KESBANG.COM, JAKARTA – Pemerintah mengeluarkan Peraturan Presiden (Perpres) tentang Percepatan Pelaksanaan Berusaha untuk meningkatkan standar pelayanan perizinan berusaha yang efisien, mudah dan terintegrasi tanpa mengabaikan tata kelola pemerintahan yang baik.
“Kebijakan ini bertujuan menyelesaikan hambatan dalam proses pelaksanaan serta memanfaatkan teknologi informasi melalui penerapan sistem perizinan terintegrasi atau single submission,” ujar Menteri Koordinator Bidang Perekonomian Darmin Nasution, di Gedung Bursa Efek Indonesia (BEI), Jakarta, Kamis.
Ia mengatakan melalui kebijakan tersebut pemerintah ingin mempercepat proses penerbitan perizinan berusaha sesuai dengan standar pelayanan, memberikan kepastian waktu dan biaya dalam peroses perizinan dan meningkatkan koordinasi dan sinkronisasi kementerian/lembaga (K/L) dan pemerintah daerah (pemda).
Darmin menuturkan, terbitnya Perpres tersebut dilatarbelakangi kondisi pelayanan saat ini yang belum optimal.
Misalnya saja, perizinan masih bersifat parsial dan tidak terintegrasi, sekuensial (berurutan), belum seluruhnya menggunakan teknologi informasi (online), waktu penyelesaian dan biaya perizinan yang tidak jelas, serta paradigma di tubuh birokrasi sendiri sebagai “pemberi izin” dan belum “melayani”.
Di samping itu, lanjutnya, beberapa indikator juga menunjukkan bahwa kinerja realisasi investasi, meski tumbuh tetapi masih di bawah target yang ditetapkan, antara lain investasi dunia ke Indonesia masih rendah, yaitu 1,97 persen dengan rata-rata per tahun (2012-2016) sebesar 1.417,58 miliar dolar AS dan capaian target rasio investasi sebesar 32,7 persen (2012-2016), di bawah terget RPJMN sebesar 38,9 persen pada 2019.
Selain itu, katanya, realisasi investasi masih rendah dibandingkan dengan pengajuan atau komitmen investasi untuk Penanaman Modal Asing (PMA) 27,5 persen dan Penanaman Modal Dalam Negeri (PMDN) 31,8 persen (2010-2016).
Kemudian, belum seimbangnya wilayah investasi di mana investasi di Jawa di atas 50 persen dibandingkan dengan Luar Jawa.
