KESBANG.COM, ACEH –  Direktur Ketahanan Ekonomi, Sosial dan Budaya, Drs. Lutfi TMA, M.Si mewakili Direktur Jenderal Politik Dan Pemerintahan Umum (Polpum) Kementerian Dalam Negeri memberikan sambutan pada acara Pembukaan Forum Kerukunan Umat Beragama (FKUB) provinsi dan kabupaten/kota seluruh Provinsi Aceh ini digelar di Hotel Grand Nangroe Banda Aceh, Selasa (5/9/2017).

FKUB bertema “Peningkatan Peran dan Fungsi FKUB Dalam Rangka Menjaga Harmoni Kebangsaan Dalama Bingkai NKRI” ini dihadiri 100 orang peserta terdiri dari Kabin/Kakan Kesbangpol Provinsi dan Kabupaten/Kota, Ketua Forum Kerukunan Umat Beragama (FKUB) Provinsi dan Kabupaten/Kota seluruh Provinsi Aceh.

Menurut Lutfi, di tahun 2017 Pemerintah masih disibukkan dengan berbagai permasalahan bernuansa keagamaan yang belum selesai penanganannya. Mulai dari Permasalahan pendirian rumah ibadat, kasus penistaan agama, aliran agama bermasalah, radikalisme dan terorisme yang mengganggu kerukunan umat beragama.

“Kita sering terkejut atas kejadian yang terjadi di masyarakat, padahal kejadian tersebut merupakan puncak dari tahapan konflik sebelumnya. Oleh karena itu perlu perlu adanya langkah pencegahan yang dilakukan dengan peningkatan kapasitas kelembagaan dan sistem peringatan dini. Dan salah satunya adalah dengan peningkatan peran FKUB,” papar Lutfi.

Bangsa Indonesia hidup dalam suasana kebhinekaan, baik suku, ras, agama, budaya maupun bahasa. Kebhinnekaan bangsa Indonesia merupakan sebuah realitas  yang di satu sisi merupakan anugerah, namun di sisi lain juga menjadi ancaman dalam mewujudkan persatuan dan kesatuan nasional. Persatuan dan kesatuan nasional dapat terwujud apabila masing-masing tidak saling mengganggu keimanan masing-masing pemeluk agama.

Dituturkannya, beragama dan berkepercayaan  merupakan hak asasi manusia, setiap orang bebas untuk memeluk agama dan kepercayaannya masing-masing dan beribadat menurut agamanya masing-masing dan kepercayaannya itu, oleh karena itu Negara menjamin kemerdekaan setiap warga negaranya dalam memeluk dan beribadat menurut agama dan kepercayaannya dalam rangka menjaga ketertiban umum dan ketenteraman bermasyarakat, berbangsa, dan bernegara.

UUD 1945 selain menghormati hak-hak asasi manusia, pada saat yang sama juga mengatur tentang kewajiban asasi manusia. Pasal 28 J UUD Tahun 1945 ayat (1):

“Setiap orang wajib menghormati hak asasi manusia orang lain dalam tertib kehidupan bermasyarakat, berbangsa dan bernegara”. Ayat (2): “Dalam menjalankan hak dan kebebasannya, setiap orang wajib tunduk kepada pembatasan yang ditetapkan dengan undang-undang dengan maksud semata-mata untuk menjamin pengakuan serta penghormatan atas hak dan kebebasan orang lain dan untuk memenuhi tuntunan yang adil sesuai dengan pertimbangan moral, nilai-nilai agama, keamanan dan ketertiban umum dalam suatu masyarakat demokratis”.

Terkait kehidupan keagamaan, Lutfi mengatakan, Pemerintah melalui program Nawacita bertekad untuk;

Pertama Menghadirkan kembali negara untuk melindungi segenap bangsa dan memberikan rasa aman pada seluruh warga negara.

Kedua, memperteguh kebhinnekaan dan memperkuat restorasi sosial Indonesia yang kemudian dituangkan dalam  RPJMN 2015-2019, yang merupakan Kebijakan dan Strategi Nasional dalam meningkatkan kerukunan umat beragama, dilaksanakan melalui :

Ketiga, Peningkatan kerjasama dan kemitraan antara pemerintah, pemerintah daerah, tokoh agama, lembaga sosial keagamaan, dan masyarakat dalam pencegahan dan penanganan konfli;, dan

Keempat, Penguatan peraturan perundang-undangan mengenai kerukunan umat beragama.

 

Lutfi melanjutkan, pada dasarnya, ada dua kebijakan dasar pemerintah dalam pemeliharaan kerukunan umat beragama, yaitu:

  1. Pemberdayaan umat beragama dan
  2. Pemberian rambu-rambu bagi upaya pemeliharaan kerukunan umat beragama.

Salah satu kebijakan strategis yang telah diambil pemerintah dalam memberikan rambu-rambu itu guna menjamin kebebasan beragama dan pemeliharaan kerukunan umat beragama ialah penerbitan Peraturan Bersama Menteri (PBM) Agama dan Menteri Dalam Negeri Nomor 9 dan 8 Tahun 2006 Tentang Pedoman Pelaksanaan Tugas Kepala Daerah/Wakil Kepala Daerah Dalam Pemeliharaan Kerukunan Umat Beragama, Pemberdayaan Forum Kerukunan Umat Beragama, dan Pendirian Rumah Ibadat.

“PBM ini merupakan  satu-satunya regulasi yang kita miliki saat ini yang menjadi acuan bagi kehidupan berbangsa dan bernegara sebelum adanya peraturan yang lebih tinggi,” papar  Lutfi.

