Jika tidak ada aral melintang, pada tanggal 17 Oktober 2022 mendatang Provinsi DKI Jakarta akan dipimpin oleh Penjabat (Pj) Gubernur yang menggantikan Anis Rasyid Baswedan – Ahmad Riza Patria yang telah habis masa jabatannya. Penjabat Gubernur tersebut akan menjalankan oprasional dan administrasi pemerintahan Provinsi DKI Jakarta sampai pelaksaan pemilihan kepala daerah (Pilkada) pada tahun 2024 mendatang.
Sejatinya, proses pergantian dari pejabat ke penjabat gubernur atau bupati dan walikota merupakan hal yang wajar dan lumrah terjadi di hampir semua daerah di Indonesia. Ketika masa jabatan pejabat kepala daerah habis dan pelaksanaan Pilkada belum bisa dilakukan, maka untuk sementara waktu jabatan kepala daerah akan dijabat oleh penjabat sementara. Penjabat kepala daerah tersebut bertugas untuk melaksanakan seluruh fungsi dan peran pejabat kepala daerah peran dalam menjalankan seluruh aktivitas pelayanan dan administrasi pemerintahan sampai prosesi Pilkada dilakukan.
Namun dalam konteks DKI Jakarta, prosesi peralihan jabatan yang lumrah dan biasa tersebut menjadi hal yang luar biasa dan berbeda dari prosesi pada umumnya. Hal ini terjadi karena Provinsi DKI Jakarta memiliki peran dan fungsi strategis dalam dinamika ekonomi politik nasional. Pemilihan Pj. Gubernur Provinsi DKI Jakarta menjadi sangat krusial. Penjabat Gubernur nanti harus mampu menjalankan, mempertahankan, bahkan meningkatkan peran dan fungsi Provinsi DKI Jakarta dalam ekonomi politik nasional.
Sebagaimana diketahui, selama ini Provinsi DKI Jakarta menjadi episentrum perekonomian nasional. Hampir seluruh aktivitas perekonomian nasional dikendalikan dari Jakarta. Hal ini menjadikan DKI Jakarta ibarat organ jantung dalam sistem anatomi tubuh manusia. Ibarat memompa darah ke seluruh jaringan tubuh, Provinsi DKI Jakarta memompa peredaran uang sampai ke pelosok daerah. Kinerja aktivitas perekonomian di Provinsi DKI Jakarta akan sangat memengaruhi kinerja dan aktivitas perekonomian di daerah-daerah di luar DKI Jakarta.
Kondusifitas di DKI Jakarta harus benar-benar dijaga. Oleh karena itu, figur Pj. Gubernur DKI Jakarta mendatang diharapkan mampu menciptakan kondusifitas tersebut dengan mengelola dinamika yang terjadi di DKI Jakarta dengan baik. Penjabat Gubernur harus mampu mengelola dinamika di DKI Jakarta baik dinamika politik dan sosial kemasyarakatan maupun dinamika ekonomi, investasi dan perdagangan.
Provinsi DKI Jakarta merupakan pusat pergerakan orang yang menjadikannya sebagai pusat aktivitas perekonomian. Sampai saat ini Provinsi DKI Jakarta masih menjadi provinsi terpadat di Indonesia. Pada siang hari, jumlah orang yang beraktivitas di DKI Jakarta bisa mencapai 11 juta jiwa yang terdiri dari masyarakat yang tinggal di DKI Jakarta dan masyarakat yang berasal dari daerah-daerah penyangga yang bekerja di DKI Jakarta yang mencapai 3-4 juta jiwa.
Tingkat heterogenitas masyarakat di DKI Jakarta sangat tinggi baik heterogenitas berdasarkan latar belakang suku, ras, agama, kelompok, tingkat pendidikan, maupun tingkat ekonomi. Heterogennya masyarakat DKI Jakarta menjadikan pola sikap dan pola perilaku masyarakat di Provinsi DKI Jakarta sangat beragam. Oleh karena itu, tantangan yang dihadapi oleh Pj. Gubernur DKI Jakarta mendatang relatif lebih besar dibanding Pj. Kepala daerah di daerah lainnya di luar Provinsi DKI Jakarta.
Sejarah Dinamika Politik Jakarta
Penjabat Gubernur DKI Jakarta yang menggantikan Anies memiliki tantangan yang tidak kecil dan mudah. Tidak hanya mengelola pelayanan dan administrasi pemerintahan serta membangun perekonomian yang lebih kuat, Pj. Gubernur nanti harus mampu menciptakan iklim yang sejuk, yang bisa merangkul semua kelompok masyarakat yang selama lima tahun terakhir mulai terpolarisasi secara signifikan. Penjabat Gubernur harus bisa meredam bahkan menghilangkan riak-riak perpecahan dari sisa kontestasi politik Pilkada DKI Jakarta pada tahun 2017 silam. Tidak boleh ada lagi istilah kampret dan cebong di dalam kamus bahasa pergaulan masyarakat DKI Jakarta.
Oleh karena itu, Pj. Gubernur mendatang haruslah figur yang tepat yang dapat diterima oleh semua kelompok dan lapisan masyarakat. Figur yang dipercaya oleh semua masyarakat mampu membangun kembali persatuan yang sempat terkoyak karena kontestasi politik identitas yang terlalu kuat. Figur tengah yang tidak condong ke salah satu kelompok sehingga mampu melaksanakan dan menjaga proses Pilkada mendatang dengan baik, jujur, dan adil.
Kolektif Membangun Jakarta
Provinsi DKI Jakarta adalah barometer Indonesia. Provinsi DKI Jakarta harus mampu membawa kesejukan sampai ke seluruh pelosok Indonesia. Provinsi DKI Jakarta harus bisa menjadi stabilisator bagi perekonomian nasional yang sedang diterjang badai pandemi Covid-19. Bahkan, DKI Jakarta harus bisa menjadi bumper yang mampu menggerakkan perekonomian nasional di tengah kondisi yang serba sulit. Namun, perekonomian yang kuat tidak mungkin tercipta jika stabilitas sosial kemasyarakatan tidak terbangun dengan baik.
Membangun ekonomi yang kuat diperlukan dukungan dan peran serta seluruh elemen masyarakat. Masyarakat harus memiliki kesadaran kolektif untuk bahu membahu dan saling membantu mewujudkan perekonomian yang lebih berkualitas, kuat, mandiri, adil, dan merata bagi seluruh masyarakat Indonesia. Perbedaan pilihan politik tidak boleh menjadi alasan untuk saling membenci dan menghancurkan. Perbedaan pandangan, pendapat, dan pilihan politik merupakan hal yang biasa dan wajar terjadi di negara yang menganut sistem politik demokratis.
Oleh sebab itu, perpecahan antar elemen masyarakat yang pernah mencuat pada kontestasi politik tahun 2017 silam tidak boleh terulang kembali karena akan menghambat proses pembangunan di DKI Jakarta dan tentunya di Indonesia. Kontestasi politik yang akan dilaksanakan pada tahun 2024 mendatang tidak boleh kembali menggunakan strategi belah bambu dengan melakukan dikhotomi masyarakat seperti yang terjadi pada tahun 2017 silam. Pesta politik di Provinsi DKI Jakarta pada tahun 2024 mendatang harus membawa angin segar yang menyejukkan yang dapat mendorong pembangunan ekonomi Jakarta lebih baik.
Prosesi Pilkada tahun 2024 mendatang harus mampu mengirimkan signal positif ke seluruh pelosok negeri. Signal yang mampu memperkuat dan mempersatukan seluruh elemen bangsa.
