KESBANG, TANGERANG –  Komisi Pemilihan Umum (KPU) RI menggelar simulasi Pemilu 2019 di Kabupaten Tangerang Provinsi Banten untuk mendapat referensi teknis penyelenggaraan yang hasilnya akan menjadi rujukan penyusunan Peraturan PKPU mengenai teknis pemungutan suara.

Komisioner KPU RI, Ilham Saputra yang ikut memantau langsung simulasi yang dgelar di lapangan sepak bola yang terletak di Kelurahan Sindang Sono, Kecamtan Sindangjaya tersebut menyebut pihaknya ingin mendapatkan referensi di sejumlah poin seperti soal waktu pemungutan suara, penghitungan suara, dan penggunaan kotak suara.

“Kami ingin mendapatkan berapa waktu yang dibutuhkan saat pemungutan suara, penghitungannya, penetapannya sampai publikasi, juga mengidentifikasi jumlah pemilih ideal di satu TPS maksimalnya berapa agar waktunya cukup,” kata Ilham yang membidangi teknis di KPU, Sabtu (19/8/17).

Dalam simulasi ini melibatkan 500 warga yang menjadi pemilih dengan menyoblos lima lembar kertas suara sekaligus yakni untuk memilih DPRD tingkat kabupaten, DPRD tingkat provinsi, DPD RI, DPR RI, dan presiden. Namun, terkecuali untuk Provinsi DKI Jakarta, Ilham menyebut warga DKI hanya akan mencoblos empat surat suara karena tidak ada DPRD tingkat kota atau kabupaten.

Menurut Ilham, waktu yang disediakan KPU RI untuk melakukan pemungutan suara ialah sejak pukul 07.00 sampai pukul 13.00. Jika jumlah pemilih 500 orang menggunakan waktu lebih dari jam tersebut, hal itu akan menjadi bahan evaluasi untuk mengurangi jumlah pemilih pertempat pemungutan suara agar tidak mencapai 500 orang.

“Kalau 500 orang waktunya tdak cukup, maka nanti per-TPS tidak akan menapai segitu jumlah pemilihnya. Kami kurangi sampai berapa yang cukup mencoblos sampai pukul 13.00,” ujarnya.

Simulasi pertama Pemilu 2019 ini diselenggarakan pertama kali di Banten disebabkan KPU Provinsi Banten menjadi yang paling siap menyelenggarakan. Namun demikian, Ilham menyebut simulasi akan dilakukan beberpa kali dan wilayah lainnya akan turut menjadi lokasi.

Dalam kesempatan yang sama, Ketua KPU RI, Arief Budiman menyatakan dalam simulasi KPU sudah menggunakan kotak suara transparan dengan lima bahan yang berbeda. Ada satu buah kotak suara dari boks berbahan plastik utuh dan transparan keseluruhan, dan kotak suara lainnya berbahan kardus kedap air yang transparan baik di satu sisi saja, dua sisi maupun tiga sisi.

Menurutnya, simulasi penggunaan kotak suara transparan ini juga untuk mendapatkan konsep terbaik dalam hal bahan dan ketahanan kotak suara.

“Untuk desain memang masih belum ditetapkan, makanya kami gunakan banyak bentuk kotak suara,” ujarnya.

Arief pun menambahkan tak hanya soal kotak suara transparan, dari gelaran simulasi diharapkan KPU bisa mendapat gambaran proses yang menjadi bahan evaluasi agar Pemilu 2019 berjalan makin transparan.

“Lebih penting seluruh rangkaian berjalan transparan bukan hanya kotak suaranya yang transparan,” tandasnya. (
