Kemendagri Gelar Rakor Bersama Pemprov Papua Tengah Optimalkam Fungsi Pemerintahan*

Jakarta – Kementerian Dalam Negeri (Kemendagri) menggelar Rapat Koordinasi (Rakor) bersama Pemerintah Provinsi Papua Tengah dan Provinsi Papua beserta seluruh bupati di wilayah Provinsi Papua Tengah. Rapat tersebut digelar di Kantor Direktorat Jenderal (Ditjen) Bina Keuangan Daerah (Keuda) Kemendagri, Jakarta Pusat, Senin (27/2/2023).

Direktur Jenderal (Dirjen) Bina Keuda Kemendagri Agus Fatoni menjelaskan, Rakor ini digelar untuk mendorong Pemerintah Provinsi Papua Tengah, sebagai Daerah Otonom Baru yang dibentuk berdasarkan Undang-Undang (UU) Nomor 15 Tahun 2022, mampu memberikan pelayanan optimal, dan lancar dalam melaksanakan pembangunan serta aktivitas pemerintahan dalam pemberdayaan masyarakat.

Fatoni menjelaskan bahwa Rakor membahas sejumlah isu, di antaranya pajak provinsi, Dana Bagi Hasil (DBH), Pajak Bumi dan Bangunan Perkebunan Perhutanan dan Pertambangan (PBB-P3), penyerahan aset dari Pemerintah Provinsi Papua kepada Pemerintah Provinsi Papua Tengah, serta pembentukan Badan Usaha Milik Daerah (BUMD).

Menurut Fatoni, pendirian BUMD di Papua Tengah masih menunggu fatwa yang dikeluarkan oleh lembaga yang berwenang, karena sesuai ketentuan pendirian BUMD harus mendapat persetujuan dari Dewan Perwakilan Rakyat Papua Tengah (DPRPT). Sementara itu DPRPT masih belum terbentuk.

“Hal ini sesuai surat Kementerian Dalam Negeri Nomor 100.2.2.1/1119/SJ tanggal 22 Februari 2023 Perihal Permohonan Fatwa dan pendirian BUMD melalui Peraturan Gubernur Papua Tengah dengan menggunakan diskresi kewenangan sebagaimana UU 30 Tahun 2014,” ucap Fatoni.

Selain itu, Rakor juga membahas terkait dengan pajak daerah dan retribusi daerah. Menurutnya, diperlukan pemungutan pajak daerah dan retribusi daerah hingga akhir tahun 2024 untuk menghindari potensi loss bagi Pemerintah Provinsi Papua Tengah.

“Untuk itu, perlu dicarikan solusi terkait legalitas pemungutan pajak dan retribusi daerah dimaksud,” kata Fatoni.

Dirinya pun memberikan sejumlah solusi salah satunya adalah dasar pemungutan menggunakan perda induk, tapi untuk penganggarannya menggunakan Pergub tentang APBD TA 2023 dan APBD TA 2024. Kemudian dasar pemungutan langsung menggunakan Pergub tentang PDRD Papua Tengah yang dalam dasar menimbang dan mengingat mencantumkan Perda induk tentang PDRD Papua.

“Solusi ketiga, perlu dimintakan fatwa terlebih dahulu dari lembaga yang berwenang, ini sesuai hasil rapat pada tanggal 15 Februari,” ujar Fatoni.

Hadir pada Rakor tersebut di antaranya Staf Khusus Menteri Dalam Negeri, Penjabat (Pj.) Gubernur Papua Tengah, Pj. Sekretaris Daerah Provinsi Papua Tengah, seluruh bupati di wilayah Papua Tengah, Kepala Badan Pengelola Keuangan Daerah dan Aset (BPKAD), Kepala Badan Pendapatan Daerah (Bapenda) Provinsi Papua, Kepala Organisasi Perangkat Daerah (OPD) Provinsi Papua Tengah, Dirjen Mineral dan Batubara, serta Kepala Biro Keuangan Kementerian Energi dan Sumber Daya Mineral.

Kemudian hadir pula sejumlah pejabat, di antaranya Sekretaris Ditjen Bina Keuda, Direktur Perencanaan Anggaran Daerah, Direktur Pelaksanaan dan Pertanggungjawaban Keuangan Daerah, Direktur Pendapatan Daerah, Direktur Fasilitasi Dana Perimbangan dan Pinjaman Daerah dan Direktur BUMD, BLUD dan Barang Milik Daerah. Terakhir hadir pula pejabat dari perusahaan swasta terkait.