Setelah adanya PBM tersebut, sampai saat ini telah terbentuk Forum Kerukunan Umat Beragama (FKUB) sebanyak :

  1. 34 provinsi;
  2. 402 kabupaten; dan
  3. 98 kota

Tersisa 14 FKUB Kabupaten yang belum terbentuk.  Untuk Provinsi Aceh beserta 18 Kabupaten dan 5 Kota yang ada, kita bersyukur FKUB semuanya  telah terbentuk.

Karena pembentukan FKUB salah satu bentuk langkah pemberdayaan umat beragama dalam menyelesaikan permasalahan sendiri di daerah khususnya permasalahan bernuansa agama dengan langkah dialog dan musyawarah dengan mengedepankan kerukunan umat beragama.

“Kita patut mengucapkan terima kasih kepada seluruh pengurus FKUB dan khususnya yang hadir pada kesempatan ini, karena kehidupan umat beragama yang harmonis dan suasana kondusif di daerah saat ini tidak terlepas dari peran aktif FKUB,” kata Lutfi.

Pertemuan FKUB Provinsi dan Kabupaten/Kota ini adalah merupakan langkah nyata pemerintah dan pemerintah daerah dalam rangka meningkatkan kapasitas dan kelembagaan FKUB.

Selain untuk meningkatkan intensitas komunikasi, jalinan kemitraan dan fasilitasi FKUB serta meningkatkan kualitas kerukunan umat beragama di daerah, melalui kegiatan ini diharapkan dapat meningkatkan kemampuan FKUB dalam deteksi dini guna mengantisipasi munculnya konflik sosial bernuansa agama. Karena selain tugas strategis FKUB yang telah diatur dalam PBM, kedepan diharapkan dengan peningkatan pemahaman wawasan kebangsaan dan komitmen kebangsaan FKUB, dapat melakukan deteksi dini dan pemetaan gangguan kerukunan umat bergama sehingga dapat meredam dan mencari solusi terhadap gangguan kerukunan umat bergama; serta dapat mengidentifikasi dan merevitalisasi kearifan lokal yang mendukung kerukunan umat bergama.

Sebagai bentuk perhatian Pemerintah untuk mendukung peran dan fungsi FKUB, Lutfi menegaskan Kemendagri telah mengeluarkan surat  Edaran Nomor 903/117/SJ tentang Pendanaan FKUB Dalam Anggaran Pendapatan Daerah.

Oleh karena itu, melalui kegiatan ini Pemerintah mengingatkan Pemerintah Provinsi dan Kabupaten/Kota untuk mengoptimalkan implementasi regulasi dalam meningkatkan dukungan anggaran secara signifikan kepada FKUB dengan mempertimbangkan faktor luas wilayah, potensi masalah, heterogenitas penduduk dan kemampuan serta potensi keuangan daerah. Karena Salah satu kendala dalam pemeliharaan kerukunan umat beragama di daerah adalah persoalan anggaran.

Dalam Pasal 26 ayat (1) dan (2) PBM Nomor 9 dan 8 Tagun 2006 disebutkan bahwa belanja pelaksanaan kewajiban menjaga kerukunan nasional dan memelihara ketenteraman dan ketertiban masyarakat di bidang pemeliharaan kerukunan umat beragama, pemberdayaan FKUB dan pengaturan pendirian rumah ibadat di provinsi dibiayai dari dan atas beban  Anggaran Pendapatan dan Belanja  Daerah provinsi dan Kabupaten/Kota. Oleh karena itu, daerah tidak perlu ragu untuk menganggarkan dana bagi FKUB.

Karena peran serta forum-forum strategis kemitraan masyarakat di daerah seperti FKUB, FKDM, maupun FPK sangat perlu dioptimalkan dalam mengantisipasi potensi konflik di masyarakat. Demikian pula dengan peran seluruh elemen masyarakat melalui tokoh masyarakat, tokoh agama, tokoh adat, tokoh pemuda, ormas/LSM.

Akhirnya, turut Lutfi, pada kesempatan yang baik ini, terkait persoalan pendirian rumah ibadat, diharapkan kepada  Pemerintah Daerah untuk :

  1. Mendorong agar semua pihak yang terkait proses pendirian rumah ibadat konsisten dalam mempedomani dan melaksanakan ketentuan PBM No. 9 dan No. 8 Tahun 2006;
  2. Meningkatkan koordinasi dengan FKUB dan kantor kemenag setempat, serta melibatkan secara aktif unsur aparatur tingkat Desa/Kelurahan dan kecamatan sejak proses awal pengurusan persyaratan administratif pendirian rumah ibadat sesuai dengan ketentuan PBM No. 9 dan No. 8 Tahun 2006;
  3. Menekankan kepada pihak terkait senantiasa mempertimbangkan aspek filosofis dan sosiologis masyarakat setempat dan menghormati nilai kearifan lokal dengan mengintensifkan proses sosialiasi serta komunikasi secara terbuka kepada seluruh warga masyarakat setempat, tokoh masyarakat, tokoh agama dan pengurus ormas keagamaan dalam rangka mengantisipasi munculnya permasalahan yang mengganggu ketentraman dan ketertiban proses pendirian rumah ibadat;
  4. Merespons dengan cepat dan mengambil langkah-langkah yang dibutuhkan terhadap informasi-informasi kemungkinan terjadinya konflik sosial;
  5. mengkoordinasikan langkah-langkah pencegahan dan deteksi dini bersama pihak terkait, dengan mengoptimalkan peran dan fungsi FKUB, FKDM, Kominda serta Forkopimda. (Zulfikri/ Foto: Cecep)
