JAKARTA – Kemendagri menegaskan bahwa Rancangan Anggran Pendapatan dan Belanja Daerah (RAPBD) Provinsi yang tidak menyertakan rincian data 40% anggaran PBJ untuk PDN akan ditolak oleh Mendagri.
“Hal ini sesuai arahan Presiden tentang Peningkatan Penggunaan Produk Dalam Negeri (P3DN) yang ditujukan kepada seluruh Kementerian/Lembaga dan Pemerintah Daerah (Pemerintah Provinsi dan Kabupaten/Kota),” ungkapDirektur Jenderal Bina Pembangunan Daerah (Dirjen Bangda) Kemendagri Teguh Setyabudi, saat menjadi narasumber dialog KOMPAS TV yang mengangkat tema “Bisnis Matching Penggunaan Produk Dalam Negeri” pada Jumat, 22 April 2022.
Teguh Setyabudi mengemukakan bahwa Presiden meminta belanja produk UMKM ditingkatkan. Targetnya 40 % dari anggaran PBJ daerah untuk belanja produk UMKM – PDN.
“Peran Kemendagri dalam mendorong Pemda dalam P3DN mulai dari tahap perencanaan, penganggaran, pelaksanaan sampai pada tahao pengawasan,” ujarnya.
Untuk tahap perencanaan, tambah Teguh Setyabudi, Kemendagri telah menerbitkan Permendagri No. 17 Tahun 2021 tentang Pedoman Penyusunan RKPD. Dalam Permendagri tersebut telah diamanatkan terkait peningkatan Tingkat Kandungan Dalam Negeri (TKDN) dalam barang eksport dan juga dalam P3DN.
“Dengan demikian P3DN sudah harus masuk dalam dokumen perencanaan daerah (dokrenda),” tandasnya.
Untuk tahap penganggaran, kata Teguh lagi, Kemendagri telah menerbitkan Permendagri No. 27 Tahun 2021 ttg Pedoman Penyusunan APBD Tahun 2022. Dalam Permendagri tersebut telah diamanatkan Pemulihan Ekonomi dan Reformasi Struktural yang memuat Program dan Kegiatan P3DN.
“Selanjutnya dapat disampaikan bahwa RAPBD Provinsi sebelum disahkan harus mendapat persetujuan Menteri Dalam Negeri yang evaluasinya dilakukan oleh Ditjen Bina Keuangan Daerah. Sesuai arahan bapak Menteri Dalam Negeri, evaluasi tsb harus disertai lampiran yang merinci data 40% anggaran PBJ untuk PDN. Bila tidak sesuai, maka RAPBD tersebut tidak akan disetujui,” tegasnya.
Demikian juga dengan RAPBD Kabupaten/Kota, Menteri Dalam Negeri juga meminta Pemerintah Provinsi melakukan hal yang sama.
Untuk tahap Implementasi, menurut Tegug, telah diterbitkan Surat Edaran Bersama Mendagri dan Kepala LKPP yang antara lain menekankan kepada Pemda untuk membentuk Tim P3DN, mengalokasikan 40% anggaran PBJ untuk belanja PDN, menyusun e-catalog untuk local content dan UMKM, pengisian SIRUP dan intensif menggunakan e-purchasing dan e-kontrak dalam aplikasi LKPP.
Dalam hal pengawasannya, sesuai dengan Inpres No. 16 Tahun 2018 tentang Penggunaan Produk Dalam Negeri, Pemda harus intensif melakukan pengawasan langsung, dan melibatkan APIP baik Itwilprop maupun Itwilkab.
Demikian juga Kemendagri juga akan intensif menerjunkan Tim Itjen untuk melakukan pengawasan baik di internal Kemendagri dan juga Pemerintah Daerah.
Selanjutnya sesuai dengan Inpres No. 2 Tahun 2022 ttg Percepatan P3DN, akan juga melibatkan Kepolisian dan Kejaksaan serta BKPP yang akan melakukan koordinasi dengan APIP baik di tingkat Kementerian/Lembaga dan juga Pemerintah Daerah.
Ketika ditabta, kenapa Pemda banyak melakukan Impor untuk berbagai barang? Teguh menjawab, sebenarnya belum tentu Pemda sejak awal menginginkan barang impor, namun karena sesuatu hal dan kemungkinan juga karena kekurangpahaman Pemda mana barang impor mana yang bukan akhirnya terjadi hal yang tidak diharapkan.
“Oleh karena itu sangat penting terkait Gerakan Bangga Buatan Indonesia (BBI) dan Bisnis Matching P3DN yang sekarang sedang dilakukan dan juga sangat penting terkait penyusunan e-catalog yang sedang kita lakukan, ini akan mendorong seluruh Kementerian/Lembaga dan Pemda untuk membelanjakan minimal 40% anggaran PBJ untuk membeli PDN,” tambahnya.
Diungkapkan pula, per 20 April 2022, sudah 34 Provinsi yang telah menyusun e-catalog untuk local content. Untuk Kabupaten dan Kota sudah ada 514 daerah, dengan total 22.319 produk, oleh 1.761 penyedia, pada 548 etalase.
“Dan dari hari ke hari akan terus meningkat dan kita bersama LKPP serta Kementerian/Lembaga terkait akan terus memonitor,” pungkasnya.
