*JAKARTA* – Ketua MPR RI sekaligus Wakil Ketua Umum Partai Golkar Bambang Soesatyo menuturkan sebagai pemegang Keketuaan ASEAN 2023, Indonesia berpeluang menjadikan ASEAN sebagai lokomotif dalam mewujudkan kawasan Indo-Pasifik yang damai dan stabil. Sekaligus menjadikan ASEAN sebagai pusat pertumbuhan ekonomi. Optimisme ini memiliki landasan yang kuat. Misalnya dari penilaian Asian Development Bank yang memproyeksikan pertumbuhan ekonomi ASEAN pada tahun 2023 akan mencapai 4,7 persen, di saat proyeksi pertumbuhan ekonomi global diperkirakan Bank Dunia hanya mencapai 1,7 persen.

Selain itu, tahun 2022 yang lalu Presiden Jokowi telah sukses membawa kepemimpinan Indonesia pada momentum G20, sebagai pemimpin perdamaian dunia menghadapi tantangan besar global berupa 4C (Conflict, Crisis, Climate Change dan Covid-19). Tahun ini, diharapkan Indonesia akan kembali mengulang kesuksesan tersebut, dengan memanfaatkan momentum kepemimpinan Indonesia pada ASEAN 2023, serta memperjuangkan visi “ASEAN Matters and Epicentrum of Growth”. Program pembangunan hilirisasi dan kerjasama antar negara anggota ASEAN, bagi sebagian komunitas global, justru dianggap sebagai tantangan, khususnya komunitas Uni Eropa.

“Karena itu, kita harus pandai memanfaatkan kekuatan ASEAN Economic Community yang memiliki 650 juta penduduk dari 10 negara, sebuah angka yang cukup signifikan untuk diberdayakan, dalam menghadapi Komunitas Uni Eropa (EU) dengan jumlah penduduk Uni Eropa dengan 447 juta penduduk (dari 27 negara). Untuk merealisasikan komitmen tersebut, membutuhkan kesiapan dari segenap elemen. Khususnya dalam penguatan kompetensi ASEAN untuk menjawab berbagai tantangan global. Karena itu, tema yang diangkat Web Summit pada hari ini memiliki relevansi dan kontekstualisasi, yaitu dalam urgensi membangun keamanan, kepercayaan, daya saing, dan literasi teknologi,” ujar Bamsoet saat memberikan Keynote Speech secara virtual pada acara Web Summit Data Secure AI 2023, diselenggarakan secara virtual oleh Asosiasi Big Data dan Artificial Intelligence (ABDI), di Jakarta, Selasa (7/3/23).

Ketua DPR RI ke-20 dan mantan Ketua Komisi III DPR RI bidang Hukum, HAM, dan Keamanan ini menjelaskan, merujuk pada sub tema “Data and Cyber Security”, patut disyukuri bahwa perlindungan data pribadi telah dijamin dengan lahirnya UU No. 27/2022 tentang Perlindungan Data Pribadi. UU ini tidak hanya melindungi kedaulatan data pribadi masyarakat dan konsumen, namun juga melindungi dari pencurian data pribadi oleh peretas. Di samping itu, untuk melindungi masyarakat dalam bertransaksi elektronik dan mendapatkan informasi, juga telah diatur dalam Undang-Undang tentang Informasi dan Transaksi Elektronik.

Perlindungan data menjadi isu penting di tengah lompatan kemajuan teknologi, khususnya teknologi informasi. Pandemi Covid-19 telah mendorong percepatan digitalisasi dan migrasi sektor bisnis dan aktivitas sosial masyarakat, menuju era cyberspace (dunia maya), dan selanjutnya metaverse (realitas virtual).

“Di satu sisi, teknologi memiliki sisi manfaat, khususnya saat ini dalam konteks percepatan pemulihan ekonomi, baik di Indonesia maupun ASEAN. Namun di sisi lain, teknologi juga menghadirkan sisi mudharat dan sisi gelap yang harus diantisipasi oleh negara-negara ASEAN, seperti munculnya para pembobolan data. Kasus Bjorka adalah contoh nyata adanya risiko ancaman eksploitasi terhadap kerentanan perlindungan data,” jelas Bamsoet.

Wakil Ketua Umum Pemuda Pancasila dan Kepala Badan Hubungan Penegakan Hukum, Pertahanan dan Keamanan KADIN Indonesia ini menerangkan, urgensi membangun kerjasama di sektor keamanan siber inilah yang melatarbelakangi lahirnya ASEAN Cybersecurity Cooperation Strategy untuk membangun kapasitas ruang siber yang aman dan terpercaya pada pelayanan publik dan kegiatan online masyarakat di kawasan ASEAN. Strategi Kerjasama Keamanan Siber ASEAN ini memberikan peta jalan kerjasama regional untuk mencapai tujuan ruang siber ASEAN yang aman dan terjamin, sejalan dengan Keamanan dan Jaminan Informasi strategis dalam Rencana Induk TIK ASEAN 2020.

Menjalin kolaborasi dan kerjasama tingkat nasional dan regional ASEAN menjadi isu yang strategis dan krusial, mengingat para peretas dan pelaku kriminal siber juga berkolaborasi memanfaatkan Cyberspace, DarkWeb, hingga Metaverse dengan berbagai teknologi terkini seperti Big Data analytics, Data Science, AI, Blockchain NFT.

“Badan Hubungan Penegakan Hukum, Pertahanan dan Keamanan KADIN Indonesia telah mulai membangun kolaborasi dengan segenap stakeholder Pertahanan dan Keamanan Nasional dan Regional ASEAN. Antara lain dengan koordinasi BSSN (Badan Siber dan Sandi Negara), Lemhannas, Polri, BIN, Kejaksaan, Kementerian Pertahanan, Kementerian Kominfo, serta Kementerian Koordinator bidang Polhukam, sebagai upaya memberikan perlindungan data pribadi masyarakat pada berbagai layanan publik pemerintah maupun enterprise,” pungkas Bamsoet.
