Jakarta – Bank Pembangunan Daerah (BPD) sebagai salah satu Badan Usaha Milik Daerah (BUMD) milik pemerintah daerah, memiliki peran penting dalam mendukung pemulihan ekonomi daerah termasuk nasional. Karena itu, Kementerian Koordinator Bidang Perekonomian (Kemenko Perekonomian) dan Kementerian Dalam Negeri (Kemendagri) berkomitmen untuk mewujudkan BPD memiliki sistem keuangan yang stabil, kuat, dan berintegritas.

Langkah ini penting, untuk mendorong perbankan daerah agar lebih maju demi memulihkan perekonomian di daerah. Karena itu, dibutuhkan upaya strategis dan inovasi untuk memperkuat peran BPD.

Pelaksana Harian (Plh.) Direktur Jenderal (Dirjen) Bina Keuangan Daerah (Keuda) Kemendagri Agus Fatoni berharap, BPD dapat memberikan pelayanan optimal kepada masyarakat pengguna jasa keuangan. “Agar kita bisa bersama-sama bangkit di dalam kondisi pandemi Covid-19 ini.

Kita mengetahui bahwa setidaknya ada tujuan BUMD, yakni memberikan manfaat bagi perkembangan perekonomian daerah, itu yang utama,” jelas Fatoni saat mewakili Menteri Dalam Negeri (Mendagri) dalam Webinar Financial BPD untuk Daerah: Menagih Strategi & Inovasi BPD untuk Pemulihan Ekonomi Daerah, Jumat (25/02/2022).

Menurutnya, kegiatan ini strategis untuk menyatukan persepsi dan komitmen dalam mengoptimalkan pengelolaan BPD agar tata kelolanya semakin baik. Gelaran ini juga menjadi peluang mewujudkan tujuan dibentuknya BUMD.

Adapun tujuan tersebut, yakni memberikan manfaat bagi perkembangan perekonomian daerah, menyelenggarakan kemanfaatan umum dan pelayanan kepada masyarakat, serta memperoleh keuntungan. Dengan demikian, BUMD termasuk BPD dapat beperan aktif dalam mendorong pemerataan pertumbuhan ekonomi dan kesejahteraan masyarakat di daerah.

“Kemendagri terus berupaya dan berkomitmen untuk mendorong kemajuan BUMD (termasuk di dalamnya BPD). Selain itu, Kemendagri terus melakukan pembinaan dan pengawasan dalam penyelenggaraan pemerintahan daerah.

Termasuk di dalamnya terkait pembagian urusan pemerintahan, pengelolaan keuangan daerah, dan kebijakan di daerah,” ucap Fatoni.

Fatoni menyampaikan, berbagai saran untuk memperkuat keberadaan BPD. Hal itu, seperti dengan menunjukkan posisioning dan menanamkan brand awareness sebagai perusahaan milik masyarakat di daerahnya. Ini dibuktikan dengan pelayanan optimal di atas harapan masyarakat.

Upaya penguatan lainnya, yakni BPD harus memanfaatkan sistem pelayanan berbasis digital dan memperluas jaringan layanan kantor hingga tingkat kecamatan.

Guna mendorong perekonomian daerah, BPD juga diharapkan mempermudah akses layanan keuangan seluas-luasnya. Hal itu terutama bagi pelaku Usaha Mikro, Kecil, dan Menengah (UMKM), serta usaha kecil lainnya.

Tak hanya itu, pemerintah daerah (pemda) juga perlu memaksimalkan peran BPD sebagai mitra kerja di bidang keuangan terutama dalam mengelola keuangan daerah. Di lain sisi, Fatoni juga membeberkan data laju perkembangan BPD. Dari total 1.097 unit BUMD, saat ini jumlah BPD sebanyak 26 usaha yang tersebar di seluruh Indonesia.

Sedangkan mengacu pada data Otoritas Jasa Keuangan (OJK) per September 2020, saat ini total aset BPD se-Indonesia sebesar Rp 796 triliun dan total kredit Rp 473,16 triliun. Adapun total dana pihak ketiga sebesar Rp 646,7 triliun dan laba bersih Rp 9,8 triliun.

Fatoni mengatakan, dengan jumlah aset yang besar tersebut tentunya dapat mendorong pertumbuhan ekonomi. “Sehingga kita bersama-sama mendorong agar BPD bisa memberikan manfaat pada perekonomian di daerah,” pungkas Fatoni.
