JAKARTA – Timbulnya berbagai sikap yang mencerminkan lemahnya rasa kebangsaan, serta munculnya persepsi yang salah tentang makna kebhinekaan semakin merebak di daerah-daerah. menarik untuk melihatnya ada apa dengan bangsa kita saat ini?
Untuk mencari tahu akar masalahnya, Tim Redaksi mencoba menggalinya dari pandangan Bung Bangun K Sitohang sebagai Ketua Lembaga Kajian Nilai Menjadi Orang Indonesia yang kesehariannya juga menjabat Kasubdit Implementasi Kebijakan Politik di Ditjen Politik dan Pemerintahan Umum, Kemendagri.
Awal perbincangan, saat membuka pembicaraan vis telp, Bung Tohang menyatakan, semua permasalahan bangsa dan negara dalam membahasnya harus dengan nilai Pancasila dan UUD 1945.
Menurut beliau, tanpa bercermin dengan konsensus tersebut maka hanya bermimpi hidup rukun dan harmonis sebagai satu bangsa, ini kata kunci kesatuan bangsa dan politik NKRI. Hal ini sangat ditekankan Bung Tohang yang juga fungsionaris Majelis Pimpinan Nasional Pemuda Pancasila.
Ketika diminta tanggapannya dengan merebaknya intoleransi dan merebaknya disharmoni dalam kehidupan bermasyarakat pasca reformasi, padahal UU baru, pelaku politik di  daerah baru, ada apa dengan bangsa kita? Menurut bung Tohang, masalah tersebut sebenarnya karena pemda (red: kepala daerahnya) tidak serius merawat kesatuan bangsa.
Saat ditanyakan kenapa bung Tohang menekankan aspek Kepala Daerah, karena kesatuan bangsa itu integral dengan kehidupan demokrasi dan secara tegas di UU No. 23 Tahun 2014 tentang Pemda pada ketentuan Pasal 67 terdapat Kewajiban Kepala Daerah dan Wakil Kepala Daerah mengembangkan kehidupan demokrasi. Selanjutnya sebagai pelaksananya siapa ? Ya tentu pembantu kepala daerah.
Saat dikonfirmasi siapa pembantu kepala daerah dimaksud, dengan lugas dan tegas Bung Tohang yang tidak suka bahasa basa-basi ini mengatakan  itu peran kesbangpol di daerah. Kata beliau, coba tanya dari pusat sampai daerah  kalau urusan politik dan dinamika ORMAS siapa yang berperan? Kalau ada konflik di daerah OPD (dulu SKPD)  mana yang dicari, seperti saat ini menjelang Pilkada Serentak 2018 dan Pemilu 2019,  OPD mana yang terdepan ?dan masih banyak persoalan daerah yang hampir semuanya ujung penyelesaiannya di Kesbangpol.
Menurut bung Tohang hampir semua masalah bangsa ada dalam tupoksi Kesbangpol. Oleh karenanya jika ada daerah-daerah yang para Kepala Daerahnya tidak membesarkan peran Kesbangpol patut diduga melemahkan jiwa NKRI. Indikator ini dalam pandangan bung Tohang terlihat masih belum optimalnya aktivitas pendidikan politik dan pembinaan wawasan kebangsaan di daerah, hal ini dibuktikan adanya pola pikir sempit tentang arti kesatuan bangsa (merebaknya isu SARA akhir2 ini).  Semua ini bukan kebetuan tetapi memang kita miskelola atau kurang serius merawat bangsa ini khususnya di era otonomi daerah saat ini.  Indikasi terbaru, di beberapa daerah ragu penguatan  Organisasi Kesbangpol, bahkan ada kebijakan Kepala Daerah yang justru mengecilkan peran lembaganya yang secara otomatis anggarannya juga kecil.
Ketika ditanyakan apa solusinya? Bung Tohang menimpali lagi kata kunci awal perbincangannya, Kita berbangsa dan bernegara ini modal utamanya kesatuan bangsa dan politik demokratis yang berdasarkan nilai Pancasila dan UUD 1945. Kita sudah sepakat hidup dalam bingkai NKRI dan perbedaan suku bangsa bukan masalah lagi karena ada komitmen Bhineka Tunggal Ika, bukankah itu juga bagian sumpah para Kepala Daerah dan Wakil Kepala Daerah saat dilantik ? Peran ini ada di organisasi Kesbangpol, sehingga jika ada daerah yang mengecilkan peran Kesbangpol, maka komitmen dan pemahaman pengambil kebijakan politik di daerah dipertanyakan,” tutur Bangun Sitohang menutup perbincangannya.
