Jakarta – Direktur Jenderal (Dirjen) Bina Administrasi Kewilayahan (Adwil) Kementerian Dalam Negeri (Kemendagri) Safrizal ZA menekankan, kunci efektivitas kebijakan pencegahan penularan Covid-19 pada kegiatan halalbihalal adalah kolaborasi. Kebijakan tersebut tertuang dalam Surat Edaran (SE) Menteri Dalam Negeri (Mendagri) Nomor 003/2219/SJ tanggal 22 April 2022 tentang Pelaksanaan Halalbihalal pada Idulfitri Tahun 1443 H/2022 yang ditujukan kepada gubernur dan bupati/wali kota seluruh Indonesia.

“Tanpa kolaborasi mustahil penanganan pandemi kita berhasil dan setidaknya dinilai sukses oleh berbagai kalangan,” ujar Safrizal dalam sesi wawancara dengan CNN Indonesia yang disiarkan langsung di Trans TV, Minggu (24/4/2022).

Safrizal meminta pemerintah daerah (pemda) dan Forum Koordinasi Pimpinan Daerah (Forkopimda) untuk memainkan kolaborasi kunci di wilayah masing-masing. Hal itu dapat dilakukan di antaranya dengan tetap melibatkan tokoh agama, tokoh pemuda, dan tokoh masyarakat. “Sehingga terwujud suatu orkestrasi komunikasi publik, baik lewat jalur langsung door to door maupun sosial media,” ujar Safrizal.

Selain itu, dijelaskan pula bahwa SE Mendagri ini secara spesifik memberikan atensi terhadap kegiatan yang berpotensi menimbulkan kerumunan. Hal ini sejalan dengan pengaturan dalam Instruksi Mendagri (Inmendagri) Nomor 22 Tahun 2022 tentang PPKM Level 3, 2, 1 Covid-19 di Wilayah Jawa Bali; dan Inmendagri Nomor 21 Tahun 2022 tentang PPKM Level 3, 2, 1 serta Mengoptimalkan Posko Penanganan Covid-19 di Tingkat Desa dan Kelurahan untuk Pengendalian Penyebaran Covid-19 di Wilayah Luar Jawa Bali.

“Jadi Posko Desa dan Kelurahan harus berperan aktif, yang terus berkoordinasi secara intensif dengan aparat kewilayahan, Satpol PP, Satlinmas, dan jajaran RT, RW, dan seterusnya. Sementara itu, Gubernur dan Wali Kota/Bupati adalah Kasatgas di daerah, maka harus terus monitor dan lakukan koordinasi intensif dengan jajaran Forkopimda,” jelas Safrizal.

Oleh karena itu, keterlibatan seluruh pemda dan elemen masyarakat dengan selalu berkoordinasi dalam pengawasan kegiatan halalbihalal menjadi kunci keberhasilan. Selain sebagai langkah antisipasi penyebaran Covid-19, strategi ini bertujuan untuk meminimalkan terjadinya pelanggaran peraturan yang disertai sanksi di masyarakat.

“Pemerintah selalu meletakkan sanksi sebagai pilihan terakhir. Karena yang dikedepankan adalah partisipasi, bukan sanksi. Demikian pula aparat di lapangan, selalu mengedepankan persuasi dengan tetap tegas. Dalam koridor itu, sanksi tentunya diterapkan sesuai koridor peraturan perundang-undangan, baik berbagai regulasi yang dikeluarkan oleh pemerintah pusat maupun peraturan daerah,” jelas Safrizal.

Lagi pula, pemerintah saat ini dinilai jauh lebih siap dalam menghadapi pandemi. Selain belajar dari pengalaman, pemerintah juga terus memperkuat berbagai fasilitas kesehatan dan meningkatkan kapasitas tenaga kesehatan. “Sampai saat ini capaian vaksin juga memadai, mulai dari dosis 1, 2 dan 3 atau booster,” ujarnya.

Atas upaya tersebut, untuk menguji secara ilmiah, Kementerian Kesehatan (Kemenkes) bersama Kemendagri dan Tim Pandemi Fakultas Kesehatan Masyarakat (FKM) Universitas Indonesia (UI) juga telah melakukan survei serologi antibodi penduduk Indonesia terhadap virus SARS-CoV-2. Hasilnya, seperti yang telah diumumkan oleh ketiga pihak tersebut, diketahui sebanyak 86,6 persen populasi Indonesia memiliki antibodi terhadap Covid-19.
