KKP Tingkatkan terus Bantuan bagi Nelayan Nusantara

JAKARTA – Kementerian Kelautan dan Perikanan berupaya terus meningkatkan alokasi anggaran yang dibutuhkan dalam rangka menggelontorkan sejumlah bantuan bagi para nelayan yang beroperasi di kawasan perairan Nusantara.

“KKP terus menggenjot bantuan kapal melalui APBN,” kata Dirjen Perikanan Tangkap KKP Sjarief Widjaja di Jakarta, Kamis.

Menurut Sjarief, pihaknya juga terus menciptakan kondisi iklim yang kondusif bagi pengembangan dunia usaha perikanan.

Sebelumnya, Kesatuan Nelayan Tradisional Indonesia (KNTI) menginginkan pemerintah dapat mewujudkan regulasi benar-benar memberikan perlindungan kepada wilayah perikanan nelayan tradisional dan tanah yang selama ini telah dimanfaatkan oleh masyarakat pesisir.

Menurut Ketua DPP KNTI Marthin Hardiwinata, hal tersebut dapat dilakukan antara lain dengan mengakui dan mengidentifikasi termasuk melakukan pencatatan atas setiap pemanfaatan sumber daya perikanan dan tanah yang telah ada dan berjalan di pesisir dan pulau-pulau kecil, termasuk dalam perencanaan zonasi tata ruang laut dan kawasan pesisir.

Marthin berpendapat, permasalahan agraria yang terjadi di kawasan pesisir dilakukan oleh berbagai pelaku yang berasal dari beragam sektor industri di Tanah Air sehingga situasinya juga sangat kompleks.

Menurut dia, pelaku yang mengakibatkan terjadinya permasalahan agraria di kawasan pesisir antara lain industri nonekstraktif seperti pariwisata hingga industri ekstraktif termasuk pertambangan.

Ia berpendapat, “perselingkuhan” antara pengusaha dan penguasa di daerah yang terjadi di lapangan tak jarang juga menjadi faktor penunjang dalam penindasan masyarakat pesisir.

Marthin juga menuturkan, pemberian hak atas tanah di wilayah pesisir dan pulau-pulau kecil untuk pariwisata akan mendorong dan mempermudah perampasan lahan untuk investasi pariwisata.

“Masalah penguasaan tanah pulau kecil dengan menggunakan nama perorangan untuk usaha pariwisata, istilah umumnya penggunaan nominee atau perjanjian pinjam nama oleh warga negara asing, juga luput dari perhatian,” paparnya.

Untuk itu, KNTI mendesak pemerintah melakukan pengakuan dan identifikasi termasuk pencatatan atas setiap pemanfaatan sumber daya perikanan dan tanah yang telah ada dan berjalan di pesisir dan pulau-pulau kecil.

Kemudian, dalam perencanaan tata ruang laut dan rencana zonasi wilayah pesisir dan pulau-pulau kecil hendaknya memberikan perlindungan kepada wilayah perikanan nelayan dan tanah yang telah dimanfaatkan oleh nelayan dan petambak selama ini.
