Nasir Djamil: UU Pemerintah Aceh Perlu Direvisi

KESBANG.COM, BANDA ACEH – Anggota Dewan Perwakilan Rakyat (DPR) RI asal Aceh HM Nasir Djamil menyebutkan perlunya dilakukan revisi terhadap Undang-Undang Pemerintah Aceh Nomor 11 Tahun 2006 atau yang dikenal dengan sebutan UUPA di provinsi itu.

“Revisi UUPA ini untuk penyempurnaan sehingga sejumlah hal penting lainnya yang disepakati dalam nota kesepakatan damai RI-GAM atau dikenal dengan MoU Helsinki bisa diakomodir kembali,”kata HM Nasir Djamil di Banda Aceh, Selasa.

UUPA yang diterbitkan tahun 2006 merupakan turunan dari kesepakatan damai MoU Helsinki. Kesepakatan damai tersebut ditandatangani Pemerintah Indonesia dengan Gerakan Aceh Merdeka (GAM) pada 15 Agustus 2005 di Helsinki, Finlandia.

Anggota Fraksi PKS DPR RI itu menambahkan tujuan utama revisi adalah untuk menguatkan kedudukan dari UUPA itu sendiri, sehingga tidak mudah diganggu gugat lagi.

Misalnya, Undang-Undang Nomor 7 Tahun 2017 tentang Pemilihan Umum (UU Pemilu) membatalkan beberapa pasal dalam UUPA. Akibatnya, sejumlah elemen masyarakat mengajukan uji materi UU Pemilu ke Mahkamah Konstitusi.

“Saya berharap ada dukungan untuk revisi UUPA, sehingga ke depan tidak lagi kita dengar ada pasal-pasal dalam UUPA yang dibatalkan dengan lahirnya undang-undang baru,”ujar HM Nasir Djamil.

Anggota Komisi Hukum dan HAM DPR RI itu mengaku pembahasan UUPA saat dalam bentuk rancangan berlangsung sangat singkat, sehingga masih ada hal-hal yang belum sempurna, dan perlu disempurnakan.

“Pembahasan rancangan UUPA ini hanya memakan waktu delapan bulan, dan itu sejarah pembahasan undang-undang paling singkat. Biasanya, membahas sebuah rancangan undang-undang memakan waktu bertahun-tahun,” kata HM Nasir Djamil.(Ant)
