oleh Menteri PUPR Basuki Hadimuljono dan dilaksanakan di Auditorium Kementerian PUPR, Jakarta Selatan.

Melalui gelaran tersebut diketahui saat ini Kementerian PUPR tengah menggalakkan sosialisasi mengenai implementasi SKBG Sarusun kepada pemerintah daerah (Pemda). Pemda terus dipacu agar turut mengimplementasikan penerbitan SKBG Sarusun.

Dalam sambutannya, Nitta menyampaikan, terdapat 3 sistem kepemilikan rumah yang dikenal di Indonesia. Sistem kepemilikan tersebut yakni rumah tapak dengan sertifikat hak atas tanah, rumah susun dengan sertifikat hak milik (SHM) Sarusun, serta rumah susun dengan SKBG Sarusun yang keberadaan lahannya berasal dari hasil sewa Barang Milik Negara (BMN), Barang Milik Daerah (BMD), maupun wakaf.

 

“Penerbitan SKBG dalam UU 23 Tahun 2014 merupakan kewenangan pemerintah kabupaten/kota. Dengan adanya kewenangan pemerintah kabupaten/kota, maka dari aspek perencanaan dan penganggaran penerbitan SKBG Sarusun perlu masuk dalam dokumen perencanaan daerah dan nomenklatur program kegiatannya sesuai dengan Kepmendagri 050/5889 tahun 2021,” ujar Nitta.

Nitta menambahkan, menindaklanjuti PermenPUPR Nomor 17 Tahun 2021, diperlukan adanya pengaturan tata kelola peran perangkat daerah dalam penerapan penerbitan SKBG Sarusun. Terutama terkait dengan peran, tugas pokok, dan fungsi masing-masing.

Nitta menilai, pemerintah pusat perlu memberikan dukungan berupa fasilitasi pendampingan dan regulasi berkaitan dengan implementasi penerbitan SKBG di daerah. Karena itu, Direktorat Jenderal (Ditjen) Bina Bangda bersama Ditjen Bina Keuangan Daerah (Keuda) berkomitmen akan melakukan fasilitasi penerbitan SKBG Sarusun yang dibangun di atas BMD. Upaya itu dilakukan berdasarkan pada Peraturan Menteri Dalam Negeri (Permendagri) Nomor 19 Tahun 2016 tentang Pedoman Pengelolaan BMD.

“Sebagai tindak lanjut acara tersebut yaitu akan disusun rencana penerapan dan tindak lanjut pendampingan pemerintah daerah yang dilakukan Kementerian PUPR melalui kegiatan bantuan teknis dalam rangka penerbitan SKBG
