JAKARTA – Direktorat Bina Pembangunan Daerah (Ditjen Bina Bangda), Kementerian Dalam Negeri (Kemendagri) menggelar Rapat Koordinasi Revitalisasi dan Penyusuanan Program Kerja Komisi Irigasi Jatiluhur, Selasa (12/04/2022).
Dalam kesempatan ini, Direktur Jenderal (Dirjen) Bina Bangda, Teguh Setyabudi menyampaikan sambutan mengenai penguatan kapasitas Kelembagaan Pengeloaan Irigasi (KPI) termasuk juga Komisi Irigasi (Komir) yang merupakan bagian dari konsep pembangunan partisipatif yang dikembangkan oleh pemerintah dalam melaksanakan kebijakan pengembangan dan pengelolaan sistem irigasi.
“Sesuai dengan ketentuan Undang-Undang (UU) Nomor 23 Tahun 2014 tentang Pemerintahan Daerah, partisipasi masyarakat mencakup penyelenggaraan pelayanan publik, termasuk layanan irigasi sebagai salah satu sektor Sumber Daya Air (SDA),” kata Teguh.
Ia menambahkan, pada UU Nomor 17 Tahun 2019 tentang Sumber Daya Air, masyarakat mempunyai kesempatan yang sama untuk berpartisipasi dalam pengelolaan sumber daya air, termasuk irigasi. Partisipasi tersebut disediakan untuk menyalurkan aspirasi, pemikiran dan kepentingan masyarakat dalam pengelolaan SDA.
“Upaya Program Pengembangan dan Pengelolaan Sistem Irigasi (PPSI) ini kedepannya tidak hanya sekedar membangun dan merehabilitasi jaringan irigasi, tetapi juga tetap memperhatikan aspek pemberdayaan perkumpulan petani pemakaian air dan penguatan Komir,” ujarnya.
Teguh menyampaikan, sejatinya Komir memiliki peran sentral dalam mewujudkan tertib pengelolaan sistem irigasi melalui 5 gugus tugas utama, yaitu:
1. Perumusan kebijakan pengelolaan irigasi.
2. Rencana tata tanam dan rencana tahunan penyediaan air.
3. Pembiayaan operasi dan pemeliharaan, rehabilitasi, peningkatan jaringan irigasi dan evaluasi pengelolaan aset.
4. Pemberian izin alih fungsi lahan dan penggunaan air.
5. Pengelolaan kerusakan akibat bencana alam dan pelaporan.
“Berdasarkan hasil monitoring dan evaluasi Kemendagri di tahun 2021, Komir yang berada di wilayah Jatiluhur menunjukkan bahwa perlu revitalisasi baik pada aspek status keanggotaan, tugas pokok, fungsi sekretariat, program kerja maupun anggaran operasionalnya. Selain itu berdasarkan hasil evaluasi kinerja menunjukkan bahwa hanya Komir Provinsi Jawa Barat yang berada pada kategori baik, hal ini perlu kita apresiasi,” imbuh Teguh.
Lain hal, masih perlu adanya perhatian khusus pada Komir Kabupaten Subang, Kabupaten Indramayu, dan Kabupaten Karawang yang berkinerja cukup ataupun kurang. Hal tersebut disebabkan oleh keterbatasan pemahaman terkait tugas dan fungsi irigasi, fasilitas dan pembiayaan operasional Komir yang belum memadai, serta belum optimalnya program kerja sehingga koordinasi dan komunikasi diantara anggota belum terwujud dengan baik.
“Artinya masih perlu pendampingan Ditjen Bina Bangda dan koordinasi dengan _stakeholder_ terkait dalam peningkatan kinerja Komir Jatiluhur,” tutup Teguh dalam sambutannya.
Rapat koordinasi ini dihadiri oleh perwakilan dari kementerian/lembaga, pemerintah provinsi dan kabupaten/kota serta Perum Jasa Tirta II Jatiluhur. Penyelenggara juga menghadirkan narasumber dari Kementerian Perencanaan Pembangunan Nasional/Badan Perencanaan Pembangunan Nasional (PPN/Bappenas), Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR), Kementerian Pertanian (Kementan), dan Kemendagri.
