Jakarta – Direktorat Jenderal (Ditjen) Bina Pembangunan Daerah (Bangda) Kemendagri menyelenggarakan Rapat Koordinasi Pengaturan dan Penyelenggaraan Perumahan dan Kawasan Permukiman untuk melakukan koordinasi pengaturan bidang Perumahan dan Kawasan Permukiman (PKP), ke dalam dokumen perencanaan daerah.

“Pemerintah Daerah diharapkan dapat merumuskan isu dasar perumahan dan kawasan permukiman yang akan menjadi masukan dalam pengarusutamaan RP3KP ke dalam Dokumen Perencanaan Daerah yaitu Rencana Pembangunan Jangka Panjang Daerah (RPJPD) dan Rencana Pembangunan Jangka Menengah Daerah (RPJMD)”, ungkap Plh. Dirjen Bina Bangda, Sri Purwaningsih saat membuka rakor di Jakarta belum lama ini.

Dalam keterangan rilis yang diterima redaksi, Kamis (29/6), Penyelenggaraan urusan Perumahan dan Kawasan Permukiman masuk dalam urusan pemerintahan yang konkuren diselenggarakan bersama dengan pemerintah pusat, Provinsi dan Kabupaten/ Kota.

Sub urusan lainnya yang bersifat konkuren adalah urusan kawasan permukiman, perumahan dan kawasan permukiman kumuh, Prasarana Sarana dan Utilitas Umum (PSU) dan klasifikasi dan sertifikasi dan registrasi bidang PKP.

Sementara itu, penyelenggaraan rumah layak huni bagi korban bencana dan terkena relokasi, merupakan layanan dasar yang wajib dilaksanakan oleh Pemda sebagai bagian dari Standar Pelayanan Minimal (SPM).

“Beberapa isu yang dihadapi di daerah adalah terkait penetapan capaian rumah tangga dalam menempati rumah layak huni dan terjangkau, dan masih banyak yang belum menganggarkan penerapan SPM,” katanya.

Sri Purwaningsih menjelaskan bahwa, sumber data terbaru menunjukkan capaian nasional Rumah Tangga yang Menempati Hunian Layak dan Terjangkau saat ini adalah 60,66%, di mana target secara nasional sebesar 70% yang artinya masih berada di bawah target RPJMN 2020-2024.

Untuk status Dokumen RP3KP periode 2021-2022 dari 34 provinsi, terdapat 2 provinsi yang belum menyusun dan 6 provinsi yang sudah menjadi Perda. Daerah Otonomi Baru (DOB) di Pulau Papua juga membutuhkan persiapan penyusunan Dokumen RP3KP.

Sementara untuk tingkat Kabupaten/ Kota dari total 508, masih terdapat 96 Kabupaten/ Kota yang belum menyusun dokumen RP3KP dan masih sangat sedikit yang menjadi Perda.

“Pengarusutamaan Dokumen RP3KP merupakan rangkaian strategi untuk mengintegrasikan perspektif urusan bidang PKP sebagai urusan wajib pelayanan dasar dalam pengembangan institusi, kebijakan dan program kerja, termasuk di dalamnya desain dan pelaksanaan kebijakan, program, monitoring, dan evaluasi, serta dalam kerjasama dengan pihak lain di daerah provinsi dan kabupaten/kota”, ucap Sri.

Sri melanjutkan, saat ini adalah sebagian besar provinsi dan kabupaten/kota belum melegalisasi RP3KP dengan peraturan daerah, dan timeline penyusunan RPJMD 2025-2030 direncanakan dimulai pada akhir Desember 2024. Maka dari itu, pemerintah provinsi dan kabupaten/kota diharapkan dapat segera menyusun dan menetapkan Perda RP3KP agar dapat dilakukan pengarusutamaan RP3KP secara penuh.

Terdapat beberapa poin penting terkait momentum pengarusutamaan dokumen RP3KP ke dalam Dokumen Perencanaan Daerah.

Pertama, sebagai Urusan wajib pelayanan dasar, Urusan PKP menjadi prioritas Proses Pembangunan Daerah, dan Belanja Daerah terutama terkait dengan Pemenuhan SPM. Kedua, Dokumen RP3KP di daerah sangat penting dalam perencanaan pembangunan dan pengembangan perumahan dan kawasan selama 20 tahun.

Ketiga, momentum pengarusutamaan Dokumen RP3KP dalam Konteks Pilkada Serentak masih belum dapat diwujudkan dikarenakan adanya batasan waktu dalam pengarusutamaan sehingga diupayakan pada skala prioritas program. Keempat, Kementerian Dalam Negeri terus melakukan fungsi pembinaan umum dan mendorong pemerintah daerah untuk dapat menyusun, mereview dan legalisasi RP3KP sesuai dengan ketentuan (NSPK) yang berlaku.
