JAKARTA – Rancangan Undang-Undang (RUU) Tujuh Provinsi Resmi disahkan menjadi Undang-Undang (UU) dalam Rapat Paripurna di DPR RI, Selasa (15/2/2022).

Tujuh UU provinsi itu, yakni UU tentang Provinsi Sulawesi Selatan (Sulsel), Sulawesi Tengah (Sulteng), Sulawesi Tenggara (Sultra), Sulawesi Utara (Sulut), Kalimantan Timur (Kaltim), Kalimantan Selatan (Kalsel), dan Kalimantan Barat (Kalbar).

“Alhamdulillah sudah disahkan tujuh UU untuk tujuh provinsi,” kata Menteri Dalam Negeri (Mendagri) Muhammad Tito Karnavian.

Dalam kesempatan itu, ia juga mengapresiasi berbagai pihak yang dinilainya telah bekerja efektif dan penuh dedikasi sehingga mampu merampungkan tujuh RUU tersebut hingga disahkan menjadi UU.

“Atas nama pemerintah, kami mengucapkan terima kasih dan menyampaikan penghargaan yang setinggi-tingginya pada semua pihak yang telah membuat tujuh RUU provinsi ini dapat ditetapkan menjadi UU,” pujinya.

Mendagri menjelaskan, tujuh UU provinsi yang telah disahkan bukan bertujuan membentuk daerah baru, tetapi dasar hukumnya masih mengacu pada regulasi lama sehingga perlu diperbaharui dan disesuaikan dengan kondisi sekarang. Misalnya saja, UU yang mengatur tentang provinsi sebelumnya termuat dalam Peraturan Pemerintah (PP) Nomor 21 Tahun 1950 tentang Pembentukan Daerah Provinsi, yang masih mengacu UU Republik Indonesia Serikat (RIS).

“Aspirasi dari semua kepala daerah, tokoh-tokoh masyarakat dari tujuh provinsi itu, sesuai aturan UU, satu provinsi itu adalah satu UU, bukan gabungan, sekarang kan situasinya berbeda,” ujarnya.

Dengan demikian, disahkannya tujuh UU ini akan memberikan kepastian dan kekuatan hukum bagi produk hukum turunannya, seperti Peraturan Daerah (Perda) dan Peraturan Kepala Daerah (Perkada).

Tak hanya itu, Mendagri menambah, UU ini juga akan memberikan kepastian hukum bagi  wilayah yang mengalami perkembangan pemekaran wilayah, misalnya saja Minahasa Utara dan Minahasa Selatan yang sebelumnya tak tercantum dalam UU lama. Akibatnya, kedua kabupaten hasil pemekaran tersebut, tak memiliki dasar hukum dalam membuat produk hukum atau kebijakan.

“Ada kabupaten baru misalnya, Minahasa Utara, Minahasa Selatan, dalam UU enggak disebut, sehingga dalam UU ini dimasukkan,” tutur Mendagri.

Mendagri mengapresiasi inisiatif DPR RI yang telah cepat merespons kebutuhan dan aspirasi masyarakat di tujuh provinsi. Hal ini pun direspons pemerintah secara cepat sehingga pembahasan dapat dilakukan secara efektif. Meski demikian, cepatnya pembahasan di DPR tak terlepas dari pelibatan masyarakat dengan menyampaikan aspirasi.

“Ini mungkin salah satu produk, tujuh UU sekaligus yang cepat, dan saya kira ini adalah prestasi tersendiri bagi DPR RI dan ini akan menjadi model untuk daerah lain, penyusunan UU dengan cepat tapi tidak menegasikan tahapan-tahapan sesuai aturan, termasuk menyerap apresiasi masyarakat,” pungkasnya.
