Kepala BPSDM Kemendagri Gelar Diklat Camat di Perbatasan Antarnegara

Batam – Badan Pengembangan Sumber Daya Manusia (BPSDM) Kementerian Dalam Negeri (Kemendagri) menggelar Pendidikan dan Pelatihan (Diklat) bagi Camat di Perbatasan Antarnegara, dari Senin (21/3/2022) hingga Jumat (25/3/2022). Diklat yang berlangsung di Kota Batam, Kepulauan Riau (Kepri) tersebut digelar untuk meningkatkan pengetahuan, keterampilan, dan sikap peserta di bidang kepamongprajaan bagi camat di wilayah perbatasan. Diharapkan melalui diklat ini, para peserta akan mampu berperan sebagai pemimpin, koordinator pemerintahan, dan mediator masyarakat guna mendukung optimalisasi penyelenggaraan pemerintahan daerah.

Dalam sambutannya, Kepala BPSDM Kemendagri Sugeng Hariyono menjelaskan, permasalahan perbatasan merupakan hal yang kompleks. Oleh karena itu, diperlukan Aparatur Sipil Negara (ASN) kepamongprajaan yakni camat yang memiliki strategi pengembangan wilayah perbatasan. Hal ini sebagai upaya mengejar ketertinggalan, menanggulangi kemiskinan di wilayah terisolir, serta mengatasi kesenjangan antarnegara.

Menurutnya, salah satu langkah yang dapat dilakukan yakni menciptakan pusat-pusat pertumbuhan ekonomi di kecamatan di wilayah tertinggal dan terisolir secara selektif, bertahap, sesuai dengan prioritas serta kebutuhan.

“Pemberian kewenangan berbeda bagi camat perbatasan sangat tepat dilakukan agar permasalahan-permasalahan yang selama ini terjadi dapat segera terselesaikan. Pemerintah daerah yang ada di daerah perbatasan akan terus mendukung kebijakan pemerintah pusat, karena dengan saling mendukung dan saling berkoordinasi, permasalahan-permasalahan yang selama ini terjadi akan dapat segera diatasi,” ujar Sugeng.

Sementara itu, dalam kesempatan yang sama, Sekretaris Badan Nasional Pengelola Perbatasan (BNPP) Restuardy Daud mengatakan, tugas camat dalam menjaga daerah perbatasan memiliki tantangan yang berbeda dengan wilayah lainnya. Sebab, dibutuhkan perhatian dan pertimbangan yang lebih kompleks dalam mengelola daerah perbatasan.

“Penguatan peran camat perbatasan sangat penting dilakukan dikarenakan daerah perbatasan memiliki bermacam-macam persoalan-persoalan krusial, seperti hal keamanan, ketertiban, penegakan hukum dan pengawasan lalu lintas orang, serta barang ilegal,” kata Restuardy.

Dirinya menyebutkan, program penguatan peran camat perbatasan telah sejalan dengan arahan Presiden Joko Widodo dalam rangka pembangunan nasional. Salah satunya dalam hal memajukan poros maritim di Indonesia. Untuk itu, diharapkan pemahaman tentang wilayah perbatasan tidak hanya terbatas pada persoalan keamanan, melainkan juga mengenai ikhtiar memaksimalkan potensi yang terdapat di kawasan tersebut.

Dalam diklat tersebut turut hadir beberapa narasumber yang kompeten di bidangnya, antara lain unsur pejabat dari BNPP, Direktorat Jenderal (Ditjen) Bina Administrasi Kewilayahan (Adwil), dan BPSDM Kemendagri.
