TANGERANG – Direktur Jenderal (Dirjen) Bina Pembangunan Daerah (Bangda) Kementerian Dalam Negeri (Kemendagri) menjelaskan peran penting kepala daerah dalam mendukung pengelolaan akses sanitasi yang aman dan berkelanjutan.

Dia mengingatkan pemerintah daerah (Pemda) agar menyediakan akses sanitasi yang layak dan aman. Pasalnya, ketersediaan akses tersebut telah termuat dalam Rencana Pembangunan Jangka Menengah Nasional (RPJMN) 2020-2024.

 

Berdasarkan data yang ada, pada 2021 ketersediaan akses sanitasi layak telah mencapai 80,29 persen sehingga masih terdapat gap sebesar 9,71 persen.

Padahal akses tersebut merupakan pelayanan dasar yang menjadi bagian dari urusan pemerintahan wajib. Karena itu, peran kepala daerah diperlukan untuk mempercepat pengelolaan sanitasi yang berkualitas.

Teguh menegaskan, Undang-Undang (UU) Nomor 23 Tahun 2014 tentang Pemerintahan Daerah telah mengamanatkan Pemda agar memprioritaskan urusan pemerintahan wajib yang menjadi pelayanan dasar yang dilaksanakan berdasarkan Standar Pelayanan Minimal (SPM).

 

Karena itu, penggunaan belanja daerah harus diprioritaskan untuk mendanai pelaksanaan urusan pemerintahan wajib tersebut.

Pemerintah daerah sebagai pelaksana pemenuhan SPM harus melakukan serangkaian tahapan penerapan.

“Dimulai dari pengumpulan data, penghitungan kebutuhan pelayanan dasar, penyusunan rencana pemenuhan pelayanan dasar, hingga pelaksanaan pemenuhan pelayanan dasar,” ujar Teguh saat menjadi pembicara pada gelaran City Sanitation Summit (CSS) XX bertajuk “Sanitasi Aman, Investasi Masa Depan”, di Indonesia Convention Exhibition (ICE) BSD, Rabu (7/9/2022).

 

Di lain sisi, berdasarkan dokumen Rencana Kerja Pemerintah Daerah (RKPD) tahun 2021 dan 2022 pagu anggaran terhadap pengelolaan sanitasi mengalami peningkatan.

Namun, jumlah kegiatan di daerah mengalami pengurangan sebagai konsekuensi terbitnya Peraturan Menteri Dalam Negeri (Permendagri) Nomor 90 Tahun 2019 yang telah dimutakhirkan dengan Keputusan Mendagri 050-5889 Tahun 2021 tentang Hasil Verifikasi, Validasi dan Inventarisasi Pemutakhiran Klasifikasi, Kodefikasi, dan Nomenklatur Perencanaan Pembangunan dan Keuangan Daerah.

 

Adapun dari 8 subkegiatan dalam program pengelolaan dan pengembangan sistem air limbah di provinsi, paling banyak dilaksanakan adalah penyusunan rencana, kebijakan, strategi dan teknis sistem pengelolaan air limbah domestic (ALD) yang dilaksanakan oleh 15 provinsi.

Sedangkan dari 17 subkegiatan pada kabupaten/kota, penyusunan rencana, kebijakan, strategi dan teknis sistem pengelolaan ALD dilaksanakan oleh 152 kabupaten/kota.

Selain itu, Teguh mengungkapkan beberapa tantangan dalam membangun sanitasi berkualitas di daerah.

Tantangan itu di antaranya komitmen kepala daerah, regulasi yang mendukung pembangunan sanitasi, integrasi dokumen perencanaan strategis sanitasi, peran dan fungsi kelompok kerja (pokja), serta kelembagaan sanitasi.

 

Selain itu, infrastruktur yang terbangun belum termanfaatkan dengan baik, serta rendahnya partipasi masyarakat.

“Oleh karena itu tantangan tersebut memerlukan peran pemerintah daerah di antaranya perlu penguatan kualitas dokumen perencanaan, optimalisasi lembaga dan pokja, penyusunan dan penataan regulasi, serta pengupayaan sumber pendanaan dalam pengelolaan sanitasi,” tambah Teguh

Dirinya berharap, komitmen dan inisiatif daerah dalam mengelola sanitasi dapat dipertahankan dan ditingkatkan. Hal ini mengingat bahwa pembangunan pengelolaan air limbah termasuk persampahan merupakan hak dasar masyarakat yang harus dipenuhi.
