SURABAYA – Pemerintah dan Negara akan hadir untuk melayani organisasi Penghayatan Kepercayaan Terhadap Tuhan Yang Maha Esa. Lingkup pelayanan itu berupa administrasi organisasi penghayat kepercayaan, fasilitasi pemakaman, dan sasana sarasehan atau sebutan lain.
Data Kemendagri mencatat hingga kini sudah ada 186 Organisasi Penghayatan Kepercayaan Terhadap Tuhan YME tersebar di 13 provinsi dan dengan jumlahnya yang hampir mencapai 12 juta orang.
“Kami akan layani hak-hak konstituisonal Organisasi Penghayatan Kepercayaan terkait pencantuman aliran kepercayaan pada Kolom agama di Kartu Tanda Penduduk,” ujar Direktur Ketahanan Ekonomi, Sosial dan Budaya Kemendagri, Drs. Lutfi TMA. M.Si di Surabaya saat berdialog dengan Organisasi Penghayatan Kepercayaan pada kegiatan Dialog Organisasi Penghayat Kepercayaan Terhadap Tuhan yang Maha Esa di Provinsi Jawa Timur yang diadakan di Hotel Aria Centra, Surabaya, Senin (27/11/2017).
Kegiatan yang digelar melalui Direktorat Ketahanan Ekonomi, Sosial dan Budaya Direktorat Jenderal Politik dan Pemerintahan Umum (Polpum) ini dihadiri 120 peserta.
Lutfi menjelaskan, dari sisi kebijakan yang sudah dibuat terkait pelayanan kepada Organiasi Penghayatan Kepercayaan, dia mencontohkan adanya Peraturan Bersama Menteri (PBM) dengan Kementrian Pendidikan & Kebudayaan yaitu PBM Nomor 43 dan Nomor. 41 Tahun 2009. Isinya ada tiga hal penting:
Pertama, sebagai pedoman bagi pemerintah daerah dalam memberikan pelayanan kepada Penghayat Kepercayaan
Kedua, PBM memberikan perlindungan hak-hak sipil penghayat yang meyakini nilai-nilai budaya dari leluhur bangsa;
Ketiga, sebagai bentuk komitmen dari pemerintah daerah di seluruh Indonesia untuk memberikan pelayanan dan perlindungan aktivitas masyarakat Penghayat Kepercayaan terhadap Tuhan Yang Maha Esa, ke arah kemajuan dan peradaban bangsa yang lebih baik dan sejahtera;
Dengan PBM 41, 43, kata Lutfi menjadi dasar pedoman pemerintah untuk memberikan pelayanan kepada penganut aliran kepercayaan yang juga harus tetap dilayani dan dicatat dalam pusat data kependudukan.
“Ini merupakan kewajiban negara untuk memberikan pelayanan kepada setiap warga negara sesuai dengan data yang tercantum dalam database kependudukan yang memang merupakan tugas dan kewajiban negara,” katanya.
Kepada peserta dialog, Lutfi juga menjelaskan, bahwa Menteri Dalam Negeri Tjahjo Kumolo juga sudah berkomitmen akan melaksanakan putusan MK yang bersifat final dan mengikat.
“Hal ini berimplikasi bahwa bagi warga negara yang menganut aliran kepercayaan dapat dicantumkan pada kolom Agama di e-KTP,” ujar Lutfi.
Karena itu, lanjut Lutfi, dari Dialog yang melibatkan unsur kementerian agama dan kementerian pendidikan, kesbangpol dan kejaksaan tujuannya untuk mengumpulkan data kepercayaan yang ada di Provinsi Jawa Timur. Setelah data seluruh aliran kepercayaan di Indonesia diperoleh, Kemendagri akan memperbaiki aplikasi SIAK dan aplikasi database ke Dukcapil di Provinsi Jawa Timur.
“Kemendagri melalui ditjen dukcapil akan memasukkan kepercayaan tersebut ke dalam sistem administrasi kependudukan,” pungkasnya. (Zul)
