JAKARTA – Dir Dafduk (Direktur Pendaftaran Penduduk) Dukcapil Kemendagri David Yama mengungkapkan, ada 5 elemen data dalam biodata penduduk yang wajib dirahasiakan. Hal ini Ia sampaikan dalam sesi tanya jawab acara penandatanganan PKS (Perjanjian Kerja Sama) antara Dukcapil Kemendagri dengan Yayasan Thisable di Jakarta, Senin (10/4/2023).

“Ada 31 elemen data totalnya dalam biodata penduduk dari mulai NIK, Nama, Alamat, Tempat Tanggal Lahir, Golongan Darah, Nama Ibu Kandung, Nama Bapak Kandung dan seterusnya sampai pada 5 data yang wajib dirahasiakan,” kata Yama.

Yama menjelaskan, lima elemen data yang wajib dirahasiakan itu meliputi; (1) Data Disabilitas, (2) Aib Seseorang, (3) Tanda tangan, (4) Iris Mata, dan (5) Sidik Jari.

Sebagai informasi, PKS Dukcapil-Thisable ini terkait dengan Pendataan, Perekaman, Penerbitan dan Pemutakhiran Dokumen Kependudukan bagi Penduduk Penyandang Disabilitas. PKS diteken langsung oleh Dirjen Dukcapil Kemendagri Teguh Setyabudi dan Ketua Yayasan Thisable Angkie Yudistia yang juga dikenal sebagai Staf Khusus Presiden RI bidang Sosial.

Dalam sambutannya, Dirjen Teguh menegaskan, PKS ini diharapkan menjadi pemicu dan penggerak semua pihak (sektor pemerintahan, sektor yayasan dan panti-panti) untuk menyamakan persepsi akan pentingnya instumen pendataan dan data penyandang disabilitas yang bersumber dari data kependudukan by NIK, by Name dan by Address untuk dijadikan acuan dalam perencanaan pembangunan, alokasi anggaran dan pembangunan demokrasi.

Sementara Angkie Yudistia mengungkapkan, kerjasama data disabilitas dengan Dukcapil sedianya sudah dimulai sejak tahun lalu dan terbukti sangat membantu kaum disabilitas, termasuk dalam agenda vaksinasi Covid-19. Ia berharap kerjasama data dengan Dukcapil di tahun ini bisa lebih bermanfaat, bagi pembangunan umumnya, dan bagi kaum disabilitas khususnya.

“Kami sangat berterima kasih kepada Pak Dirjen Dukcapil dengan perjanjian kerjasama kali ini, artinya komitmen kita nyata,” kata Angkie.

Turut hadir dalam penandatanganan PKS Dukcapil-Thisable ini antara lain, Dewan Perkumpulan Penyandang Disabilitas Indonesia, Himpunan Wanita Disabilitas Indonesia, Dewan Pengurus Gerakan untuk Kesejahteraan Tunarungu Indonesia, Staf Khusus Presiden RI Diaz Hendropriyono, dan sejumlah Kepala Dinas Dukcapil beserta tamu undangan lainnya.

Sebagai pengingat, Teguh Setyabudi adalah Dirjen baru bagi Ditjen Dukcapil Kemendagri. Ia dilantik pada 15 Maret 2023 lalu. Sebelumnya, Teguh adalah Dirjen Bangda (Pembangunan Daerah) Kemendagri sejak 2022 hingga 2023. Sebagai eselon 1, Ia juga pernah menjabat Kepala BPSDM (Badan Pengembangan Sumber Daya Manusia) Kemendagri medio 2016 – 2022. Selain itu, Teguh juga pernah didapuk menjadi Pj Gubernur Sulawesi Tenggara pada 2018, dan Pjs Gubernur Kalimantan Utara pada 2020.***Dukcapil
