Jakarta – Kementerian Dalam Negeri (Kemendagri) menegaskan komitmennya untuk mendorong peningkatan kualitas pendidikan di Indonesia. Hal itu diwujudkan dengan upaya mendukung peningkatan efektivitas dan efisiensi dana Bantuan Operasional Pendidikan (BOP) Pendidikan Anak Usia Dini (PAUD) serta BOP Pendidikan Kesetaraan.

Di samping itu, langkah lainnya yakni dengan menjalin sinergi bersama Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi (Kemdikbud Ristek) dan Kementerian Keuangan (Kemenkeu) guna menghadirkan kebijakan akselerasi penyaluran dan peningkatan pendanaan BOP PAUD dan BOP Pendidikan Kesetaraan.

Hal itu disampaikan Pelaksana Harian (Plh.) Direktur Jenderal (Dirjen) Bina Keuangan Daerah (Keuda) Kemendagri Agus Fatoni saat memberikan sambutan mewakili Menteri Dalam Negeri (Mendagri) Muhammad Tito Karnavian, dalam acara Peluncuran Merdeka Belajar Episode 16 bertajuk “Akselerasi dan Peningkatan Pendanaan Satuan Pendidikan” secara virtual, Selasa (15/2/2022).

Fatoni menuturkan, kebijakan yang diinisiasi bersama tersebut diyakini telah memberikan dampak positif bagi para tenaga pendidikan. Pasalnya, skema itu mendorong penyaluran BOP PAUD dan BOP Pendidikan Kesetaraan dilakukan secara langsung ke rekening satuan pendidikan. Di samping itu, penggunaan dana BOP PAUD dan BOP Pendidikan Kesetaraan juga dinilai lebih fleksibel. Selain itu, peningkatan satuan biaya BOP PAUD dapat diimplementasikan sesuai karakteristik daerah.

“Kebijakan tersebut adalah terobosan yang sangat membantu kepala sekolah di daerah, apalagi di masa pandemi seperti sekarang,” tambah Fatoni.

Di lain sisi, lanjut Fatoni, penggunaan dana Bantuan Operasional Sekolah (BOS) dan BOP dapat dialokasikan untuk kebutuhan sekolah. Hal itu seperti penerimaan peserta didik baru, pengembangan perpustakaan, pelaksanaan kegiatan pembelajaran dan ekstrakurikuler, serta pelaksanaan asesmen dan evaluasi pembelajaran. Selain itu, dana tersebut juga dapat dimanfaatkan untuk keperluan administrasi sekolah, pengembangan profesi guru dan tenaga kependidikan, serta pembiayaan langganan daya dan jasa.

Fatoni berharap, berbagai kebijakan tersebut dapat meningkatkan efektivitas dan efisiensi dana BOP PAUD dan BOP Pendidikan Kesetaraan. Terlebih, kata dia, dana tersebut diperlukan guna memberikan pendidikan yang baik bagi anak usia dini untuk mempersiapkan diri sebelum memasuki pendidikan lebih lanjut.

Sementara itu, tambah Fatoni, dalam rangka mendukung kebijakan tersebut, Kemendagri bersama Kemendikbud Ristek juga telah menerbitkan Surat Edaran (SE) Bersama Mendagri dan Mendikbudristek. SE Bersama tersebut bernomor 907/6479/SJ Nomor 7 Tahun 2021 tentang Pengintegrasian Sistem Informasi Pengelolaan Dana BOS.

Berdasarkan SE Bersama itu, Kemendagri dengan Kemendikbud Ristek meresmikan Aplikasi Rencana Kegiatan dan Anggaran Sekolah (ARKAS). Aplikasi tersebut merupakan aplikasi tunggal pengelolaan dana BOS pada satuan pendidikan dasar dan menengah.

“Kita melihat kondisi saat ini standar dan tata kelola sangat beragam. Sistem penghasil data antarinstansi juga tidak terintegrasi dan ini menyebabkan perencanaan dan penganggaran juga tidak sinkron. Terlalu banyaknya aplikasi yang belum dikelola secara terintegrasi juga menyebabkan beragamnya referensi tentang data yang ada. Sehingga dipandang perlu untuk mengintegrasikan aplikasi yang ada, khususnya pada pengelolaan dana BOS,” pungkas Fatoni. (Lp)
