Kemendagri Sinkronisasi Kebijakan Penyusunan RDTR di Sekitar KEK/KI dengan Kebijakan Nasional Lainnya

SORONG –Kementerian Dalam Negeri melalui Direktorat Jenderal Bina Pembangunan Daerah (Ditjen Bina Bangda) menyelenggarakan Rapat Sinkronisasi Kebijakan Penyusunan RDTR di Sekitar KEK/KI dengan Kebijakan Nasional Lainnya (OSS RBA dan Masterplan) secara hybrid di Hotel Swiss Bell Sorong, Kamis (16/02). Kegiatan ini sebagai bentuk Fasilitasi dalam Percepatan Penyusunan Ranperkada Tentang Rencana Detail Tata Ruang (RDTR) di Sekitar Kawasan Khusus (Kawasan Industri/Kawasan Ekonomi Khusus/Kawasan Perkotaan) yang dilakukan oleh Ditjen Bina Bangda kepada pemerintah daerah yang memiliki Kawasan Industri dan Kawasan Ekonomi Khusus di daerahnya.

Rapat dibuka oleh Pj. Sekda Provinsi Papua Barat Daya sekaligus memberikan materi bersama narasumber dari Sekretariat Dewan KEK Nasional, Direktur Bina Perencanaan Tata Ruang Daerah Wilayah II Kementerian Agraria dan Tata Ruang/BPN dan Sekretaris Direktorat Jenderal Tata Ruang, Kementerian Agraria dan Tata Ruang/BPN.

Dalam Kesempatan tersebut, Ir. Edison Siagian, ME. selaku Pj. Sekda Provinsi Papua Barat Daya yang juga merupakan Direktur Sinkronisasi Urusan Pemerintahan Daerah I, menyampaikan bahwa Pemerintah Daerah perlu melakukan percepatan penyusunan Ranperkada RDTR di Sekitar KEK/KI sebagai upaya untuk mendorong Perizinan Berusaha di Daerah.

Menanggapi hal tersebut Rahma Julianti, selaku Direktur Bina Perencanaan Tata Ruang Daerah Wilayah II Kementerian Agraria dan Tata Ruang/BPN menyampaikan bahwa Kementerian ATR/BPN berupaya mendorong Pemerintah Daerah dalam Menyusun Ranperkada RDTR di Sekitar KEK/KI sebagai acuan dalam penerbitan KKPR.

“Penetapan Peraturan Kepala Daerah (Perkada) RDTR Kabupaten/Kota khususnya RDTR di Sekitar KEK/KI dilaksanakan paling lama 1 bulan sejak mendapat Persetujuan Substansi” tambah Rahma.

Dalam kesempatan ini Bambang Wijarnako, selaku Kepala Bagian Pengendalian Pembangunan dan Pengelolaan Sekretariat Dewan KEK Nasional juga turut menyampaikan bahwa Master Plan KEK yang menjadi landasan adalah masterplan yang disampaikan oleh pengusul KEK kepada Dewan Nasional pada waktu proses pengusulan KEK dan dalam hal sistem perizinan berusaha melalui Online Single Submission (OSS), persetujuan pemanfaatan ruang di KEK di dasarkan pada masterplan KEK yang telah ditetapkan

Farid Hidayat, selaku Sekretaris Direktorat Jenderal Tata Ruang, Kementerian Agraria dan Tata Ruang/BPN menyampaikan bahwa terdapat 274 Perda/Perkada yang sudah ditetapkan dan yang sudah terintegrasi OSS berjumlah 144.

“Dalam pengintegrasian dengan sistem OSS terdapat 4 dokumen yang perlu disiapkan Pemerintah Daerah yaitu Perkada dan Lampiran yang telah ditandatangani Kepala Daerah, Peta Digital, File ITBX dan File DBPZ”, tambah Farid.

Selanjutnya rapat ini menghasilkan catatan rapat yang akan menjadi bahan untuk ditindaklanjuti tidak hanya oleh pemerintah daerah namun juga kementerian/lembaga terkait.
