Dari 100 negara termiskin di dunia, Indonesia termasuk di dalamnya. Menurut catatatan World Population Review, Indonesia masuk dalam urutan ke-73 negara termiskin di dunia. Posisi ini masih lebih baik dari beberapa negara di Asia Tenggara yang masuk di daftar 100 negara termiskin, seperti Vietnam yang berada di urutan ke-82, Filipina ke-72, Kamboja ke-46), Myanmar ke-45, dan Timor Leste ke-29. Dalam catatan Badan Pusat Statistik (BPS), jumlah warga miskin di Indonesia mencapai 26,36 juta orang. Entah kapan akan mencapai angka nol atau memang sangatlah tidak mungkin.

Para tokoh bangsa pembuat Undang-Undang Dasar 1945, sangat menyadari bahwa adanya orang miskin adalah sebuah keniscayaan. Hingga kemudian dalam  Pasal 34 Undang-Undang Dasar Republik Indonesia Tahun 1945 menyatakan “Fakir Miskin dan Anak-anak terlantar dipelihara oleh Negara.” Dengan demikian Negara dan penyelengaranya (Pemerintah/Birokrasi) harus hadir menolong, menyantuni hingga membebaskan orang miskin di negara ini dari kemiskinannya.

Presiden, Gubernur, Bupati/Walikota, Camat, Kades,dan siapa saja yang punya kekuasaan,  memperhatikan orang-orang miskin adalah kewajiban utamanya. Selain amanat undang-undang, agar memperhatikan orang-orang miskin, begitupun Islam, agama yang paling banyak dianut oleh para pejabat di negara ini, mengajarkan kewajiban membantu penderitaan orang-orang miskin.

Pejabat negara yang menganggap bahwa kemiskinan terjadi karena orang-orangnya bodoh, tidak mau bekerja keras, tidak memiliki jiwa wiraswasta, gampang pasrah kepada takdir, maka pejabat itu sedang menghidupkan _sunnah sayyiah_ (kebiasaan jelek). Sedangkan pejabat yang memandang kemiskinan sebagai masalah sosial yang harus dipecahkan lewat aksi sosial, adalah pejabat yang menghidupkan _sunnah hasanah_ (kebiasan baik).

Jika benar berita dari pernyataan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (MenPAN RB) Abdullah Azwar Anas, bahwa Azwar Anas bilang anggaran kemiskinan di kementerian dan lembaga (K/L) yang hampir Rp 500 triliun terserap tidak sebagaimana mestinya. Alih-alih dirasakan masyarakat, anggaran hanya habis untuk kegiatan rapat hingga studi banding. Maka para pejabat itu adalah mereka yang sedang menghidupkan _sunnah sayyiah_ . Yang balasannya adalah jilatan api neraka.

Pejabat yang suka shalat, pergi haji, umrah tetapi tidak punya perhatian pada orang miskin, itulah pejabat yang mendustakan agama, begitu Alquran menyebutnya. Pejabat yang memperhatikan membela fakir miskin adalah pejabat penerus misi Rasulullah saw yakni membebaskan penderitaan orang-orang miskin, orang-orang lemah yang tak berdaya.

Oleh sebab itu di Pemilu tahun 2024, salah satu kriteria yang harus melekat pada mereka yang akan kita pilih adalah seberapa besar mereka mencintai dan peduli pada orang-orang miskin. Yang tidak risih tidur di rumah-rumah orang miskin, yang dengan tulus membantu dan menolong mereka yang hidup dalam kemiskinan.
